Electricity prices are implemented according to market mechanisms.

The Electricity Law 2024, which takes effect from February 1, has many new regulations on electricity prices according to market mechanisms.

In which, electricity prices are implemented according to market mechanisms with price regulation by the State in accordance with the level of competitive electricity market, ensuring encouragement of efficient and economical use of electricity.

The structure of the retail electricity price table should be reasonable, gradually reducing and eventually eliminating cross-subsidy of electricity prices between customer groups that do not participate in the competitive retail electricity market when they do not meet the conditions or do not choose to participate in buying and selling electricity in the competitive retail electricity market.

The law clearly states that electricity prices must be implemented openly, transparently, equally, and without discrimination between electricity units.

Unsorted waste will be refused.

Circular 35/2024 of the Ministry of Natural Resources and Environment on technical procedures for collecting, transporting and treating domestic solid waste clearly states that households that do not classify, do not use packaging or containers according to regulations of local authorities or deliver waste of the wrong type according to the announced schedule may be refused to receive by manual collectors.

Households and individuals who do not classify and put waste into packaging and containers according to regulations will have their waste collected by workers during their work shift and promptly reported to competent authorities in the work unit for handling and management measures according to regulations.

Circular 35 takes effect from February 3.

High school graduation exam has only 4 subjects left

From 2025, foreign languages ​​will become an optional test instead of a compulsory test as in previous years. That regulation is stated in Circular 24/2024 on High School Graduation Exam Regulations of the Ministry of Education and Training, effective from February 8.

This year, the exam will consist of 3 sessions: One session of literature; one session of math; one session of an optional test consisting of 2 subjects from among physics, chemistry, biology, history, geography, economic and legal education, information technology, industrial-oriented technology, foreign languages ​​(English, Russian, French, Chinese, German, Japanese and Korean)...

Regulations on junior high school and high school admissions are stated by the Ministry of Education and Training in Circular No. 30/2024, effective from February 14.

Accordingly, the number of subjects and exams for entrance into grade 10 of high school this year will include math, literature and a third subject or exam selected by the Department of Education and Training.

For high schools under the Ministry of Education and Training, universities, colleges, and research institutes that organize their own entrance exams, the third subject or exam is chosen by these agencies.

The Circular also stipulates that admission to grade 6 is only by examination and admission to secondary school is only conducted once a year.

Teaching outside of school must register business

That regulation is stated in Circular No. 29/2024 of the Ministry of Education and Training regulating extra teaching and learning , effective from February 14.

Specifically, organizations or individuals organizing extra-curricular teaching and learning activities outside of school with fees collected from students must register their business in accordance with the provisions of law; publicly announce on the electronic information portal or post at the place where the extra-curricular teaching facility is located the subjects that are organized for extra teaching; the duration of extra teaching for each subject according to each grade level; the location, form, and time of organizing extra-curricular teaching and learning; the list of extra-curricular teachers and the amount of extra-curricular fees collected before enrolling students in extra-curricular teaching and learning classes.

Extracurricular tutors must ensure good moral qualities and professional competence appropriate to the subjects they teach.

Teachers who are teaching at schools and participate in extra-curricular teaching must report to the principal or director or head of the school about the subject, location, form, and time of extra-curricular teaching (according to the form).

Inspection of extra classes and tutoring will begin on February 10 when Circular 28/2024 of the Ministry of Education and Training, stipulating the content of specialized inspections in the field of education and internal inspections in educational institutions, takes effect.

New regulations on People's Police Inspectorate

Decree 164/2024 of the Government regulating the organization and operation of the People's Public Security Inspectorate takes effect from February 10.

Within the scope of its duties and powers, the People's Public Security Inspectorate assists the police chief at the same level in performing state management of inspection work, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity; conducting inspections, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption and negativity in accordance with the provisions of law.

The People's Public Security Inspectorate includes: Inspectorate of the Ministry of Public Security; Inspectorate of the Public Security of provinces and centrally-run cities; Inspectorate of the Police Department managing detention camps, compulsory education facilities, and reform schools; Inspectorate of the Fire Prevention, Fire Fighting, and Rescue Police Department.

Police of districts, towns, wards, provincial cities, cities under centrally-run cities and police units with 200 or more officers and soldiers shall arrange full-time inspectors. Police units with less than 200 officers and soldiers shall arrange part-time inspectors.

The number of full-time inspectors and part-time inspectors at units is decided by the unit head.

Instructions on handling counterfeit and suspected counterfeit money

Circular 58/2024 of the State Bank of Vietnam guiding the handling of counterfeit and suspected counterfeit money in the banking sector takes effect from February 14.

Accordingly, when detecting suspected counterfeit money, the State Bank branches, Transaction Offices, credit institutions, and foreign bank branches must temporarily seize and make a record according to the form. Within 5 working days from the date of temporary seizure, the credit institution or foreign bank branch must transfer the appraisal file to the State Bank branches in the area or Transaction Offices for appraisal.

According to new regulations, counterfeit money and suspected counterfeit money appraisal is free of charge (Illustration: Manh Quan).

In addition, individuals requesting appraisal of counterfeit or suspected counterfeit money must prepare a set of documents requesting appraisal and submit them directly to the State Bank branch, Transaction Office, Issuance and Treasury Department in Hanoi or Ho Chi Minh City.

Counterfeit money and suspected counterfeit money appraisal is free.

Without clear explanation, insurance sellers can be fined 100 million VND

Decree 174/2024 of the Government on administrative sanctions for violations in the field of insurance business (effective from February 15) stipulates a maximum fine of VND 100 million for individuals and VND 200 million for organizations.

Insurance companies and branches of non-life insurance companies that do not clearly and fully explain to insurance buyers about insurance benefits, liability exclusion clauses, as well as the buyer's rights and obligations when signing a contract may be fined from 60 to 100 million VND.

Insurance sellers who do not clearly advise on the content of insurance contracts can be fined up to 100 million VND.

Advertising life insurance products not in accordance with the law is subject to a fine of 80-100 million VND.
