The winning license plate will be affixed with a blue identification sticker, letters and numbers.

The stamp of the winning license plate is circular, printed with fade-resistant ink and equipped with security and anti-counterfeiting technologies. The stamp has a red and yellow background, with blue letters and numbers.

By issuing Circular No. 79/2024/TT-BCA (effective from January 1, 2025) regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes, the Ministry of Public Security has proposed a number of new regulations. In particular, the entire process and contents related to the auction of license plates will be legalized.

Auction winning license plates will be identified from January 1, 2025 (illustrative photo).

Accordingly, the new regulation allows auctioning of license plates for private cars, business transport cars (yellow background, black letters and numbers) and motorbikes. The starting price for car license plates is 40 million VND, while the starting price for motorbikes and scooters is 5 million VND.

Before each auction, the authorities will publicly announce the number of people registering to participate in the auction for each license plate. Notably, for license plates in the format AAAAA (five of a kind) and ABCDE, the starting price for the second auction is 500 million VND (for cars) and 50 million VND (for motorbikes).

Also according to the new regulations, from January 1, 2025, the license plate of the winning auction will be attached with a unique identification stamp. This stamp is circular, 30mm in diameter, printed with fade-resistant ink and has security and anti-counterfeiting technologies; the stamp has a red and yellow background, with blue letters and numbers.

In addition, the person who wins the license plate auction is obliged to pay the full amount within 30 days from the date of announcement of the auction result. The auction winning amount does not include registration and license plate fees.

After 30 days, if the auction winner does not pay or does not pay enough money, the license plate will be auctioned again or transferred to the vehicle registration and management system.

Notably, auction winners who "abandon their deposit" will not have their deposit refunded and will not be allowed to participate in the license plate auction for 12 months.

At the same time, customers who win the license plate auction must complete the vehicle registration procedure to attach the license plate within 12 months, and in case of force majeure, it can be extended by 6 months. After this period, the license plate will be auctioned again or transferred to the registration system and the amount paid will not be refunded.

The first car license plate auction took place on September 15, 2023. To date, after more than a year of implementation, the authorities have collected nearly VND 4,500 billion for the state budget through the license plate auction.

From January 1, 2025, when the Law on Road Traffic Order and Safety comes into effect, the auction of license plates will be legalized for cars, motorbikes and scooters.
