From 2022, the Prime Minister has decided to choose October 10 every year as National Digital Transformation Day. This year, National Digital Transformation Day has the theme "Universalizing digital infrastructure and innovating digital applications to develop the digital economy - New driving force for economic growth and labor productivity".
Digital transformation is the next step of computerization, achieved thanks to the remarkable progress of new breakthrough technologies, commonly known as digital technology. In the world, digital transformation began to be mentioned a lot around 2015, popular since 2017. In Vietnam, digital transformation began to be mentioned a lot around 2018.
On April 22, 2022, the Government issued Decision No. 505/QD-TTg on National Digital Transformation Day. Accordingly, the Prime Minister decided to take October 10 every year as National Digital Transformation Day with the meaning that the numbers 1 and 0 are two digits of the binary number system - the language of information technology and digital technology; associated with digital transformation is the process of overall and comprehensive change of individuals and organizations in the way of life, working and production methods based on digital technology.
The 13th National Party Congress especially emphasized the policy of digital transformation and digital economic development in the Congress documents. The content of digital transformation was mentioned many times in the documents of the 13th National Party Congress; it was included in the Political Report as one of the key tasks and strategic breakthroughs during the 13th National Party Congress term. Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo on a number of policies and strategies to proactively participate in the Fourth Industrial Revolution emphasized the urgent need to accelerate the digital transformation process; the Government also issued the Government's Action Program to implement Resolution No. 52-NQ/TW dated September 27, 2019 of the Politburo.
On that basis, on June 3, 2020, the Prime Minister issued Decision No. 749/QD-TTg approving the "National Digital Transformation Program to 2025, with a vision to 2030", with the dual goal of developing digital government, digital economy, digital society, and forming Vietnamese digital technology enterprises with the capacity to go global, with a number of basic indicators.
The program sets basic goals by 2025 including: developing digital government, improving efficiency and effectiveness of operations. 80% of level 4 online public services are provided on various access devices, including mobile devices. 90% of work records at the ministerial and provincial levels, 80% of work records at the district level and 60% of work records at the commune level are processed online (except for work records within the scope of state secrets).
100% of national databases creating a foundation for e-Government development, including national databases on Population, Land, Business Registration, Finance, and Insurance, are completed, connected, and shared nationwide.
Step by step, open up the data of state agencies to provide timely public services, one-time declaration, the entire life cycle of serving the people and developing the economy and society. Another goal is for Vietnam to be in the group of 70 leading countries in e-Government (EGDI).
Regarding digital economic development and improving the competitiveness of the economy, the goal by 2025 is that the digital economy accounts for 20% of GDP; the proportion of the digital economy in each industry and field reaches at least 10%; annual labor productivity increases by at least 7%; Vietnam is in the top 50 countries in information technology (IDI), in the top 50 countries in the competitiveness index (GCI), in the top 35 countries in innovation (GII)...
The basic goal by 2030, the Digital Transformation Program aims to: Level 4 online public services are provided 100% on various access devices, including mobile devices. 100% of work records at the ministerial and provincial levels, 90% of work records at the district level and 70% of work records at the commune level are processed online (except for work records within the scope of state secrets)...
In addition, Vietnam aims to be among the top 50 countries in e-Government (EGDI).
Regarding the development of digital society and narrowing the digital gap, the goal by 2030 is to universalize fiber optic broadband Internet services; universalize 5G mobile network services; and the proportion of the population with electronic payment accounts is over 80%. Vietnam is among the top 30 countries in terms of network safety and security (GCI).
At a meeting of the National Committee on Digital Transformation, Prime Minister Pham Minh Chinh emphasized: Digital transformation is a process of transformation in thinking, awareness and action; from a national scale to integrate with the world; from traditional manual to digital environment; must fundamentally and comprehensively innovate, improve the effectiveness and efficiency of management, administration and operation activities; innovate production and business activities of enterprises, the way of life and work of people to increase labor productivity, improve the competitiveness of enterprises and the country, contributing to building an independent, autonomous economy associated with deep, substantial and effective international integration.

According to the Prime Minister, digital transformation is a key task that must be carried out regularly and continuously at all levels, sectors and localities, with the active participation of all people; implemented in all fields and professions but must have a focus and key points, avoiding the situation of "a hundred flowers blooming", avoiding overlap, scattered investment and waste.
Vice Chairman of the National Committee on Digital Transformation, Minister of Information and Communications Nguyen Manh Hung also said: "Digital transformation is comprehensive digitalization and then changing the way the organization operates. If the leader does not directly participate, does not directly direct, does not directly do, does not directly use, does not directly transform himself, it will not be successful."
Explaining the role of the leader in determining the success of digital transformation, the Minister of Information and Communications analyzed that digital transformation is a revolution of change rather than a revolution of technology: 70% is change, 30% is technology. Therefore, if digital transformation wants to be successful, the decision is that the leader wants to change. To change an organization, only the leader has enough authority, prestige and power to direct resources to implement. Only the leader has the ability to break old habits to transform digitally.
The leader must not only direct but also directly do and use. Digital transformation is an experience, if the leader does not use digital tools in daily work, it will be very difficult to direct digital transformation.
All three elements, really wanting to do it, doing it directly, and mastering it, are equally important and decisive.
According to Minister Nguyen Manh Hung's assessment, after 4 years of digital transformation in our country, the technological factors to implement digital transformation are basically ready, there have been some very encouraging initial successes, now the decision to decide the success of the national digital transformation will be the leaders at all levels, especially the Ministers and Chairmen of Provincial People's Committees.
To assist Ministries, sectors and localities in implementing the goals assigned by the Prime Minister, the Ministry of Information and Communications has established an address to announce successful experiments, Ministries, sectors and localities that have done it successfully, or international Case Studies, how they did it, successful lessons, which companies did it, how long it took, and possibly even the price and effectiveness achieved.
Sharing some initial results of the digital transformation process of Hanoi City, Mr. Ha Minh Hai, Vice Chairman of the City People's Committee, Deputy Head of the Steering Committee for administrative reform, digital transformation of Hanoi City and Project 06 said that in nearly 2 years, the city has achieved many positive results in the digital transformation process and implementation of Project 06 of the Government.
In particular, Hanoi has successfully piloted electronic health records and issued criminal records via VNeID in the area, serving as a basis for the Government to deploy nationwide; social security payment services and non-cash pension payments have also been deployed synchronously, effectively and basically reached over 90% so far.
Models such as piloting cashless parking and paying for public services via dynamic QR codes have brought efficiency and many conveniences to people.
In particular, Hanoi has built and put into use the app 'Digital Capital Citizen iHaNoi'; to date iHaNoi has had more than 1 million users, becoming an effective online interaction channel between people, businesses and the city government. The deployment of the iHaNoi app not only helps to reduce administrative procedures but also enhances transparency and efficiency in management and service to the people.
Statistics show that the city currently has nearly 5,000 digital technology enterprises; e-commerce has grown strongly with revenue increasing by 40% over the same period in 2023; electronic tax declaration and payment in Hanoi reached 99%; more than 90% of large enterprises in Hanoi have switched to cashless payments, contributing to improving management and business efficiency.
Regarding digital society, nearly 5,000 community digital transformation teams with more than 30,000 members have been actively working, bringing digital transformation to every corner, knocking on every door, helping people grasp and experience digital services. More than 60% of the working-age population has been trained in basic digital skills, creating a solid foundation for building a generation of smart digital citizens.
It can be said that the Prime Minister's recent direct work with the heads of ministries, branches and localities has demonstrated the high determination of the head of the Government on digital transformation. Considering digital transformation as the main content of science and technology and innovation. Considering digital transformation as high-quality development. Considering digital transformation as the main driving force for growth. Considering data as the main production factor of the digital economy. Considering digital transformation as the main solution for rapid and sustainable growth. Considering digital transformation as a new method of national governance. Considering digital transformation as a national competitive advantage. If it is so important, the leader must get involved. The leader must really want to do it, do it directly and be proficient in using it, which is a decisive factor for success.
