Mr. Bui Phuong Nam, Director of Power Project Management Board 1 (EVNPMB1) said that the first quarter is a period of favorable weather conditions for construction work. Contractors have made efforts to mobilize human resources, equipment, materials, and organize construction right during and after the Lunar New Year holiday, so they have basically completed the targets for some items.

In particular, the total volume of the first quarter, regarding concrete construction of the water intake gate reached 157% of the plan; the work of dismantling the water intake embankment reached 122% of the plan; the concrete construction of tunnel No. 1 and tunnel No. 2 reached 115.8% and 121.4% of the plan, respectively...

Specifically, at the water intake area, concrete has been completed to a height of 95.0m; the installation of the operating valve has been completed, the phase 1 operating valve gate has been lowered to serve flood prevention and the dike has been dismantled.

The construction site has been carrying out the work of dismantling the water intake embankment since February 16, 2025. For the factory and discharge channel items, the construction work has handed over the generator cup and assembly area in March 2025, and has basically been handed over to the installation unit as required...

At the construction site, quality management is carried out by the supervising consultant according to regulations. Test results show that the quality of concrete and related materials meets technical requirements. Health, safety and environment (HSE) work is focused on.

The supervision consultant unit conducts daily HSE supervision at the site, organizes fire prevention and fighting inspections; at the same time, strengthens propaganda, requiring workers at the site to strictly follow procedures and regulations on labor safety.

Regarding site clearance, the design and estimate for the Song Da clean water supply line return dossier have been approved and the contractor is currently implementing construction at the site.

Regarding the problem of the area of ​​nearly 5,200m2 of the high-level wharf of Ba Cap Port, the Hoa Binh Provincial Party Committee recently agreed to lend EVN an area of ​​nearly 5,200m2 to have a construction site to serve the demolition of the cofferdam.

EVNPMP1 has worked with the Port owner to sign a temporary handover of 5,200m2 of land and hand it over to the contractor to build a construction road to serve the dismantling of the water intake dike.

In the second quarter of 2025, the project will have to complete a number of important progress targets. For the water intake section, it is necessary to complete the entire structural concrete pouring to an elevation of 122.5m before April 5, 2025; complete the construction work of dismantling the water intake embankment; dig the foundation pit for phase 3; and reinforce the canal roof below an elevation of 95m before June 15, 2025.

At the factory and discharge canal area, EVNPMB1 aims to dismantle the downstream embankment with a volume of 52,500m3 and deploy concrete reinforcement construction of the discharge canal roof with a volume of 8,400m2; complete the installation of the Rotor complex of Unit 1 in June 2025; deploy the complex and install the turbine of Unit 2 from May 15, 2025.

At the meeting at the Hoa Binh Hydropower Plant Expansion site on the results of the first quarter's work and the implementation of tasks for the second quarter of 2025, EVN leaders emphasized the urgency of the Hoa Binh Hydropower Plant Expansion project.

To achieve the target of generating electricity for Unit 1 in September 2025, EVN leaders require contractors to strengthen coordination and have a tight and clear construction plan for each work item.

EVNPMB1 must closely manage the construction and installation progress and strictly control safety and environmental work at the construction site. At the same time, strengthen coordination with contractors to implement work in compliance with regulations, ensuring project progress and quality according to the set plan goals.
