The general traffic situation at Tan Son Nhat airport area is becoming more and more complicated.
Will trucks be banned from Truong Son road?
The Vietnam Logistics Services Association (VLA) has just sent a document to the Ho Chi Minh City Department of Transport to give comments on the proposal to limit trucks traveling through the Tan Son Nhat airport area (Tan Binh district).
According to the plan that the Road Traffic Infrastructure Management Center (Department of Transport) is studying, trucks will be banned from traveling on Truong Son Street in both directions. The two branches of Bach Dang and Hong Ha are one-way roads, the truck ban will apply from Hong Ha (the route intersecting the two branches) to Truong Son Street. If approved, the ban is expected to be applied in 2 phases: From September 1, 2024, the ban will be from 6 am to 8 pm; from January 1, 2025, the ban will be extended to 10 pm. Currently, trucks are still allowed to operate in this area from 9 am to 4 pm.
VLA assessed that the re-distribution of traffic and the change in the time frame for banning trucks from operating will greatly affect the operations of member businesses. Surveying the level of impact, 100% of VLA businesses participating in the survey said that if this new ban on trucks is applied, the transportation of goods and import and export by air in the southern region will be seriously affected, causing delays, not meeting the time required by customers, and incurring large costs.
In particular, warehouse No. 1 at 49 Truong Son (export warehouse) will face the biggest difficulty when there is no access during the loading ban period. The entire supply chain will be completely switched to the night shift. Meanwhile, the factory, warehouse, related services such as irradiation, state management agencies (customs, specialized inspection) mainly operate during office hours.
Costs triple, risk of late delivery penalties
According to preliminary calculations by businesses participating in the survey, the additional costs could be from 30 - 300% if the new loading ban time frame is applied, not to mention the cost of being fined by customers due to delayed delivery time, reduced quality of goods (for fresh vegetables, fruits and seafood). The reason is that goods are transported centrally according to flight times, so they cannot be transported to avoid the above banned hours. Assuming that the goods are gathered in advance during the allowed time frame, the warehouse of TCS warehouse will not be able to meet the volume of exported goods of businesses, at the same time, incurring storage costs. Particularly fresh goods (vegetables, fruits, seafood, etc.) will not be gathered in advance for a long time, affecting the quality of exported goods.
With the above analysis, VLA recommends that the City People's Committee and the City Department of Transport not consider applying the new load ban plan, and maintain the current load ban hours. To limit traffic congestion, this unit recommends that the authorities increase the forces and number of traffic coordinators in this area, and at the same time, carry out remote traffic flow and regulation.
"In the long term, it is necessary to build an extended air cargo warehouse outside Tan Son Nhat airport area, complete traffic infrastructure such as opening more connecting routes, building overpasses at traffic intersections in Tan Son Nhat area to aim for no more loading ban hours in this area. Only when there are no loading ban hours, will transportation and logistics activities be truly favorable, contributing to economic development not only for Ho Chi Minh City but also for the whole country" - VLA Chairman Le Duy Hiep emphasized.
