Representatives of Ho Chi Minh City Police Department discussed at the working session this afternoon with parents of students at AISVN International School.
At the meeting, Lieutenant Colonel Vu Thi Thuy Ha, Deputy Head of the Internal Political Security Department (PA 03), Ho Chi Minh City Police, said that the investor of AISVN International School is currently financially incapable. The authorities are closely monitoring the activities of Ms. Ut Em. All negotiations between the school owner and investors have not yet yielded results. The investor introduced by the parents also stopped at the level of inquiry, and after hearing the rumors, withdrew. The foreign teaching staff is very stressed, the principal affirmed that if the finances are not guaranteed, they will quit.
According to a representative of the Ho Chi Minh City Police Department, when the school worked with some partners, the parties said that the school was losing money partly because the tuition fees were low compared to schools of the same quality. Therefore, Ms. Ut Em requested support from parents, which was the difference to cover the tuition fees that she had not been able to cover in the past. This is a short-term solution until June.

In the long term, Ms. Ut Em proposed a plan to equitize the enterprise. Parents pay money, which will actually be a capital contribution contract, civil, in accordance with the law. When equitized, parents will receive the equivalent value of shares. With loans from the first phase until now, anyone who needs it will convert the money into shares. If not, when the school has a plan, such as selling shares, it will be returned.
Authorities assess the equitization plan as feasible, but will have to develop details, calculate the contributions of parents and investors as well as a plan to call for investment.
At the meeting, Ms. Nguyen Thi Ut Em apologized to parents and presented a plan to call on parents to contribute to support operating costs from now until the end of the school year. The estimated cost to maintain teaching and learning from April 1 to the end of June is 125 billion VND.

At the meeting, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, said that the Department has asked the school to calculate the teachers' debt and the amount of money that needs to be paid to teachers from now until the end of the school year. According to the school's calculation, the school still owes part of the salary for January, February and March. This amount is about 47 billion VND. Calculating the salary for May and June, it means that by the end of the school year, it will be about 77 billion VND. The total amount to complete the program by the end of June is 125 billion VND. Therefore, the amount of contribution depends on the age, the curriculum, and the contribution level according to the school's calculation, each parent will contribute from about 9 to more than 20 million VND/month.
Mr. Hieu also added that when parents contribute, each class will send a representative to participate in the financial team, operating from now until the end of the school year. In which, review whether the expenses are appropriate or not. The department requires the school to spend money in the most streamlined way, the most practical contents to operate the school. The expenses focus on the most essential contents such as teachers' salaries, shuttle buses, etc.
Mr. Hieu also hopes that the representatives of parents of students at AISVN International School will send representatives to set up a new account to receive contributions. With this rate, all parents will join hands, so it will be easier. If an agreement is reached, the Department of Education and Training will organize into groups, in which the finance group will be responsible for collecting and paying teachers. The professional group will work with the school principal to arrange classes and assign classes to ensure teaching quality...

A parent of a student at AISVN International School shared with Thanh Nien Newspaper reporter that most parents agreed because there was supervision from authorities to ensure that the donation was used for the right purpose and to ensure the students' education.
