On October 2, the Standing Committee of the Provincial Party Committee held a meeting and worked with the Provincial Party Committee's Mass Mobilization Commission, the local government, armed forces, the Fatherland Front, socio-political organizations, relevant agencies and units on the people's situation and mass mobilization work in the first 9 months of the year; directions and key tasks for the last 3 months of 2024. Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, chaired the conference.
In the first 9 months of 2024, mass mobilization work in the province was carried out synchronously in conjunction with political tasks. The mass mobilization system has focused on following and grasping the grassroots to grasp and reflect the situation related to people's lives, especially issues that people are interested in and concerned about. Patriotic emulation movements and emulation movements and the "Skillful Mass Mobilization" emulation movement have attracted a large number of union members, association members and people to participate, arousing dynamism, creativity, self-reliance, self-reliance, active participation, and resources among the people, contributing to promoting socio-economic development, ensuring social order and safety. The work of receiving people and handling petitions has had many positive changes. The work of propaganda, legal education and compliance with legal education has been paid attention to and implemented effectively by all levels and sectors. The whole province has also done very well in social security policies.
With the efforts of the entire political system in implementing mass mobilization work, it has contributed to creating unity and social consensus in realizing the goals of socio-economic development and ensuring national security and defense. The situation of people, ethnic groups and religions in the province is basically stable. The great national unity bloc and the people's trust in the Party and the government have been consolidated and maintained. Although storm No. 3 caused extremely severe damage to Quang Ninh province, people of all walks of life in the province have great confidence in the leadership of Party committees and authorities at all levels, joining hands with the political system in overcoming the damage caused by storm No. 3, soon stabilizing life and restoring production and business.
Speaking at the conference, Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, highly appreciated the efforts of the entire political system in performing all tasks, including the mass mobilization work of the Party, the mass mobilization of the government from the province to the grassroots level, the mass mobilization of the judiciary, the mass mobilization of the Vietnam Fatherland Front and socio-political organizations, and the mass mobilization of the armed forces. Through flexible, proactive, and effective solutions in leadership and direction, especially the trust and support of the people, in the first 9 months of 2024, Quang Ninh continued to maintain a stable and developed locality.
Based on the assessment of the achieved results, as well as pointing out the shortcomings and limitations, the Standing Deputy Secretary of the Provincial Party Committee requested that in the last 3 months of 2024, the Party's mass mobilization agencies, the government, the armed forces and socio-political organizations must continue to proactively grasp the situation and thoughts of the people; grasp issues arising from the grassroots to advise competent authorities to promptly resolve them; strengthen the dissemination of the policies of the Central and the province on social security, ethnicity, religion, especially the policy mechanisms and measures to support people affected by storm No. 3. Improve the effectiveness and substance of the work of receiving people, resolving complaints and denunciations, and not allowing hot spots to form in the area.
State management agencies must promote administrative procedure reform, especially administrative procedures related to businesses and people. Armed forces must grasp the situation on the border and islands, not be passive or surprised; do a good job of mass mobilization in border areas and among ethnic minorities; promote the role and prestige of prestigious people among ethnic minorities to propagate and mobilize people to comply with the law. Judicial agencies must improve investigation, prosecution, trial, and execution of judgments to ensure compliance with the law, prevent wrongful convictions, and not let criminals escape.
The Vietnam Fatherland Front and socio-political organizations from the provincial to grassroots levels must innovate their methods of operation; improve the quality and effectiveness of social supervision and criticism. Improve the quality and effectiveness of emulation movements and campaigns; sustainably maintain models such as the grassroots security model, building drug-free communes, wards and towns, and the campaign "All people unite to build new rural areas and civilized urban areas". Determined to complete the target of having 78 communes, wards and 3 districts free of drugs by the end of 2024.
The authorities should strengthen the inspection, detection and effective combat against plots and tricks to sabotage, cause internal disturbances, and self-evolution and self-transformation within the organization. At the same time, advise competent authorities to take strict measures to handle subjects who spread false information, cause bad public opinion and cause confusion among the public.
The Provincial Party Committee's Mass Mobilization Commission, judicial agencies, armed forces, the Fatherland Front and socio-political organizations review and evaluate the ability to implement the goals, targets and tasks set for 2024 to have fundamental solutions and determination to strive to complete the goals and targets set at the beginning of the year.
