Regulations on sea encroachment, conversion of forest use purposes, and English certificates taking effect in high school graduation exams are some of the prominent policies taking effect from April.
Two provisions of the 2024 Land Law come into effect
The Land Law (amended) takes effect from January 1, 2025, however, two provisions will be applied earlier from April 1, namely Articles 190 and 248.
Article 190 stipulates sea reclamation activities. Accordingly, the State encourages organizations and individuals to use capital, techniques and technology for sea reclamation; and has policies to support and give incentives to investors in sea reclamation according to the provisions of law.
Land reclamation must ensure national defense, security, sovereignty, sovereign rights, jurisdiction, and national interests at sea; in accordance with other relevant laws and international treaties. This activity is based on a full assessment of the economy, society, and environment, ensuring sustainable development and biodiversity.
The National Assembly and the Prime Minister approve and decide on investment policies for sea reclamation projects in areas protected by historical and cultural relics, scenic spots; natural heritage; national parks, nature reserves, species and habitat conservation areas; marine reserves, aquatic resources protection areas, fishing ports, storm shelters; seaports, waters in front of wharves, ship turning areas, anchorage areas; areas planned for use for national defense and security purposes.

Article 248 of the Land Law amends and supplements a number of articles of the 2017 Forestry Law. One of the important provisions is "not to convert the purpose of using natural forests to other purposes, except for important national projects; projects serving national defense and security; other urgent projects approved by the Government".
This content is amended to "not change the purpose of using natural forests to other purposes, except for important national projects; projects serving national defense and security; other urgent projects according to criteria prescribed by the Government".
According to the Ministry of Natural Resources and Environment, this amendment aims to remove barriers in implementing policies related to the authority to convert forest use purposes, forest allocation plans, and forest leasing.
5 more certificates are counted as 10 points in English graduation exam
According to the circular effective from April 22, the Ministry of Education and Training has revised a number of articles of the graduation exam regulations, including expanding the list of English certificates recognized in this exam. Accordingly, in addition to TOEFL ITP 450 points, TOEFL iBT 45 points, IELTS 4.0 as in previous years, candidates will be counted as 10 points and exempted from the English exam if they have one of the following certificates: B1 Preliminary, B1 Business Preliminary, B1 Linguaskill; Aptis ESOL B1; Pearson English International Certificate (PEIC) level 2; TOEIC 4 skills (Listening and Reading 275, Speaking and Writing 120); level 3 certificate according to the 6-level foreign language proficiency framework for Vietnam (VSTEP).
For the remaining five foreign languages, Russian, French, Chinese, German, and Japanese, the certificates used for exemption from the exam are similar to last year.
This year's graduation exam regulations clearly stipulate the responsibilities of independent candidates, prohibited items brought into the exam room, independent rounds of the exam area... to minimize exam cheating.
The Ministry of Education and Training plans to organize the 2024 high school graduation exam at the end of June.

National standards on fire prevention and fighting equipment
Circular 56/2023 of the Ministry of Public Security promulgating the National Technical Regulation on fire prevention and fighting equipment takes effect from April 1.
Accordingly, fire prevention and fighting equipment must be declared and declared in accordance with the list in this Regulation; managed, preserved, maintained and inspected according to standards, legal regulations or manufacturer's instructions.
Fire prevention and fighting equipment includes: Fire hose, hand-held fire sprinkler, water column, connector, portable fire extinguisher.
Do not consider "Advanced Labor" for employees under 6 months
Circular 1/2024 of the Ministry of Home Affairs stipulates measures to implement the Law on Emulation and Commendation, effective from April 15. This document stipulates that individuals who participate in combat, serve in combat, or have brave actions to save people or property of the State or people, resulting in injuries requiring treatment or care according to the conclusion of a medical facility at the district level or equivalent or higher, the treatment and care time will be counted to consider the title of "Advanced Worker" or "Advanced Soldier".
Individuals who are sent to participate in short-term training and development of less than one year and comply with the regulations of the training and development facility will have their study time counted as working time at the agency, organization or unit to be considered for the title of "Advanced Worker" or "Advanced Soldier".
The Circular also clearly states that the above two titles will not be awarded to individuals who have been recruited for less than 6 months.
Health officials periodically change positions after 2-5 years.
Circular 01/2024 of the Ministry of Health, effective from April 15, stipulates the list and period of periodic job transfer for civil servants not holding leadership or management positions in units under the Ministry of Health.
The list of positions that must be periodically changed includes: Receiving, processing and submitting documents to competent authorities for decision; issuing new, re-issuing, adjusting, revoking, extending licenses, registrations, certificates, confirmations, certificates, dossier receipt numbers; issuing lists, programs, and documents in the fields of state management of health.
The period of periodic job transfer is from 2 to 5 years depending on the characteristics of each job position.
