According to the Appraisal Council, because it only met one criterion of historical and cultural value, but did not meet the criterion of architectural and landscape art, the Old Governor's Palace of Da Lat fell out of group 1 and into group 2. Mr. Le Quang Trung, Director of the Department of Construction and Chairman of the Council, said: "Many people are misunderstanding that those who are out of group 1 will be demolished, which is incorrect, because according to the regulations in Decision 53 of the province, when renovating villas in group 1 and group 2, the exterior architecture must be kept intact."
The construction density of the Provincial Governor's Palace is only about 10%.

Responding to Thanh Nien previously, Mr. Le Quang Trung, Director of Lam Dong Department of Construction, said that the construction of a hotel in Da Lat is completely consistent with the characteristics and orientation throughout the planning periods. That is, identifying Da Lat as a resort and tourism city; affirming that the former Governor's Palace is a heritage is incorrect because this project has not been recognized by competent authorities as a heritage according to the Law on Cultural Heritage.
