In order to improve the quality of management, operation, and service to the people of state administrative agencies, create motivation to promote and complete socio-economic development targets, the Phu Ninh District Party Committee issued Resolution No. 03-NQ/HU, dated December 31, 2020 on "Promoting state administrative reform in Phu Ninh District, period 2021-2025" (Resolution No. 03). This is an important breakthrough that has achieved many results during the term.
Civil servants of the "one-stop" department of the District People's Committee guide citizens in resolving administrative procedures.
Immediately after Resolution No. 03 was issued, the Party cells and Party committees under the District Party Committee organized to disseminate the Resolution to all cadres and Party members. The District People's Committee organized to disseminate and implement the Resolution to the heads and deputy heads of departments and offices; heads of agencies under the district; Chairmen of People's Committees of communes and towns. Specialized departments and offices, agencies, units, People's Committees of communes and towns organized, disseminated and implemented the Resolution to all cadres, Party members, civil servants, public employees and workers.
Along with that, the District Party Committee and the District People's Committee have issued many documents to lead and direct the effective implementation of Resolution No. 03. 100% of the branches, Party Committees, agencies and units under the district have issued plans for the whole period and each year to implement the Resolution, ensuring specificity, in accordance with the functions, tasks and actual situation in the locality and unit. The work of inspecting and supervising the implementation of the Resolution has always been focused on by the District Party Committee and the District People's Committee.
With the participation of the entire political system, administrative reform and government building in the district have had many positive changes, serving as a driving force for socio-economic development, new rural construction, and civilized urban areas.
100% of communes and towns have arranged separate offices for the Reception and Result Delivery Department . In 10 communes and towns including Trung Giap, Phu Loc, Binh Phu, Phu Ninh, An Dao, Phu Nham, Tien Phu, Lien Hoa, Bao Thanh and Phong Chau town, a modern one-stop model has been built.
Deploying the application of the quality management system according to TCVN ISO 9001:2015 standards in all areas of the State administrative agencies. 100% of administrative procedures are handled at the Reception and Result Delivery Department from the district to the grassroots level. The Reception and Result Delivery Department uses electronic one-stop software . The satisfaction level of individuals and organizations with the state management apparatus reaches over 90%.
The quality of the staff, civil servants and public employees has been improved. 100% of district-level cadres, civil servants and public employees have university degrees or higher; 81.9% have intermediate or higher political theory qualifications; of which 31.64% have advanced political theory qualifications or equivalent .
Implementing the directives of the Provincial People's Committee on the implementation of e-government, the implementation of the one-stop mechanism and online public services, the District People's Committee has resolutely directed specialized departments and People's Committees of communes and towns to select administrative procedures that ensure conditions for implementing full-process online public services and partial online public services according to regulations. Strengthen guidance so that people and businesses understand and participate in using online public services effectively. From January 1, 2021 to October 31, 2024, the district and commune levels have received 68,806 full-process online public service records and partial online public service records, reaching 58.44% of the total number of records received in the district.
Administrative reform work in the district has been effective, creating momentum for socio-economic development, and contributing significantly to improving the operational efficiency of state administrative agencies.
However, the quality of cadres, civil servants and public employees in some localities, agencies and units is still uneven. The exemplary performance of some cadres and civil servants in performing their duties and tasks is not high. The implementation of providing full-service online public services and partial online public services has improved compared to before, but the rate of online public service records, especially full-service online public services, is still low. Infrastructure and equipment in some localities have not been invested synchronously. The level of access to information technology of a part of the population is still limited, and the infrastructure has not met the requirements in the current period.
In order to continue to effectively implement administrative reform, according to comrade Nguyen Quang Vinh - Standing Deputy Secretary of the District Party Committee, it is necessary to continue to strengthen the leadership of the Party and the drastic participation of the entire political system in administrative reform. At the same time, promote propaganda work to implement administrative reform. Focus on applying information technology in operations, management, and administrative work; review administrative procedures to simplify, ensure consistency, synchronization, and facilitate organizations and individuals in implementing administrative procedures. Focus on training to improve professional qualifications and skills; effectively implement the arrangement and consolidation of the apparatus of agencies in the political system at all levels in a streamlined manner, ensuring effective and efficient operations according to current regulations, meeting the requirements in the new situation. Effectively implement the "one-stop" and "one-stop" mechanisms in a modern direction, ensuring compliance with regulations and administrative procedures applied in the province. Maintain and improve the quality management system according to the national standard ISO 9001: 2015 in the activities of state administrative agencies, contributing to the innovation of working methods and styles, improving the quality and efficiency of work. Continue to pay attention to investing in building facilities and equipment for administrative reform tasks, contributing to better serving the people and businesses in the area.
