With a 4-step on-site process, including "Receiving, appraising, approving and returning results right at the center", it has created great convenience for people and businesses when coming to transact. Ms. Trang said that she found the way the staff here handled work very enthusiastic and professional, such as guiding the steps of making online documents and applying technology to the implementation process, so the documents were processed very quickly.

To achieve the goal of building a service-oriented administration, Binh Phuoc province has invested in many modern devices to serve the people, especially using digital signatures in handling administrative procedures, thereby shortening time and saving costs for the people. Some areas under the Department of Industry and Trade have even converted all administrative procedures to be performed entirely online, shortening the processing time by 40 - 60%.

Mr. Nguyen Duc Tam Cang, an expert from the Department of Industry and Trade, said that in the field of trade promotion, about 3,000 documents are generated each month. If businesses send them by post, it will cost about 20,000 VND/document and take a long time. Since implementing digital processing, not only have costs been saved, but documents have been processed within the day. There are even procedures, the process of receiving and processing only takes 5-10 minutes.

At the same time, Binh Phuoc has reviewed, reduced, and simplified the dossier components, procedures, and processing time compared to regulations; clearly defined responsibilities, people, tasks, and processing time; and updated, announced, and publicly posted. Up to now, the planning and investment sector has more than 98% of dossiers received online; all administrative procedure processing results are digitized and publicly posted on the Provincial Public Service Portal.

Mr. Huynh Van Minh, Deputy Director of the Department of Planning and Investment, said that the Department has 139 administrative procedures, of which 117 are provincial-level administrative procedures and the rest are district-level. Up to now, all administrative procedures of the Department have implemented full-process public services, completely resolved online. All results of administrative procedure resolution have been digitized, reducing the time to 1/3 compared to regulations. Officials and civil servants assigned to work have a firm grasp of administrative procedures to guide people and businesses to resolve them as quickly as possible with a friendly spirit and attitude.

Binh Phuoc promotes digital transformation and digital economic development in the spirit of "3 enhancements" and "5 enhancements". In particular, focusing on raising awareness of the role, position, and importance of digital transformation to each citizen, business, and especially leaders; strengthening the potential for digital transformation, considering this a key task that needs to prioritize resource allocation; strengthening public-private cooperation, taking public investment as the leader of private investment, activating and mobilizing all social resources. The province strives to perfect institutions, create a complete legal corridor to promote national digital transformation, develop the digital economy; promote the development of digital infrastructure and digital platforms to create an important premise for digital economic development; promote innovation and entrepreneurship in digital transformation; promote the development of digital human resources and digital skills to meet the requirements of socio-economic development...

Binh Phuoc has carried out a peak period of "90 days and nights" to deploy the "4-government" target so that all eligible people can be granted citizen identification cards, activate electronic identification accounts, upgrade 2G SIM cards to 4G with digital signatures; make efforts to support people in remote areas to access the digital transformation process and build e-government.

For residential areas with a large number of ethnic minorities, the Hamlet Executive Board and the community digital technology team have flexibly conducted propaganda in the evenings and on weekends. Meanwhile, the police force divided into small groups to guide and support each resident, especially the elderly and those with special jobs who cannot go to centralized installation support points. Along with that, specific targets were assigned to each community digital technology team, and officers and civil servants were assigned to support to speed up the completion of the "4-government" goal.

Ms. Le Thi Anh Tuyet, Vice Chairwoman of Loc Ninh District People's Committee, said that with a large area, 22% of the district's population is ethnic minorities, the entire district's political system is highly determined to implement the "4-government" target. Good models and good practices are being replicated. District leaders mobilized the entire political system to participate in propaganda, mobilizing and guiding people to set up electronic identification accounts, while checking and urging Party committees and authorities of communes and towns to promptly support and resolve arising difficulties.

Digital transformation and e-government construction are being widely deployed in Binh Phuoc province, thereby positively impacting the socio-economic development of the province, contributing to improving the quality of service to the people. At the same time, people are supported to keep up with the digital transformation process, e-government to solve administrative procedures online, applied to family economic development, or business./.
