Proactively deploy plans to respond to climate change

According to the forecast of the Ninh Thuan Provincial Hydrometeorological Station, the dry season rainfall in 2025 will be approximately the average of many years. Drought is likely to occur locally in areas without water from reservoirs, in Thuan Nam, Thuan Bac, Ninh Son, and Bac Ai districts. The average monthly water level on rivers in the Ninh Thuan area from March 2025 to May 2025 will be approximately lower than the average of many years in the same period.

Regarding the water resource situation, up to now, the storage capacity at 23 reservoirs in the province is more than 302 million m3, reaching about 72.5% of the design capacity. Of which, 7/23 reservoirs have a capacity of less than 50% of the design capacity; 13/23 reservoirs have a capacity of less than 70% of the design capacity and 10/23 reservoirs have a capacity greater than 70% of the design capacity. In particular, Don Duong reservoir has a water level at elevation of 1,040.22m, equivalent to a capacity of 146.06 million m3, reaching 89.9% of the design capacity (6.9% higher than the same period in 2024).

Although the water source of Don Duong Lake and some reservoirs in the province basically ensures the daily life of the people, drinking water for livestock and poultry in the winter-spring crop of 2024-2025. However, the water source for production in the summer-autumn crop of 2025 is forecasted to be very difficult, the weather situation is still very unpredictable, extreme, and irregular... In order to proactively grasp the weather situation to promptly deploy response plans, ensure water and food sources for people's lives, prevent livestock and poultry from lacking drinking water and causing epidemics, and ensure security and order in the area; on March 18, 2025, the Provincial People's Committee issued Plan No. 1147/KH-UBND on responding to climate change in 2025 in the province.

Accordingly, in addition to plans to stabilize people's lives such as: Supporting rice to relieve hunger for people; environmental sanitation; disease prevention and control; desertification prevention and control; preventing saltwater intrusion; the Provincial People's Committee also develops a plan to solve domestic water for people; ensure agricultural, industrial and service production... In particular, regarding solving domestic water for people, there are 2 implementation plans, specifically:

Option 1: If there is no rain from now until June 2025, 5 areas will lack domestic water, including the following water supply plants: Cau Gay - Vinh Hy, Ninh Hai district; Ta Noi, Hoa Son, Ninh Son district; Ma Lam, Phuoc Binh, Bac Ai district; then the option will be implemented as follows:

For Cau Gay - Vinh Hy Factory, Ninh Hai district focuses on dredging the flow of Lo O stream, storing water and prioritizing the use of water for daily life, while coordinating with local authorities, soldiers, police, and water transport enterprises to serve 796 households/3,030 people of Cau Gay and Vinh Hy villages; the daily water supply demand is 90 m3; therefore, the demand for domestic water transportation is about 18 trucks/day; clean water is taken from Ninh Thuan Water Supply Joint Stock Company Factory and the water treatment area in Thai An village, Vinh Hai commune.

For Ta Noi Factory, Ninh Son District: When Ta Noi Stream runs out of water, use 5 hand pump wells in Ta Noi Village (implemented by the Capacity Building and Implementation Board of ODA Water Sector Projects, the project will be completed and put into use at the end of 2022) and use water from domestic water wells in Ta Noi Stream. Hoa Son Factory, Ninh Son District switches to building a dike, clearing the flow to take water from the N8-7 branch canal of the Tay Canal down to Song Dau Stream so that the anti-drought pumping station can pump water to Hoa Son Factory.

For Ma Lam Factory, Bac Ai District: Clear the flow, store water and reduce the water supply to only provide enough water for the minimum daily drinking demand of 28m3 serving 252 households/948 people in Ma Lam village. Phuoc Binh Factory: Use drought-resistant pumps to pump water from Tuong River to the water treatment area to provide enough water for the daily drinking demand of 58m3 serving the people of 3 villages in Phuoc Binh commune that are lacking water.

Option 2: If there is no rain from June to the end of August 2025, in addition to the 5 water-scarce areas in Option 1, there will be 3 more areas with the possibility of water shortage, including the following factories: Ma Noi, Gia Hoa, Ninh Son district; Tap La, Thuan Bac district; then the option will be implemented as follows:

For Ma Noi Factory, Ninh Son District: The Center for Clean Water and Rural Environmental Sanitation coordinates with the locality, army, police, and businesses to transport water to serve the people of 3 villages with 766 households/2,739 people; the daily water supply demand is 30m3; therefore, the demand for domestic water transportation is about 23 trucks/day; the clean water source is taken from Hoa Son and Tan My factories.

Gia Hoa Factory, Ninh Son District: If Gia Hoa Dam runs out of water, the Center for Clean Water and Rural Environmental Sanitation will coordinate with local authorities, soldiers, police, and businesses to transport water to serve the people of Gia Hoa village, 106 households/591 people; the daily water demand for the entire village is 18m3; therefore, the demand for transporting domestic water is about 2 trucks/day; the clean water source is taken from Hoa Son and Tan My factories.

Tap La Factory, Thuan Bac District: If Tap La stream runs out of water, additional water will be supplied from Ma Trai factory to the Tap La factory area.

For the remaining 34 water supply systems, water sources are from Tan Giang Lake, Nuoc Ngot Lake, Ba Rau Lake, Song Trau Lake, Song Sat Lake, Nam Canal and Bac Canal raw water system; Tan My irrigation system has a stable water source to ensure domestic water supply, so no response plan is proposed.

Regarding agricultural production in the summer-autumn crop in 2025, after the end of the winter-spring crop in 2024-2025, based on the water source supplemented at reservoirs in the province and based on the water discharge flow from the Da Nhim Hydropower Plant and Don Duong Lake up to the present time, the water source is basically guaranteed to serve the daily life of the people, drinking water for livestock and key economic sectors of the province, and water source for perennial crops. The remaining water source will serve agricultural production in the summer-autumn crop in 2025 with 2 specific options as follows:

Option 1: In case there is rain from now until the end of May 2025, the capacity of reservoirs in the province reaches over 50% of the design capacity, water will be regulated to serve production in the irrigation areas of 23 reservoirs, the entire irrigation area of ​​the Song Pha, Nha Trinh - Lam Cam systems and some areas of the irrigation areas of lakes and small dams managed by the district, with a total area of ​​28,847.1 ha (including: Rice 13,748.3 ha; color 15,098.8 ha); in which: The area in the system managed by Ninh Thuan Irrigation Works Exploitation Company Limited is 21,867.3 ha (including: Rice 13,346.8 ha; color 8,520.5 ha), the area managed by the locality is 6,979.8 ha (including: Rice 401.5 ha; color 6,578.3 ha), specifically as follows: City. Phan Rang - Thap Cham 1,394.2 ha (Rice 871.3 ha; color 522.9 ha). Bac Ai district 3,321.3 ha (Rice 823 ha; color 2,498.3 ha). Ninh Son district 11,460.2 ha (Rice 2,930.6 ha; color 8,529.6 ha). Ninh Hai district 2,542.2 ha (Rice 2,146.8 ha; color 395.4 ha). Ninh Phuoc district 6,051.5 ha (Rice 4,349.4 ha; color 1,702.1 ha). Thuan Bac district 3,355.7 ha (Rice 2,179.2 ha; color 1,176.5 ha). Thuan Nam district 722 ha (Rice 448 ha; color 274 ha).

Option 2: In case there is no rain in the province from now until the end of May 2025, the lakes do not have additional water; Don Duong lake has a capacity of less than 100 million m3, water will be regulated to serve production in the irrigation areas of 19/23 reservoirs (except Ma Trai, Ba Rau, Bau Zon, Ong Kinh lakes), the entire irrigation area of ​​the Song Pha, Nha Trinh - Lam Cam systems and some areas of the irrigation areas of lakes and small dams managed by the district, with a total area of ​​22,059.5 ha (including: Rice 11,775.7 ha; color 10,283.8 ha); In which: The area in the system managed by Ninh Thuan Irrigation Works Exploitation Company Limited is 19,524.9 ha (including: Rice 11,380.2 ha; color 8,144.7 ha), the area managed by the locality is 2,534.6 ha (including: Rice 395.5 ha; color 2,139.1 ha), specifically as follows: Phan Rang - Thap Cham City 1,394 ha (Rice 871.3 ha; color 522.7 ha). Bac Ai District 2,426.3 ha (Rice 823 ha; color 1,603.3 ha). Ninh Son District 7,968.2 ha (Rice 2,930.6 ha; color 5,037.6 ha). Ninh Hai District 2,482.2 ha (Rice 2,146.8 ha; color 335.4 ha). Ninh Phuoc district 6,013.5 ha (rice 4,311.4 ha; color 1,702.1 ha). Thuan Bac district 1,501.3 ha (rice 692.6 ha; color 808.7 ha). Thuan Nam district 274 ha (rice 0 ha; color 274 ha).

To effectively implement the proposed plans, the Provincial People's Committee requests departments, branches and localities to organize propaganda and dissemination of the state's support policies for people to know and access; proactively register to convert summer-autumn crops in 2025 in accordance with local conditions. At the same time, call on companies, businesses and agricultural product purchasing agents in the area to coordinate and support farmers in supplying materials and consuming agricultural products. Closely coordinate with the Department of Agriculture and Environment to guide and recommend people to organize concentrated, simultaneous and thorough planting in each area and field according to the crop calendar. People's Committees of communes, wards and towns guide farmers to strictly implement the crop calendar and the structure of summer-autumn crops in 2025 according to the recommendations of the Department of Agriculture and Environment. Coordinate with Ninh Thuan Irrigation Works Exploitation Company Limited to review and find appropriate solutions to maintain the operation of PIM teams to organize water management and regulation in each field and production area, avoiding the situation where upstream production areas waste water, leading to insufficient water to serve downstream production areas...
