Talking to the reporter of the Banking Times, Mr. Dang Ngoc Hau - Vice Chairman of the Provincial People's Committee - Head of the Board of Directors of the Social Policy Bank of Son La province said that in the coming time, the entire political system in the locality will continue to identify policy credit as a pillar for the goal of hunger eradication and poverty reduction, contributing to ensuring social security and building new rural areas. At the same time, continue to well implement the Directives on social policy credit, most recently Directive No. 39-CT/TW on improving the effectiveness of social policy credit in the new period.

Could you please evaluate the role of Directive No. 40-CT/TW in effectively promoting policy capital, increasing income, improving living standards and reducing the poverty rate in the locality over the past 10 years? How has the political system in Son La province participated in implementing this Directive?

In 10 years of implementing Directive 40-CT/TW and 03 years of implementing Conclusion 06-KL/TW of the Central Party Secretariat, there has been close coordination between the VBSP and local authorities at all levels and socio-political organizations. From there, it has created a combined strength, a change in awareness of the important role and the great, practical impact of social policy credit. It is affirmed that this is one of the major policies of our Party and State on preferential credit policy, aiming at hunger eradication, poverty reduction, capital support for low-income households, many difficulties to rise up, contributing to ensuring social security and building new rural areas. It can be affirmed that social policy credit is truly a creative solution, deeply humane and suitable to the reality of localities. Since the implementation of Directive No. 40-CT/TW, the Provincial Party Standing Committee has regularly directed Party committees and authorities to effectively carry out key tasks such as: Strengthening the leadership and direction of Party committees and authorities for social policy credit activities. Enhancing the responsibility of the Fatherland Front and socio-political organizations at all levels in implementing social policy credit. At the same time, focusing resources on reviewing, amending, supplementing and promulgating the Decision on the Regulations on management and use of local budget capital. In addition, improving the capacity and efficiency of the VBSP, leading the organization to effectively mobilize resources, effectively use social policy credit capital, contributing to the development of agriculture and rural areas, improving the quality of vocational training, creating jobs, ensuring social security and sustainable poverty reduction.

In recent years in Son La province, how effective has policy credit been in eliminating hunger, reducing poverty, and implementing social security policies so that no one is left behind, sir?

The effectiveness of policy credit has been confirmed through the results of 10 years of implementing Directive 40-CT/TW in the province, meeting the requirements of efficiency, comprehensiveness, linking the effectiveness of policy credit loans with improving the efficiency of production and business in building new rural areas. In the period of 2014 - 2024, the loan turnover reached more than 17 trillion VND, an increase of nearly 13 trillion VND compared to 2014, this is a very impressive figure, showing the impact and important role of Directive 40-CT/TW on policy credit activities in the area. With the total outstanding balance of credit programs as of October 31, 2024 being more than 6.5 trillion VND, an increase of 4.3 trillion VND compared to 2014, social policy credit has become a support for poor and low-income people to develop the economy and have a better life. In addition, local authorities at all levels have focused on directing and implementing solutions to consolidate and improve the quality of policy credit. Up to now, the overdue debt of the Social Policy Bank Branch is still over 3 billion VND, reducing the overdue debt ratio of the whole province from 0.38% at the end of 2014 to 0.06%, especially 135/204 communes have no overdue debt.

From 2014 to present, policy credit capital has supported over 710 thousand poor households and policy beneficiaries to borrow capital; over 128 thousand households have overcome the poverty line; contributed to covering the tuition fees for over 19 thousand children attending schools; attracted and created regular jobs for over 70 thousand workers; 1,002 workers were sent to work abroad for a limited period. In addition, over 227 thousand clean water and environmental sanitation works have been built and over 26 thousand houses have been built for poor households and policy beneficiaries, contributing to reducing the poverty rate in the whole province by 3-4% annually. It can be said that Son La is really changing every day, the lives of the people, especially ethnic minority and disadvantaged areas, are increasingly improving.

Are there any difficulties or problems in implementing Directive No. 40 in the area, sir?

In addition to the important achievements in socio-economic development, Son La is a poor province with a high rate of poor households. People have escaped poverty but it is not really sustainable, leading to a situation of falling back into poverty. In addition, the rate of unemployed or unstable workers also needs to be improved. Information and propaganda work on preferential credit policies of the Government and regulations of the Vietnam Bank for Social Policies in some places is not timely.

The annual local budget capital entrusted to the VBSP for lending to the poor and policy beneficiaries, especially capital for job creation and job expansion, has not met the actual needs of unemployed workers. At the same time, the implementation of Resolution No. 111/2024/QH15 dated January 18, 2024 of the National Assembly on a number of specific mechanisms and policies to implement national target programs, the content of entrusting local budget capital through the VBSP system is still limited. In addition, in some places, the coordination between agricultural and forestry extension activities, technical support, technology transfer, product consumption of state organizations, enterprises, socio-political organizations and policy credit activities has not been linked.

Please tell us, to continue to maintain and improve the effectiveness of policy credit, especially to effectively implement Directive No. 40- CT/TW and most recently Directive No. 39 - CT/TW on improving the effectiveness of social policy credit in the new period , what specific solutions will Son La province have?

In the coming time, Party committees, authorities, the Fatherland Front and socio-political organizations of the province will continue to promote propaganda, dissemination and thorough understanding of the contents of Directive No. 40-CT/TW, Conclusion No. 06-KL/TW of the Secretariat; Directive No. 16-CT/TW dated February 17, 2022 of the Provincial Party Standing Committee on continuing to implement Directive No. 40-CT/TW; Directive No. 39-CT/TW on improving the effectiveness of social policy credit in the new period; Strategy for developing the Social Policy Bank to 2030 and leadership and direction documents of the Central Government and the province on social policy credit to organizations, individuals, cadres, party members, civil servants, public employees and people in the province. Thereby, raising awareness of the entire political system about the position, role and profound humanity of social policy credit.

The province will also direct districts and cities to strengthen leadership and direction in effectively implementing social policy credit; overcome limitations, advise competent authorities to annually allocate capital entrusted to the Vietnam Bank for Social Policies for lending to poor households and policy beneficiaries. Strive to have capital entrusted from local budgets account for 15% of total capital by 2030 and arrange and mobilize capital for social policy credit according to the policies of the National Assembly and the Government.

Improve the operational efficiency of Savings and Loan Groups, strive to have no weak Savings and Loan Groups. Annually, organize conferences to review, evaluate and draw lessons from the implementation of the Directive; identify effective production and business models, promptly reward and encourage positive factors.

On the part of the provincial branches of the Social Policy Bank, the district transaction offices must continue to do a better job of advising the Party Committee, the government, and the Representative Boards at all levels in the province, constantly consolidating the operating apparatus, ensuring solidarity and unity. Building a team of dedicated, professionally skilled staff and workers, proactively implementing the mobilization, management and effective use of capital. At the same time, improving the quality of inspection and supervision work to minimize bad debt, promoting the application of information technology, modernization in banking activities, etc.

The mass media agencies in the province coordinate with the People's Credit Fund at all levels to develop regular, extensive, practical and effective columns and topics to propagate social policy credit and good production and business models, helping each other to escape poverty and get rich, creating a strong spread in society.
