Create and exploit data to create new value

As early as 2020, in Decree No. 47/ND-CP on management, connection, and sharing of digital data of state agencies, the Government identified data as a core element in building e-Government; digital data is the foundation for development towards digital Government. Implementing the principle of one-time data collection, when data is collected, managed, and shared by state agencies, state agencies will not be required to request people and businesses to provide it again.

Citizens and businesses have the right to request state agencies that are managing their personal data to share it with other state agencies to limit the need to re-provide data, thereby creating convenience for citizens and businesses and simplifying administrative procedures.

At the conference "Reviewing 1 year of implementing the Project on developing data applications on population, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030" held at the end of last year, Prime Minister Pham Minh Chinh directed: 2023 is the year of creating and exploiting data to create new values, with the key task of digitizing, building, connecting, and sharing data between ministries, branches, and localities; exploiting and using data to increasingly better serve people and businesses.

National databases and specialized databases are being actively developed, connected, and shared; creating convenience in providing online public services to people and businesses.

Identifying 2023 as the year of digital data, the Ministry of Information and Communications also quickly approved the plan to implement the "National Digital Data Year", with major goals including: 100% of ministries, branches and localities promulgate a list of databases under their management and specific plans and roadmaps to build and deploy databases in the list.

Over 50% of ministries, sectors and localities have issued plans to deploy a platform for analyzing and processing aggregated data at the ministerial and provincial levels, applying artificial intelligence to optimize operations; 100% of ministries, sectors and localities provide data sharing services on the National Data Integration and Sharing Platform (NDXP) and ministerial/provincial data sharing platforms (LGSP).

Initial results

In fact, recently, ministries, branches and localities have paid more attention to connecting and creating digital data, forming databases that bring practical benefits to people, businesses and the management work of state agencies.

According to the Report of the Ministry of Information and Communications, the total number of transactions conducted through the National Data Integration and Sharing Platform (NDXP) in the first 6 months of 2023 reached nearly 277 million transactions (an average of about 1.38 million transactions/day). The total number of transactions conducted through NDXP since its launch to date is more than 1.35 billion transactions.

100% of ministries, branches and localities connect to send and receive electronic documents via the National Document Interconnection Axis, including about 30,000 administrative units at all levels. In the first 6 months of 2023, about 3.6 million electronic documents were sent and received via the National Document Interconnection Axis, 1.3 times higher than the same period in 2022; to date, there have been more than 23 million documents sent and received on the National Document Interconnection Axis.

On the other hand, the Ministry of Information and Communications supported the completion of connecting the National Database on cadres, civil servants and public employees with 23 ministries, branches and 60 localities; connecting the Online Social Assistance Policy Registration and Resolution System with 41 localities.

Synonymous with the remarkable numbers mentioned above is a large amount of digital data that has been created, connected, and shared, helping to bring "new value" to the direction and operation of state agencies on the journey towards Digital Government.

To talk about the “new value” for people and businesses gained through the process of creating and exploiting data, one of the brightest “spots” is the National Population Database.

The Ministry of Public Security is actively implementing the National Population Database, and as of June 18, 2023, it has completed verifying information of more than 86 million people. Currently, the National Population Database has officially connected with 13 ministries, branches, 1 state-owned enterprise (EVN), 3 telecommunications enterprises (Viettel, VinaPhone, MobiFone) and 63 localities.

Nationwide, many localities have implemented the digitization of civil status data on the basis of the National Population Database, for example: Thai Nguyen, Binh Phuoc, Bac Lieu, Gia Lai, Quang Binh, Quang Nam, Ha Nam, Binh Duong, Hai Duong, Phu Tho, Hanoi...

As of the end of June 2023, the Civil Status Registration and Management System had more than 42.1 million birth registration data, of which nearly 8.9 million children were assigned personal identification numbers according to regulations, more than 5 million birth registration records with personal identification numbers were transferred to the social insurance system; more than 10 million marriage registration data; more than 7.2 million death registration data; and nearly 10.3 million other data.

The Ministry of Public Security is coordinating with the Ministry of Justice to review all content related to citizen documents, not only household registration books but also many other documents, to gradually reduce the need to present too many manual documents. When electronic data is connected and shared, people will save time, effort and money to carry out administrative procedures, ” said Lieutenant Colonel Nguyen Anh Tuan, Deputy Director of the National Population Data Center, Department of Administrative Police for Social Order, Ministry of Public Security.

The above databases have been, are and will contribute to forming a digital citizen ecosystem, facilitating transactions between digital citizens and the digital government.

Data is state property

Dr. Nguyen Nhat Quang, Vice President of the Vietnam Software and IT Services Association (VINASA), reported that there is still a situation where ministries build database systems, then departments directly enter data into the system, but when departments want to use that data for their professional management, they cannot get it. Besides the "problem" of information segregation, there is also a situation of information centralization, with superiors not sharing information with subordinates even though subordinates provide information.

Mr. Quang stated his opinion: “ Data should be considered state/public property. Because all data appearing in state agencies is created by the state budget, by civil servants who receive state salaries. Data belongs to all people, the state manages it uniformly, like land. The state assigns ministries and departments to update data, and is responsible for the accuracy of the data, not that the database belongs to any ministry/department .”

Regarding the story of considering data as public property, at the Conference "Reviewing 1 year of implementing the Project on developing data applications on population, identification and electronic authentication to serve national digital transformation in the period of 2022-2025, with a vision to 2030" at the end of last year, Prime Minister Pham Minh Chinh emphasized: "In 2023, it is imperative to build a National Data Center, this is a national asset, not of any particular ministry or branch; Promote the construction, updating, interconnection, connection, and sharing of digital platforms, databases that are synchronous, substantial, effective, focused, and key ".

Prof. Dr. Ho Tu Bao, Head of the Department of Data Science, Vietnam Institute for Advanced Study in Mathematics (VIASM) commented: “ With the determination of ministries, branches and localities, we will be able to build a National Data Center to a certain extent. However, it is necessary to consider national databases as living entities, which need to be gradually built and developed to have “correct – sufficient – ​​clean – alive” data. If the beneficiaries of the data feel that the data is truly valuable, they will try to do it. But if it is only implemented by orders and policies, it will be very difficult .”

In Digital Government, relevant agencies, organizations and subjects will have to change their processes, and all activities will have to rely on data. Sharing and connecting data smoothly, ensuring information security and safety is the "key to success" in building Digital Government in the coming time.

We hope that state agencies will truly recognize data as state assets, accumulate and develop specialized databases and interdisciplinary databases as soon as possible.
