Sharing at the Consultation Workshop on the development of the Law on Teachers to implement Circular No. 20/2023/TT - BGDĐT, co-organized by the Ministry of Education and Training (MOET) in Ho Chi Minh City recently, Professor Nguyen Van Minh, Rector of Hanoi National University of Education, discussed policies on training, fostering, rewarding and honoring teachers.
Specifically, regarding lecturer training, it is expected that the Law on Teachers stipulates: "College and university educational institutions have the responsibility to train lecturers to teach their specialized subjects through recruiting candidates who are students with a bachelor's degree of excellence or higher in that major; people with a master's degree of excellence or higher in that major. Tuition and training fees are paid by the college and university educational institutions".
Professor Nguyen Van Minh pointed out the shortcomings of this regulation when there are many people who do not have excellent degrees but have excellent expertise.
"For example, the youngest math professor in Vietnam, a student at my school, does not have a bachelor's degree with honors but has excellent expertise, hard for anyone to surpass. I think we should not be extreme about this," Professor Minh expressed.
The Principal of Hanoi National University of Education further emphasized that in training and nurturing talents, in addition to good and excellent degrees, it is necessary to consider outstanding achievements in other majors.
In fact, for a long time, policies to train and attract talents have encountered difficulties even for those with good and excellent degrees. Localities and units have policies to attract talents to work in state agencies but have not been able to recruit many due to regulations.
Besides the fact that talented people are "afraid" to enter state agencies because of low income and sometimes unsuitable working environment, difficult recruitment regulations have also "obstructed" talented people from entering the public sector.
For example, in Ho Chi Minh City, after 6 years (since 2018) of implementing a policy to recruit civil servants and public employees from excellent university graduates and young scientists, on January 18, the first 3 people were officially recruited.
Mr. Huynh Thanh Nhan, Director of the Department of Home Affairs of Ho Chi Minh City, said that in 2023, Ho Chi Minh City announced the recruitment of excellent students and young scientists for 63 job positions, but through the process of receiving and screening applications, 4/10 registered candidates met the criteria to participate in the recruitment.
"The standards for excellent graduates and young scientists are very high," said Mr. Huynh Thanh Nhan.
At the City Leaders Meeting Outstanding Students Program organized by the Ho Chi Minh City Party Committee in 2023, Quach Thanh Vinh An, an excellent graduate from Ho Chi Minh City University of Law, was not eligible for the talent attraction policy due to regulations that left Vinh An "unable to react in time".
Vinh An is considered one of the students with the best academic achievements at Ho Chi Minh City University of Law so far, graduating with honors in both Law and Business Administration, and was the valedictorian of the school in 2022.
Upon graduation, the female student realized that no matter how hard she tried, how well she studied and how excellently she graduated, she still did not qualify to be recruited directly into a public agency.
Accordingly, in addition to excellent graduates, Decree 140/2017 also stipulates that students must meet one of three criteria: Winning a provincial/national excellent student competition, an Olympic award, or a national/international science and technology award. These criteria are usually required from high school.
"In the social sciences, it is very difficult for students to meet the above standards. If they want to participate, they have to join from high school. However, Decree 140 was issued in 2017, at this time I was a first-year student, it was too late for me to go back to meet the above conditions," An expressed.
The honors graduate said that this regulation is unreasonable given the efforts that the female student has put in throughout her university years.
According to statistics at Ho Chi Minh City University of Law, from 1987-2018, the school had 1 excellent graduate student, by 2022 this number increased to 9 students but no one has ever met the conditions for recruiting and attracting talent.
In many conferences, seminars, and programs on training, fostering, and attracting talent, many opinions have also pointed out the difficulties in attracting talent, and recommended that state management agencies need to come up with more appropriate and convincing policies.
