EXCELLENTLY COMPLETE GOALS AND TASKS
In 2023, with the close and comprehensive direction of the Central Public Security Party Committee, the leaders of the Ministry of Public Security, the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the attention and support of all levels, sectors and people of all walks of life, the leaders, officers and soldiers of Nghe An Public Security were determined, united, and made efforts to overcome all difficulties, continue to innovate and improve the quality of all aspects of work.
Sticking to the slogan of action "building Nghe An Police to be truly clean, strong, disciplined, elite, modern, serving the people", the Provincial Police launched the emulation movement "For National Security" to develop both breadth and depth with many drastic, creative, and breakthrough measures and solutions, contributing to the excellent completion of the 3 goals and 10 key tasks set for 2023.
Notably, Nghe An Police have successfully cracked many major cases and cases, which have caused a stir and have been commended and rewarded by the leaders of the Ministry of Public Security and the Provincial People's Committee; the rate of investigation and solving cases is high, of which very serious and especially serious cases reached 100%.
Nghe An police have synchronously deployed measures to effectively implement the project "Border communes clean of drugs". Up to now, the province has cleaned up 27/27 border communes, 4 district-level units (Hoang Mai town, Cua Lo town, Anh Son district and Nghia Dan district) and expanded 195 "drug-free" communes, wards and towns.
The fight against economic, corruption, positional and environmental crimes was directed resolutely and effectively, with many targets exceeded. Specifically, 269 cases were arrested and prosecuted, 298 defendants were accused of economic crimes; 30 cases, 129 defendants were accused of corruption and positional crimes; 36 cases, 49 defendants were accused of environmental crimes. This is the year that Nghe An Police has achieved the highest results in preventing and combating economic, corruption, positional and environmental crimes ever.
2023 is the 8th consecutive year that Nghe An Police has been ranked first by the Ministry of Public Security in administrative reform work across the entire force. In addition, the Provincial Police have contained and reduced traffic accidents in all 3 criteria. Fire prevention, fire fighting, rescue and relief work has been well performed.
The movement of All People Protecting National Security continues to be focused on promoting with many good models, including two models of "Skilled mass mobilization in the work of eliminating key areas with complicated security and order" in Dien Bich commune, Dien Chau district and the model of building "A clean border commune from drugs" announced by the Ministry of Public Security to be replicated nationwide.
The provincial police have regularly maintained hundreds of programs of gratitude, social charity, and joining hands for the poor; the outstanding mark is promoting the core role, "speeding up the construction of more than 3,553 houses for the poor and people with housing difficulties in the border districts of the province.
With these results, in 2023, Nghe An Police will continue to be the unit to receive the Excellent Emulation Flag from the Prime Minister for 9 consecutive years.
“PROACTIVE SECURITY”, “EARLY AND REMOTE PREVENTION OF RISKS AND FACTORS THAT CAN CAUSE INSTABILITY”
Speaking at the conference, Secretary of Nghe An Provincial Party Committee Thai Thanh Quy reviewed the outstanding results of the province's socio-economic situation in 2023, thereby evaluating and recognizing the direct and important contributions of the provincial police force.
In particular, the Provincial Police have promptly and qualitatively advised on policies and solutions to ensure security and order in the entire province, including fundamental, comprehensive, long-term, and unprecedented issues; proactively used professional measures, launched high-profile campaigns to attack and suppress all types of crimes with high efficiency.
At the same time, by closely following reality, firmly grasping the area, accurately analyzing the situation, and taking advantage of the direction of superiors, the Provincial Police have focused on choosing points, choosing spearheads, and choosing tasks to build many effective models of concentrated direction, creating positive and clear changes in all areas of work.
In 2023, the Standing Committee of the Provincial Police Party Committee maintained and promoted the spirit of solidarity, unity, closeness, determination and high responsibility; spreading this spirit to officers and soldiers in the entire force. In addition, coordination with sectors and levels in performing tasks was given attention and focus, bringing high efficiency in solving tasks.
Analyzing the context, situation, and key tasks in 2024 - a pivotal year for implementing the Resolution of Party Congresses at all levels for the 2020-2025 term, preparing for the Party Congress for the 2025-2030 term, and also the year in which the province focuses on implementing many major and key tasks; at the same time, speeding up the progress of key projects.
On that basis, Provincial Party Secretary Thai Thanh Quy requested the Provincial Police to pay close attention, forecast, synthesize, analyze and propose effective solutions to ensure security and order with the motto: "Proactive security", "early and remote prevention of risks and factors that can cause instability".
In particular, this is the time when Nghe An has been and is an attractive destination for many investors, especially foreign investors, which will concentrate a large number of experts, engineers, business owners and workers, creating great pressure on security; therefore, it is necessary to be proactive, not to be suddenly surprised, to avoid the risk of being exploited to cause insecurity and disorder.
The provincial police force needs to continue to deploy measures and solutions to prevent, combat, stop and resolutely attack and suppress all types of crimes, especially emerging crimes, drug crimes, cyber crimes, fraud, black credit, etc.; advise and coordinate to effectively resolve complicated and specific cases of the province.
The Provincial Party Secretary also requested the Provincial Police force to continue promoting the achieved results, promote the movement of All people protecting national security, continue to build and consolidate the "people's hearts" and people's security posture. At the same time, continue to build and maintain solidarity and unity, maintain discipline and order, promote the spirit of setting an example, especially for leaders.
Speaking at the meeting, on behalf of the Central Public Security Party Committee and the leaders of the Ministry of Public Security, Lieutenant General Le Quoc Hung - Deputy Minister of Public Security congratulated the achievements of the Party Committee and People of Nghe An province in 2023; at the same time, he acknowledged the important contributions of the Nghe An Public Security force to the overall achievements of the Party Committee and People of Nghe An province.
Highly agreeing with the opinions expressed by the Secretary of the Nghe An Provincial Party Committee, the Deputy Minister of Public Security emphasized that 2024 is the year of acceleration and breakthrough of the term. Therefore, Nghe An Public Security needs to closely follow the breakthrough contents identified by the Central Public Security Party Committee to carry out the tasks; at the same time, organize to thoroughly disseminate the tasks and requirements set by the provincial leaders at the Conference on deploying tasks in 2024 to all leaders, cadres, party members and soldiers in the entire force to carry out in a practical and effective manner.
Lieutenant General Le Quoc Hung emphasized that Nghe An Police needs to continue to focus on creating clear changes in Party building and Nghe An Police force building; maintain, consolidate and promote the spirit of solidarity and unity; conduct preliminary reviews and assessments of resolutions advised to the Provincial Party Committee; pay attention to building a regular, elite force, advancing to modernity by 2030, first of all focusing on a number of forces identified by the Ministry as priority to advance to modernity by 2025.
The Deputy Minister of Public Security also requested that Nghe An Police tighten discipline and order; focus on building the communal police force; strengthen the work of grasping and controlling the situation right from the grassroots level; effectively perform the work of ensuring local security and effectively combating all types of crimes.
Nghe An Police also needs to continue to strongly innovate, improve the effectiveness of State management of security and order, especially in administrative reform and digital transformation; promote the achieved results to have more typical communes, districts, towns and cities in the movement of All people protecting national security.
In the immediate future, Deputy Minister Le Quoc Hung requested Nghe An Provincial Police to effectively carry out the peak period of crime suppression, ensuring security, social order and safety. so that people can celebrate the traditional New Year of the nation in peace.
On this occasion, authorized by Lieutenant General Le Quoc Hung - Deputy Minister of Public Security, he awarded the Prime Minister's Certificate of Merit to Colonel Le Van Thai - Deputy Director of the Provincial Police and the title of Emulation Fighter of the entire People's Public Security force to Colonel Tran Hong Quang - Deputy Director of the Provincial Police; awarded the Emulation Flag of the Ministry of Public Security to 3 professional departments of the Provincial Police and the Ky Son District Police unit.
Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung awarded the Emulation Flag of the Provincial People's Committee to 3 professional departments of the Provincial Police and units including police of districts: Quy Hop, Thai Hoa Town, Quynh Luu.
