Good policy will not worry about people withdrawing social insurance at one time

Báo Thanh niênBáo Thanh niên06/11/2023

As Thanh Nien has mentioned, the Government has just submitted to the National Assembly a draft revised Law on Social Insurance. Regarding the policy of withdrawing social insurance at one time, the Government has submitted 2 options: Option 1 only allows those who have paid social insurance before the law takes effect (expected July 1, 2025) to be eligible to withdraw, those who have paid social insurance after the above time are not allowed to withdraw. Option 2 allows withdrawal but only up to 50% of the amount paid. In the review report, the National Assembly's Social Committee said that both options have unreasonable points, and suggested that the Government continue to assess the impact and propose a clearer policy.

Speaking at the discussion, National Assembly Chairman Vuong Dinh Hue admitted that the policy of one-time withdrawal of social insurance is the most concerned issue for employees but is also the most difficult issue. According to the National Assembly Chairman, the need to withdraw social insurance at one time is real, so "it is impossible to prohibit this". The National Assembly Chairman suggested that policies should be designed to retain employees in the system and limit one-time withdrawal of social insurance.

Good benefits, will accept

Expressing support for the opinion of the National Assembly Chairman, reader Minh Hung Le commented: "The issue of social insurance is a financial issue, not an administrative one. If the benefits are good, social insurance will naturally be welcomed by employees."

However, it is quite clear that although the benefits of employees maintaining social insurance contributions are often clearly stated and emphasized, especially pension benefits, why does the situation of "withdrawing social insurance at one time" still make the social insurance industry confused?

Minh Nghia BD analyzed: "We have to face the reality that most employees withdraw at once because the social insurance policy changes every few years. For example, the change in social insurance payment period and retirement age in the last 20 years, previously, women paid for 25 years and were 50 years old to receive 75%, later the payment period was 30 years and 55 years old to receive pension, now they are 60 years old to receive pension. Employees do not know how the policy will change in the future, so they have the mentality that the best thing to do is to retire early, receive it at once, then apply for a job and pay it again from the beginning. This mentality is not uncommon!".

Sharing a personal story, BĐ Nga said: "Each person has different circumstances, how can one person be the same as another? Something like my situation, I have participated in social insurance for 13 years, planning to work for a few more years to withdraw a small amount of capital to build a small house, for retirement. But now the insurance keeps changing, making me confused. I am worried that if the company changes in the middle, the retirement age has not come yet and the years of payment are not enough, what should I do?".

Waiting for the right policy!

Receiving the information that the National Assembly continues to request the Ministry of Labor, Invalids and Social Affairs to consult with various opinions to design a "more reasonable" social insurance policy, helping employees make the best choice, Deputy Sunny Nguyen stated: "I strongly support. A good policy will keep people participating in social insurance. Whether or not to withdraw is up to the employee to decide. When our people quit their jobs, they withdraw their social insurance to handle immediate matters without thinking about the long term, partly because they are afraid... by the time they receive social insurance, the currency will have depreciated and there will not be much left. So the issue is policy, not whether or not to prohibit one-time withdrawal of social insurance." Agreeing, Deputy Quoc Thanh said: "I strongly agree with the Chairman of the National Assembly that it is impossible to prohibit people from withdrawing social insurance at one time, but there needs to be a policy to attract and retain social insurance participants."

Commenting on one of the reasons why the story of withdrawing social insurance at one time has become "hot", BĐ Han Ngoc expressed his opinion: "Employees want to reduce the retirement age. If it is not reduced, I am afraid that the situation of employees withdrawing social insurance at one time will continue to increase". Expressing his expectation for breakthrough social insurance policies, BĐ Thinh QB suggested: "We just need to focus on clarifying why employees withdraw social insurance at one time, find ways to overcome this, and then design a social insurance policy with long-term benefits".

In the market mechanism, social insurance participants have the right to choose the optimal solution for themselves. Thus, it is possible to consider adding more business units to compete with the current social insurance.

Lai Le

It's simple. I propose that only those over 50 can withdraw their social insurance at one time.

Hong Dinh Viet

Social insurance money is money that employees contribute and accumulate. Those who want to receive pension can receive it, those who want to withdraw it all at once can withdraw it, they all have their own ideas... As for reducing pressure, it is coordinated by benefits.
