This morning, May 8, the Standing Committee of the Provincial People's Council held the 39th meeting to prepare the content of the 24th session of the 8th Provincial People's Council. Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang; Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang and Vice Chairman of the Provincial People's Council Nguyen Tran Huy chaired the meeting. At the meeting, the committees of the Provincial People's Council reported on the examination of reports, submissions, and draft resolutions submitted to the 24th session of the 8th Provincial People's Council.

The Economic - Budget Committee has studied the contents of 14 submissions, 2 documents, 13 draft resolutions submitted to the 24th session and organized supervision and surveys in a number of sectors and localities. On that basis, the Committee proposed that the Provincial People's Council unanimously approve the extension of the implementation and disbursement time of the public investment plan from the local budget capital decentralized to the provincial and district levels in 2023 to 2024; assigned the Provincial People's Committee to direct specialized agencies, investors and district People's Committees to coordinate in promoting the verification of completed project settlements and payment of project management costs; consider extending the capital allocation time to 2024 for 3 projects...

Clarifying related contents and recommending the Provincial People's Council to amend and supplement a number of articles in issued resolutions; giving opinions on the Urban Development Program of Quang Tri Province to 2030, with a vision to 2050 and adjusting the Urban Development Program of Dong Ha City to 2045 as proposed by the Provincial People's Committee; approving the main contents of the Project to classify Dong Ha City to meet the standards of a type II urban area...

The Committee for Culture and Society proposed many contents to the Provincial People's Council related to the renovation of special national relics and cultural institutions to serve the organization of the Festival for Peace in 2024; repairing and upgrading the gate, fence and auxiliary items of Le Quy Don High School for the Gifted; prices for medical examination and treatment services not covered by the health insurance fund but not medical examination and treatment services upon request at state-owned medical examination and treatment facilities in the province...

The Legal Committee proposed that the Provincial People's Council pass a Resolution on approving the investment policy for the Project to build commune police headquarters in the province, phase 1, and a Resolution on approving the project to rearrange district and commune-level administrative units in the 2023-2025 period in the province.

Propose that the Provincial People's Committee direct the review and handover of some surplus headquarters in localities to the Provincial Police to arrange working headquarters for commune police to avoid wasting facilities.

At the meeting, Chairman of the Provincial People's Committee Vo Van Hung and leaders of departments, branches and sectors reported and explained issues raised by the Provincial People's Council committees.

Chairman of the Provincial People's Committee Vo Van Hung agreed with the viewpoint of the Standing Committee of the Provincial People's Council on the necessity of promoting socio-economic development, national defense and security, ensuring the set goals and tasks are associated with proper implementation of legal regulations.

Basically agreeing with the explanations of the leaders of relevant departments, branches and units, Chairman of the Provincial People's Committee Vo Van Hung requested the Standing Committee of the Provincial People's Council and the Provincial People's Council committees to continue to pay attention to and remove difficulties and obstacles to promote the socio-economic development of the province; survey and grasp opinions from the grassroots to promptly resolve issues that officials and people are concerned about; create favorable conditions and environments for business development; extend some contents submitted to the Provincial People's Council to wait for new, suitable mechanisms and policies that need to be implemented soon...

Concluding the meeting, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang praised and acknowledged the urgent, serious and responsible working spirit of the delegates, through which the contents of the meeting were exchanged and discussed in depth, with many contents basically agreed upon. At the same time, he gave specific opinions on each report, submission, draft resolution submitted to the 24th session and recommendations and proposals at the meeting.

It is necessary to promptly plan and deploy a delegation to supervise public investment activities; have specific assignments and regulations for the procurement of public assets according to regulations; grasp the situation, plan, and implement land recovery work cautiously, reasonably, and appropriately; create favorable conditions, help investors remove difficulties and obstacles to soon implement projects to help develop the province's socio-economy, improve people's lives...

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang also requested to continue researching, checking, and appropriately editing some words and expressions of the resolutions submitted to the 24th session of the 8th Provincial People's Council.
