Binh Phuoc passes resolution related to Gia Nghia expressway project

On April 14, at the 22nd session of the 10th term, 2021-2026, the People's Council of Binh Phuoc province passed an important resolution related to the Gia Nghia - Chon Thanh expressway project.

Specifically, through consideration and discussion at the meeting, the People's Council of Binh Phuoc province agreed and unanimously passed a resolution giving opinions on the impact of implementing component project 1 of investing in the construction of the North-South expressway in the west, section Gia Nghia ( Dak Nong ) - Chon Thanh (Binh Phuoc) under the PPP method.

According to the report of Binh Phuoc Provincial People's Committee, the North-South Expressway Component 1 project, the western part, Gia Nghia - Chon Thanh section, is an important national project, with a total length of about 124km (the section through Dak Nong is about 23km long, and through Binh Phuoc is about 101km long).

The investment phase is 4-lane expressway, and the completion phase is 6-lane. The design speed is from 100-120km/h.

The land use area is about 1,290ha (including landfill and resettlement land). The total investment proposed for appraisal and approval is about 20,434 billion VND. Of which, the state capital is about 6,842 billion VND, and the investor capital is about 13,592 billion VND.

The project investment objective is to build a key expressway connecting the Central Highlands with the Southeast region, connecting Binh Phuoc, Dak Nong provinces and other localities in the region with Ho Chi Minh City.

Thereby creating new space and development momentum for the Central Highlands and the Southeast region; exploiting existing potentials; gradually restructuring the economy of the Central Highlands, the Southeast region and the nation.

According to the report, the project will be prepared and start construction in 2025, basically completed in 2026 and put into operation in 2027. The expected payback period is 33 years and 6 months.

Inter-regional traffic dynamic axis

Assessing the project's impact on society, security and defense, the People's Committee of Binh Phuoc province believes that the Gia Nghia - Chon Thanh expressway project not only has the meaning of infrastructure development, but also contributes to stabilizing social security and enhancing regional defense and security capacity.

Regarding urban and provincial traffic infrastructure connectivity, the Gia Nghia - Chon Thanh expressway plays the role of an inter-regional traffic dynamic axis in line with the national traffic planning orientation and regional development strategy of the Government.

Accordingly, the project will contribute to effectively connecting radial traffic axes such as National Highway 14, routes connecting Hoa Lu border gate area, key economic - industrial zones in the South... helping to shorten the time of transporting goods and circulating people.

At the same time, expand development space, disperse population, develop urban and industrial areas according to planning orientation. Reduce pressure on existing national highways, especially National Highway 14 and key urban inner-city routes.

Regarding investment policies in the form of public-private partnerships (PPP), it helps mobilize social resources, reduce pressure on state capital; take advantage of technological strengths and management experience of the private sector; and reasonably divide risks between the state and investors...
