Domestic airfare ceilings, national standards for higher education institutions, and incentives for workers in high-tech zones are prominent policies that will take effect from March.
The highest domestic airfare is 4 million VND.
According to Circular No. 34/2023 of the Ministry of Transport, effective from March 1, the ceiling price of economy class tickets on routes under 500 km (socio-economic development routes) is 1.6 million VND. For other routes, the ceiling price remains the same as the current regulation of 1.7 million.
Flights from 500 km to under 850 km have a ceiling ticket price of 2.25 million VND, an increase of 50,000 VND; 850 km to under 1,000 km have a maximum ticket price of 2.89 million VND, an increase of 100,000 VND; 1,000 km to under 1,280 km have a ceiling ticket price of 3.4 million VND, an increase of 200,000 VND and from 1,280 km onwards have a ceiling ticket price of 4 million VND, an increase of 250,000 VND compared to present.
The Ministry of Transport said the adjustment of domestic airfare ceiling prices was due to changes in ticket price forming factors, especially rising fuel prices and exchange rates.

Support workers in high-tech zones to buy social housing
Decree No. 10/2024 of the Government regulating high-tech zones, effective from March 25, clearly states that investment projects to build houses, service works, and utilities for people working in high-tech zones are entitled to incentives and support according to regulations on social housing construction and relevant laws.
Provincial People's Councils and People's Committees shall promulgate policies and allocate investment support resources in accordance with their authority and legal provisions to attract investment projects to build social infrastructure to serve the operations of high-tech zones.
Investors, experts and workers are entitled to rent social housing during their operation and work in the high-tech zone. Workers working in the high-tech zone management board, experts and workers with indefinite-term labor contracts are given priority in purchasing housing.
According to this Decree, the Provincial People's Committee is responsible for planning housing areas and social infrastructure systems adjacent to or around high-tech zones, ensuring convenient traffic connections, directly serving workers.

A university is not qualified if the dropout rate is over 10%.
Effective from March 22, Circular 01/2024 of the Ministry of Education and Training stipulates National Standards for higher education institutions including 6 standards and 20 criteria. The 6 standards include: organization and administration, lecturers, teaching and learning conditions, finance, enrollment and training, research and innovation.
Regarding enrollment, a qualified school must have 50% of its enrollment. The annual dropout rate must not exceed 10%, and the dropout rate after the first year must not exceed 15%. In addition, the graduation rate must be at least 70%, with at least 50% graduating on time. The ratio of students to full-time faculty must not exceed 40. The rate of student satisfaction with faculty must be above 70%.
According to this circular, higher education institutions must have a stable organizational structure, an effective and transparent management system; and a campus, facilities, information systems and learning materials that meet the requirements of ensuring the quality of teaching, learning and research. Higher education institutions must maintain financial balance, operational efficiency and the ability to develop sustainably.
Increase BOT fee Ben Luc
According to the decision to adjust the service fee for the project to upgrade and expand provincial roads 830 and 824 from An Thanh bridge to Duc Hoa town (BOT Ben Luc) of the People's Committee of Long An province, from March 1, cars passing through the station will be charged 30,000-175,000 VND per trip, an increase of 5,000-10,000 VND compared to the old level.
Cars of business households with headquarters located within the project area will have the same fare, but monthly and quarterly tickets will be discounted compared to regular cars. Cars of non-business households with permanent residence within the project area will be exempted from toll fees.
The Ben Luc BOT project is 24 km long, 17 m wide, 4 lanes, and 8 new bridges. There are two toll stations on the route in An Thanh commune, Ben Luc district, and Huu Thanh commune, Duc Hoa district. The total cost of the project is over 1,000 billion VND. Currently, about 7,000 vehicles pass through the station every day.
According to Long An authorities, the current socio-economic situation has stabilized, and the ticket price increase will shorten the project's payback period to 17 years and 7 months, a reduction of 17 months compared to the old level.
