Increasing allowances and subsidies for meritorious people, commune officials who quit their jobs, and regulating temporary suspensions for aviation staff are policies to be implemented in September.
New subsidy level for meritorious people
Effective from September 5, Decree No. 55/2023 amends and supplements a number of articles of Decree No. 75/2021 regulating the levels of allowances, subsidies and preferential regimes for people with revolutionary contributions. Accordingly, the standard level of preferential subsidies for people with revolutionary contributions increases from VND 1,624 million to VND 2,055 million per month, starting from July.
The monthly allowance and preferential allowance levels for people with revolutionary contributions have also been adjusted. Specifically, those who participated in the revolution before 1945 and were separated from the revolution will receive a monthly allowance of 2.3 million VND and an allowance of 390,000 VND for each year of seniority. Those who participated in the revolution before 1945 and were not separated from the revolution will receive 3.9 million VND per month. For those who have passed away, their relatives will receive a maximum allowance of 2 million VND per month.
Those who fought from 1945 to the August Revolution received 2.1 million VND per month. Relatives received a maximum subsidy of 1.6 million VND per month. Relatives of one martyr received a subsidy of 2 million VND; two martyrs received 4.1 million VND; three martyrs received 6.1 million VND per month. Heroic Vietnamese mothers received a subsidy of 6.1 million VND and an allowance of 1.7 million VND per month. Disabled soldiers received a maximum subsidy of 5.3 million VND per month. Resistance fighters exposed to toxic chemicals received a maximum of 4.6 million VND per month.

Commune officials who quit their jobs receive a subsidy of up to 3 million.
Circular 11/2023 of the Ministry of Home Affairs, effective from September 15, guides the adjustment of monthly allowances for retired elderly commune, ward and town officials. From July 1, retired elderly commune officials will be adjusted to increase by VND 300,000 per month if their allowance is less than VND 2.7 million; increase to VND 3 million if their allowance is from VND 2.7 to less than VND 3 million.
With the above adjustment policy, cadres who are former Party Committee Secretaries, Chairman of the People's Committee, Deputy Secretary, Vice Chairman, Standing Party Committee, Secretary of the People's Committee, Secretary of the Commune People's Council, Commune Team Leader, and Commune Police Chief receive 3 million VND/month. The remaining positions are 2.817 million VND.
Temporary suspension for aviation staff
Effective from September 1, Circular 23/2023 of the Ministry of Transport stipulates specific labor regimes and labor disciplines for aviation employees. Accordingly, aviation employees will be immediately suspended from work in cases of violating labor regulations and rules, causing incidents, accidents, threatening aviation safety and security; being investigated and prosecuted in criminal cases; and voluntarily leaving their work positions.
In addition, the form of temporary suspension is also applied to those who drink alcohol or have alcohol concentration in blood or breath while performing duties; steal or illegally appropriate property; take advantage of the workplace to smuggle or illegally transport people, property or goods; use or test positive for drugs or stimulants; gamble, cause disturbances, or disrupt security and order at the workplace.

Changing the way civil servants and public employees are evaluated
Decree 48/2023, effective from September 15, stipulates a number of new points on the assessment and classification of the quality of cadres, civil servants and public employees. Accordingly, those who are subject to party or administrative discipline in the year of assessment will be classified as not completing their tasks.
In case a cadre, civil servant or public employee is a party member and has been subject to party discipline and administrative discipline for the same violation, but the party discipline decision and the administrative discipline decision do not take effect in the same year of assessment, it will only be considered as a basis for quality classification in one year of assessment.
In addition, the Decree also states that the proportion of cadres, civil servants and public employees classified as "Excellently completing tasks" among the total number of cadres, civil servants and public employees at the same agency, organization or unit and for each group of subjects with similar tasks must not exceed the proportion of Party members classified as "Excellently completing tasks" according to Party regulations.
