Recently, the story about the planning of the Hoa Binh Center in general and the area of the old Dalat Governor's Palace hill (No. 1 Ly Tu Trong, Ward 1, Dalat City) in particular has attracted public attention.

Lam Dong Department of Construction and Da Lat City People's Committee coordinated to display and collect opinions on 3 architectural ideas for the old Governor's Palace hill area in Da Lat (from August 14 to September 14, 2020) and the Hotel du Printemps plan (raising the Governor's Palace 28m high and below is a hotel complex - PV) by architect Thierry Van de Winagaert was selected, public opinion also had many mixed opinions because it was thought that the plan was unfamiliar to Da Lat.

The "renovation" plan for Dinh hill was chosen, when it was raised to 28m.

Recently, Lam Dong Provincial People's Committee issued Decision No. 53/2023/QD-UBND dated September 6, 2023 promulgating regulations on management and use of state-owned villa funds in Da Lat City (replacing Decision No. 47/2017/QD-UBND), the old Provincial Governor's Palace is no longer in group 1.

According to the Appraisal Council, because it only met one criterion of historical and cultural value, but did not meet the criterion of architectural and landscape art, the Old Governor's Palace of Da Lat fell out of group 1 and into group 2. Mr. Le Quang Trung, Director of the Department of Construction and Chairman of the Council, said: "Many people are misunderstanding that those who are out of group 1 will be demolished, which is incorrect, because according to the regulations in Decision 53 of the province, when renovating villas in group 1 and group 2, the exterior architecture must be kept intact."

The construction density of the Provincial Governor's Palace is only about 10%.

This mansion is a massive building located on a hilltop over 1,500m (above sea level) with the most beautiful architecture in Da Lat. Here, visitors can have a panoramic view of the dreamy city.

The old Governor's Palace in Da Lat is currently managed and used by the Lam Dong Cultural and Arts Center.

According to the Detailed Planning and Urban Design Project of the central area of Hoa Binh, the Governor's Palace Hill has an area of 4.43 hectares. When the hotel project is implemented, it will have a structure of 3 underground floors and 7 above-ground floors, a construction density of 30 - 70%, on a land area of over 16,900m2 , and a maximum height of 55m...

Responding to Thanh Nien previously, Mr. Le Quang Trung, Director of Lam Dong Department of Construction, said that the construction of a hotel in Da Lat is completely consistent with the characteristics and orientation throughout the planning periods. That is, identifying Da Lat as a resort and tourism city; affirming that the former Governor's Palace is a heritage is incorrect because this project has not been recognized by competent authorities as a heritage according to the Law on Cultural Heritage.
