Fake news, false news causes unpredictable consequences

On the afternoon of November 12, the National Assembly continued to question and answer questions on a group of issues in the field of information and communication (ICT). National Assembly Chairman Tran Thanh Man chaired the meeting.

Joining the information and explanation session with the Minister of Information and Communications, Minister of Public Security Luong Tam Quang clarified some consequences and implications related to fake news and untrue news.

Minister of Public Security Luong Tam Quang affirmed that fake news and untrue news have unpredictable consequences and are becoming a major threat to the socio-economic situation, even directly threatening national sovereignty and global security.

According to Minister Luong Tam Quang, common illegal acts on social networks today include: Acts of creating, disseminating, posting, sharing, storing fake news, untrue news; distorting the Party's guidelines, policies, and laws of the State, undermining the great solidarity bloc; distorting, defaming, and discrediting organizations and individuals... fake, untrue information to attract views, likes, and even profiteering and fraud.

The Minister of Public Security stated that the act of taking advantage of the live streaming function on social networking platforms to broadcast and propagate content containing fake news and untrue information has a negative impact on social mood and security and order.

The consequences of fake news also have a huge impact on the economy, especially the stock market, real estate, finance, housing, etc.

"There is information that has caused losses of trillions of dong in capitalization on the stock market," said Minister Luong Tam Quang.

In addition, according to the Minister, there are also a number of other notable behaviors such as the act of establishing and using negative groups to cause distorted perceptions, inciting deviant behaviors, violence, promoting bad customs, superstitions, depravity, etc.

Along with that is the act of creating groups to communicate, incite, and protest against the authorities.

"Through the work of ensuring security and order, we focus on groups such as "reporting checkpoint 141", "clearing checkpoints for alcohol concentration control, speed shooting" or dealing with functional forces in the work of ensuring traffic order and safety", Minister Luong Tam Quang informed.

In addition, there are also acts of creating groups to buy and sell foreign currency, counterfeit money, fake documents, diplomas, certificates, drugs, weapons and explosives...

The Ministry of Public Security will develop a law on preventing and combating fake news.

Presenting solutions, Minister Luong Tam Quang said that it is necessary to grasp the situation, fight against and strictly handle according to the law those who commit illegal acts on cyberspace and social networks.

In particular, subjects who spread fake news or false news according to current law provisions may be subject to administrative or criminal sanctions according to the Government's Decree and articles of the Penal Code.

Minister Nguyen Manh Hung said that recently we have punished false information, "exposing", defamation... In which, the fine for Vietnam is high but compared to other countries it is low, from 5-10 million VND, normally taken at the middle level of about 7.5 million VND.

In addition, there is a lack of specific quantitative regulations to determine administrative sanctions or criminal prosecution for acts of spreading fake news or false information on cyberspace.

For example, to what extent is it considered serious to insult another person's honor and dignity, while simply fabricating or spreading things that are clearly untrue, with the aim of seriously insulting another person's honor and dignity, is enough to constitute a crime.

Therefore, the Minister recommends handling these acts without considering the consequences to be a sufficient deterrent.

Another solution proposed by the Minister is to fight against erroneous, hostile views, fake news, and false information.

At the same time, propaganda should be used to orient public opinion and raise people's awareness, especially those using social networks, to create resistance to fake news, untrue news, especially distorted and provocative information to fight and expose the tricks of criminals on cyberspace and social networks.

"In recent times, the Ministry of Public Security, when cooperating in the fight against crime with law enforcement agencies of other countries, has always agreed to fight and cooperate in sharing information, with the principle of not allowing any organization or individual to spread fake or untrue information, affecting security, order, and social safety, or affecting organizations and individuals of other countries," Minister Luong Tam Quang informed.

According to Minister Luong Tam Quang, the Politburo recently concluded to assign the Ministry of Public Security to make a law on preventing and combating fake news. In the near future, basic institutional issues will be resolved in this law.

Collected more than 20,000 billion VND in taxes from social networks

Previously, participating in questioning the Minister of Information and Communications, delegate Nguyen Tam Hung (Ba Ria - Vung Tau) asked the Minister to state that managing and controlling content on cross-border digital platforms faces many difficulties due to legal and technological differences.

"What plans does the Ministry of Information and Communications have to enhance international cooperation, share information and experience to improve management efficiency and protect national interests in cyberspace?" Mr. Hung asked.

Minister Nguyen Manh Hung said requiring cross-border social networking platforms to comply with Vietnamese law is difficult due to differences in legal regulations between countries.

However, after many years of working, the Ministry of Information and Communications has achieved positive results. Specifically, such as increasing the response rate to remove bad, toxic, and false information from 10-20% in 2018 to over 95% now, the response time has been reduced from 48 hours to 24 hours and 12 hours, in special cases, handling and removing bad, toxic information within 2 hours.

At the same time, remove pages and accounts permanently if there are serious violations.

Social media platforms have also been more proactive in reviewing and removing illegal content such as gambling, prostitution, child abuse, terrorism, etc.

In particular, many large social networks have cooperated with the Ministry of Information and Communications in propaganda against fake news and online scams, promoting the image of Vietnam abroad, and at the same time complying with Vietnamese laws in contracts with customers.

Along with that, social networks have been paying taxes in Vietnam for 2.5 years. Minister Nguyen Manh Hung said that we have collected about 20,000 billion VND, an increase of about 6 times compared to previous years.
