According to the report of the Traffic Police Department (Ministry of Public Security), Vietnam Joint Stock Auction Company organized an auction with 11 car license plates of 10 provinces and cities on September 15.
After the auction, the highest winning price for car license plate 51K-888.88 was 32.34 billion VND; the lowest winning price was 650 million VND, belonging to license plate 15K-188.88.
At the first auction of the first car license plate auction, the license plate 30K-555.55 was bid up to 14.120 billion VND, while the license plate 30K-567.89 was bid 13.075 billion VND.
The total auction winning amount is more than 82.3 billion VND.
Also according to the Traffic Police Department, within 7 working days from the date of receiving the results, minutes, and list of winners from the property auction organization, the Ministry of Public Security will issue a document approving the results.
The Ministry of Public Security will send a notification of the winning car license plate auction results to the email address and send a notification message to the phone number registered in the access account for the winner immediately after approving the results.
Within 15 days from the date of announcement of results, the winner must pay the entire auction winning amount after deducting the deposit into the specialized collection account of the Ministry of Public Security.
As soon as the full amount of the auction is received, the Ministry of Public Security will issue an electronic invoice for the sale of public assets and an electronic document confirming the license plate number of the auctioned car sent to the winner's email to complete the vehicle registration procedure.
Cases of auction results cancellation
In Article 19 of Resolution 73/2022 of the National Assembly on pilot auction of automobile license plates, the auction results are canceled in the cases specified in the Law on Property Auction.
In addition, the auction winner who does not confirm the auction minutes is considered to not accept the contract for the sale of the auctioned property.
The announcement of auction results and the document confirming the license plate number of the auctioned car will be canceled in the following cases:
The auction winner did not pay the full auction price within the specified time limit.
The auction winner did not complete the procedure to register the license plate of the auctioned car according to the provisions of Resolution No. 73/2022.
The auction winner violated the honesty of the auction registration documents.
When the auction result is canceled, the license plate of the winning car will be put up for auction again, the deposit and the winning bid that the winning bidder has paid will not be refunded and will be paid into the state budget.
Rights of the auction winner of the car license plate
According to Resolution 73/2022 of the National Assembly on pilot auction of car license plates, the rights of the auction winner include: Being granted a document confirming the winning license plate after paying the full amount; being able to register the winning license plate attached to the vehicle owned by him/her at the police agency where this license plate is managed or where the winner is registered as a permanent resident or has his/her headquarters.
At the same time, the license plate of the auction winning vehicle is retained in case the car is lost, damaged and cannot be used, or is transferred, exchanged or gifted to register another vehicle owned by the owner within 12 months from the time the car is lost, damaged and cannot be used, or ownership is transferred.
In addition, the auction winner will be reissued the auction winning license plate and the document confirming the auction winning car license plate if it is lost, blurred or damaged.
Within 12 months from the date of issuance of the certificate confirming the license plate of the auction winning car, if the auction winner dies but has not completed the car registration procedure to attach the auction winning license plate, this plate will be transferred to the vehicle registration and management system. The heir according to the provisions of the law on inheritance will receive the amount paid by the auction winner after deducting the costs of organizing the auction.

The effective exploitation of public assets, which are license plate warehouses, aims to generate revenue for the State budget and to be open and transparent in vehicle registration and management with the criteria of reforming administrative procedures and measuring people's satisfaction.
