Education policy effective from April 2025

NDO - From April 2025, a number of policies in the education sector will take effect, related to the quality assessment of university training programs; working regime for teachers, program assessment; support policies for pedagogical students.

Regulations on quality assessment of training programs at all levels of higher education

Circular No. 04/2025/TT-BGDDT regulating the accreditation of university training programs (referred to as Circular No. 04) replaces the current relevant circulars on accreditation of university training programs, effective from April 4.

In Circular No. 04, the Ministry of Education and Training stipulates core issues such as: standards, minimum requirements as well as general assessment methods for criteria, standards and training programs, expanding the rights of accreditation organizations in professional work in assessment and making recommendations for each appropriate higher education institution in continuous quality improvement. In particular, education quality accreditation organizations are regulated in more detail on the levels of meeting and not meeting criteria requirements, and at the same time, develop detailed assessment guidelines to help training institutions know the current situation to improve the quality of training programs...

According to the Ministry of Education and Training, the new Circular aims at international and regional integration in quality assurance and accreditation, especially in the context that the Ministry of Education and Training is developing a report referencing Vietnam's National Qualifications Framework with the ASEAN Qualifications Reference Framework and amending and supplementing Vietnam's National Qualifications Framework, implementing Decision No. 78/QD-TTg of the Prime Minister on quality assurance and accreditation of higher education.

Regulations on working regime for general education and university preparatory teachers

Circular No. 05/2025/TT-BGDDT regulating the working regime for general education and university preparatory teachers (referred to as Circular No. 05) issued by the Ministry of Education and Training takes effect from April 22, 2025.

Circular No. 05 stipulates that teachers' working time is implemented according to the school year and converted into teaching hours, including the number of teaching hours in a school year and the average number of teaching hours in a week.

The assignment and arrangement of tasks for teachers must ensure the regulations on teaching hours, working hours, and rest hours according to the provisions of law; ensure publicity and fairness among teachers in the same school. In case of having to arrange for part-time teachers, the principal shall give priority to assigning part-time teachers who do not teach enough average teaching hours per week and ensure that teachers meet the requirements to perform the assigned tasks.

Circular No. 05 has added regulations on principles for determining teachers' working regimes; Added regulations on teaching hours for high school teachers in schools, for people with disabilities, which is 15 hours/week; Added regulations on reducing 3 hours/week for teachers who concurrently hold clerical, information technology, library, and educational support positions for people with disabilities; Added regulations on annual leave time for principals and vice principals;...

In addition, Circular No. 05 adjusts regulations on actual teaching time of teachers; Adjusts the way to regulate teaching hours for teachers who are Team Leaders; Adjusts regulations on the maximum number of tasks that teachers are allowed to hold concurrently;...

Policy to support tuition fees and living expenses for pedagogical students

The Government has issued Decree No. 60/2025/ND-CP (Decree 60) amending and supplementing a number of articles of Decree No. 116/2020/ND-CP dated September 25, 2020 (Decree 116) regulating policies to support tuition fees and living expenses for pedagogical students. The Decree takes effect from April 20 and applies from the 2025-2026 school year.

Decree No. 60 was issued to overcome limitations and difficulties in the implementation of Decree No. 116, such as: Localities committed to placing orders but did not do so, leading to delayed payment of funds; regulations on bidding for teacher training do not have specific instructions; some localities have difficulties and do not have enough funds to support student teachers; training of student teachers and recruitment of students after graduation into the education sector are not synchronized; monitoring of reimbursement of funds does not have detailed instructions...

With this regulation, training facilities for pedagogical students and pedagogical students will be funded more promptly and adequately, contributing to creating conditions for pedagogical students to study with peace of mind and improving the quality of the teaching staff.

Decree No. 60 also adds clarification of the responsibilities of relevant parties such as the Ministry of Education and Training, the Ministry of Finance, provincial People's Committees, teacher training institutions, learners... in implementing the policy; especially clarifying the responsibility of ensuring funding to implement support policies for pedagogical students.

At the same time, the Decree provides more detailed instructions on procedures for paying compensation for cases requiring compensation according to regulations.
