Focus on the quality of thematic supervision

With the Ethnic Committee of the District People's Council, since the beginning of the term, it has organized 5 thematic supervisions on the implementation of ethnic policies and regimes in the locality. Including: Housing support policy for people with revolutionary contributions; granting health insurance cards to the poor and ethnic minorities; legal aid policy for the poor and ethnic minorities; education policy for the disabled; on the situation of early marriage and consanguineous marriage among ethnic minorities. Mr. Giang A Do, Head of the Ethnic Committee of the District People's Council, said: "Through supervision, the Committee has made 76 recommendations to the Provincial People's Committee, the Provincial Legal Aid Center, the District People's Committee, specialized agencies and the People's Committees of communes and towns. The recommendations after supervision are basically suitable to reality and feasible. Most of the Committee's recommendations have been accepted and resolved by units and localities according to their authority".

At the end of 2021, the Ethnic Committee of the District People's Council supervised the topic "Implementation of housing support policies for people with revolutionary contributions according to Decision No. 22/2022/QD-TTg". At that time, communes and towns disbursed funds very slowly compared to the schedule, due to many reasons: The Central Government allocated capital slowly, causing people to wait and feel frustrated. Many families of people with revolutionary contributions had financial difficulties, did not have counterpart funds to build new houses, or repair; elderly people with revolutionary contributions had died, or moved to a new place of residence without need; in some communes, the acceptance of completed projects was slow, leading to slow disbursement... Through supervision, the Committee recommended that the District People's Committee have solutions to direct specialized agencies and members of the steering committees of communes and towns to inspect and urge the implementation process at the grassroots level.

Similarly, in Ta Ma commune, from the beginning of the 2021-2026 term up to now, in addition to regular supervision, the Standing Committee and committees of the People's Council have conducted 3 thematic supervisions: Implementation of the People's Council's resolution on the collection and expenditure of the commune budget in 2020; implementation of payment of housing support for people with revolutionary contributions; payment of electricity bills to support poor households and social policy households living in areas without electricity grid. These are the contents that people are interested in. The supervision activities are organized not only to listen to reports and study documents but also to spend time on field surveys at the grassroots level and among the people. The supervision results report assessed the results achieved, limitations, difficulties, and made specific recommendations to the government and functional and professional sectors. After monitoring, the government has implemented most of the recommendations, and the monitored areas have shown quite good progress.

Mr. Giang A Giao, Vice Chairman of the People's Council of Ta Ma commune frankly said: Although many positive results have been achieved, thematic supervision activities still have certain limitations such as the quantity, scale and scope of supervision have increased, but have not fully met the actual requirements; the relevant agencies have not really ensured the handling of requests and recommendations. From past experiences, the People's Council of Ta Ma commune has identified many solutions to improve the quality of supervision activities. Focus on prominent and urgent issues such as programs, projects and policies that affect the rights and legitimate interests of the majority of people; issues related to financial management, land, administrative procedure reform, environmental pollution... Carefully review reports to detect limitations, inadequacies or contradictions in the reports; collect information sources from many different channels to conduct supervision. At the same time, actively monitor and urge the implementation of recommendations after supervision seriously and promptly...

Supervision is one of the two most important functions of the People's Council. Pointing out the shortcomings and limitations to overcome, supervision activities in the area will be carried out more seriously and effectively. Thereby contributing to improving the quality and feasibility of the People's Council's decisions, positively affecting people's lives and the socio-economic development of the district.
