According to the draft, the High School Graduation Exam will be organized in 3 sessions: 1 Literature exam, 1 Math exam and 1 optional exam.
The Ministry of Education and Training has just announced a draft Circular promulgating the Regulations on High School Graduation Exams with many new points. The Regulations are expected to be officially issued in November 2024 and applied from the 2025 exam.
According to the draft, the High School Graduation Exam will be organized in 3 sessions: 1 session of Literature, 1 session of Math and 1 session of optional exam including 2 subjects from Physics, Chemistry, Biology, History, Geography, Economic and Legal Education, Information Technology, Technology-Industry, Technology-Agriculture, Foreign Languages (English, Russian, French, Chinese, German, Japanese and Korean).
Candidates can register to take a foreign language exam other than the foreign language they are studying in high school.
The exam date and schedule are specified in the Ministry of Education and Training's annual High School Graduation Exam guidelines. The exam content closely follows the 2018 General Education Program.
In 2025, the Ministry of Education and Training will organize the High School Graduation Exam with 2 types of exam questions. Exam questions according to the 2018 General Education Program are for candidates studying under this Program. Exam questions according to the 2006 General Education Program are for candidates who did not study the 2018 General Education Program and have not graduated from High School.
Candidates who have graduated from high school can choose to take the exam according to one of the two types of exam questions above.
Regarding exam room arrangement, candidates who have graduated from high school, candidates who have completed the general education program but have not graduated from high school in previous years, candidates who have graduated from intermediate level participating in the exam and candidates of Continuing Education are arranged to take the exam together with candidates who are high school students studying grade 12 in the year of the exam at a number of exam locations decided by the Director of the Department of Education and Training.
In particular, it is necessary to ensure that there are at least 50% of 12th grade candidates from high schools in the total number of candidates at the examination site (in special cases, it is necessary to have the opinion of the Ministry of Education and Training).
Candidates' examination rooms are arranged according to their chosen exam. Each examination room has a maximum of 24 candidates and must ensure a minimum distance of 1.2m between two candidates sitting next to each other horizontally.
In particular, the final examination rooms of the optional exam at each examination site can arrange candidates for different optional exams. When collecting the candidates' exam papers, the exam papers must be arranged according to each subject of the optional exam.
Regarding exemption from the Foreign Language exam in the recognition of high school graduation, the draft stipulates: Members of the national team participating in the International Olympic competition in Foreign Languages according to the Decision of the Minister of Education and Training are exempted from the Foreign Language exam in the recognition of high school graduation.
People who have one of the foreign language certificates specified in the appendix of the Regulation or foreign language certificates recognized by the Ministry of Education and Training as equivalent to the 6-level Foreign Language Proficiency Framework for Vietnam (level 3 or higher and valid until the date of exam registration) are exempted from taking the foreign language test in the consideration of recognition of high school graduation.
Candidates who are eligible for exemption from the foreign language test will not have their scores converted into their total graduation score.
In cases where the foreign language test exemption conditions are met but the student still wants to take the foreign language test in the graduation exam, the actual foreign language test results must be used to calculate the high school graduation score.
According to the draft, the high school graduation score includes: The scores of the subjects that candidates take to be considered for graduation recognition are converted to a 10-point scale to calculate the graduation score; the average score of the years of study at the high school level; priority and incentive points, if any.
In which, the average score of each school year is the average score of the subjects evaluated by scores.
The High School Graduation Exam aims to accurately assess the learning outcomes of learners according to the objectives and requirements of the General Education Program; to use exam results to consider graduation recognition; at the same time, to serve as one of the bases for assessing the teaching and learning quality of general education institutions and the direction of educational management agencies.
The exam also aims to provide reliable and honest data that accurately assesses students' abilities so that universities and vocational education institutions can use it in enrollment in a spirit of autonomy.
The Draft Circular promulgating the Regulations on High School Graduation Exams is being widely consulted by the Ministry of Education and Training until October 29, 2024.
