At the Conference, the members of the Provincial Party Standing Committee discussed and highly agreed with the plan to reduce about 68% of commune-level administrative units, from 172 communes, wards and towns to 55 communes, wards and towns after the rearrangement.

The Provincial Party Secretary emphasized that the rearrangement and reorganization of administrative units at all levels and the organization of two-level local governments are noble political tasks, requiring great responsibility from the entire Party Committee.

Speaking at the Conference, Comrade Trinh Viet Hung, alternate member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Steering Committee emphasized the goal and great significance of the arrangement and reorganization of administrative units at all levels and the organization of two-level local governments according to the policies and directions of the Central Committee. He praised the proactive spirit of the members of the Steering Committee, the advisory and drafting agencies who closely followed the directions and instructions of the Central Committee; promptly developed plans with a spirit of urgency, determination, close to reality, and on schedule. The Secretary of the Provincial Party Committee emphasized: The arrangement and reorganization of administrative units at all levels and the organization of two-level local governments in Thai Nguyen province is a noble political task, therefore requiring great political responsibility of the entire Party Committee, of each member of the Standing Committee of the Provincial Party Committee, member of the Steering Committee, and Secretary of the affiliated Party Committees. The comrade requested that the delegates focus on studying documents, participating in responsible opinions, linking with orientation, forecasting, identifying advantages, difficulties, and obstacles; the organization of collecting people's opinions must be implemented in accordance with regulations and procedures, choosing appropriate and practical options for each locality, creating high consensus among the people. During the merger process, the members of the Provincial Party Standing Committee, members of the Steering Committee, and Secretaries of affiliated Party Committees need to stick to and grasp the locality, in the spirit of being close to the people, understanding the thoughts and aspirations of the people, thereby creating the most favorable conditions for the people after the merger. The Provincial Party Secretary also requested the drafting agency to absorb the opinions of the delegates, closely follow the instructions of the Central Government, and complete the plan in a systematic and scientific manner, meeting the requirements and progress set out.
