Many bright spots in enrollment work in 2024
In recent times, the Party and State have focused on developing science , technology, innovation and digital transformation. This requires the education system to innovate to train high-quality human resources to meet the country's development needs.
According to Nguyen Anh Dung, Deputy Director of the Department of Higher Education, the 2024 enrollment has achieved many positive results. The enrollment system operates stably, schools and society coordinate closely, creating favorable conditions for candidates. The enrollment rate and training quality have both increased, reflecting growing confidence in higher education.
Specifically, 71.38% of training institutions have an enrollment rate of over 80%, up from 63.04% in 2023. The overall enrollment rate reached 80.68%, slightly higher than the 78.24% rate last year. Notably, the STEM field has nearly 20,000 additional candidates, showing a shift towards the trend of science, technology and innovation development.
In 2024, admission methods will continue to be diversified. More than 80% of candidates will be admitted based on their high school graduation exam results or transcripts, in addition to the school's competency assessment exams.
Looking to 2025, Circular 06/2025/TT-BGDDT dated March 19, 2025 brings many changes: Eliminate early admission, consider transcripts based on the results of the entire 12th grade year, publicly convert admission scores, no limit on admission combinations, foreign language certificates can be converted into foreign language subject scores and the total priority score does not exceed 10% of the maximum score.
Vice President of Thai Nguyen University Nguyen Huu Cong highly appreciated three principles in admission: Fairness for students, equality between schools and information transparency. He said these changes help improve the quality of human resources and create convenience for students.
According to the 2025 enrollment plan, the Ministry of Education and Training will announce the admission threshold for the teaching and health sectors on July 21. Processing of admission requests will take place from August 13 to 5:00 p.m. on August 20. Schools will complete updating enrollment information from June 15 to August 22, and additional enrollment will be considered from September to December 2025.
Admissions must be linked to human resource development strategy.
The Ministry of Education and Training also summarized 10 years of implementing Resolution 29 on educational innovation. In August 2024, the Politburo issued Conclusion 91, continuing to implement this resolution. In early 2025, the Prime Minister approved the Planning of the network of higher education and pedagogical institutions until 2030, with a vision to 2050.
Notably, the Ministry of Education and Training has taken over the management of vocational education from the Ministry of Labor, War Invalids and Social Affairs, creating a unified system to help synchronously develop university and vocational education.
Deputy Minister Hoang Minh Son emphasized that enrollment is not only to ensure the target but also to meet the learning needs of the people, balance occupations and regions, and serve the country's development associated with science, technology and innovation.
Therefore, the 2025 enrollment target does not stop at numbers, but also aims at important improvements, ensuring better response to learners' needs. Enrollment will continue to be improved to suit the scale of training, comply with the law and ensure the principles of sustainable education development, while contributing to improving the quality of human resources, meeting the requirements of socio-economic development in the context of innovation and integration.
