1. Regime for martyrs in 2023
The regime for martyrs includes:
- Organize death notices, memorial services, burials and registration at martyrs' memorial sites.
- Posthumously awarded the Certificate of "National Merit" according to Government regulations.
- The remains of martyrs were searched, gathered, identified and buried.
- If a martyr has no relatives to receive monthly death benefits according to Section 2, the person assigned or authorized to worship the martyr will receive the martyr worship allowance.

2. Preferential treatment for relatives of martyrs in 2023
Preferential treatment for relatives of martyrs includes:
- Issue "Certificate of martyr's family" according to Government regulations.
- One-time death benefit when posthumously awarded the Certificate of "Fatherland's Gratitude"; in case there are no relatives, the heir of the martyr holding the Certificate of "Fatherland's Gratitude" is entitled to one-time death benefit.
- Monthly death benefits for the following people:
+ Biological father, biological mother, children of martyrs under 18 years old or 18 years old or older if they continue to go to school or have severe disabilities, especially severe disabilities, people who have raised martyrs; in case there are many martyrs, according to the levels of relatives of two martyrs, relatives of three or more martyrs;
+ Wife or husband of martyr.
- In case the biological father, biological mother, person who raised the martyr, the wife or husband of the martyr specified in Clause 3, Article 16 of the Ordinance on preferential treatment for people with meritorious services to the revolution live alone, the child of the martyr specified in Clause 3, Article 16 of the Ordinance on preferential treatment for people with meritorious services to the revolution is orphaned and both parents are entitled to receive additional monthly allowance for raising the martyr.
- Health rehabilitation care every two years for fathers, mothers, people who have raised martyrs, wives or husbands, and children of martyrs with severe or especially severe disabilities.
In case the biological father or mother has only one child who is a martyr or has two or more children who are martyrs, they will receive annual health rehabilitation care.
- Health insurance for father, mother, person who raised martyrs, wife or husband, and children of martyrs.
- Priority in recruitment and job creation;
- Support to study at university level at educational institutions in the national education system;
- Support for housing improvement based on each person's merit and circumstances or when there are housing difficulties;
- Exemption or reduction of land use fees when the State allocates residential land, changes land use purpose to residential land, recognizes residential land use rights, and when purchasing State-owned housing;
- Priority is given to the allocation or lease of land, water surface, and sea surface; priority is given to the allocation of forest protection and development contracts;
- Preferential loans for production and business;
- Tax exemption or reduction according to law;
- Relatives of martyrs receiving monthly survivor benefits are provided with assistive devices, orthopedic devices, and necessary rehabilitation equipment and facilities as prescribed by orthopedic and rehabilitation facilities under the Department of Labor, War Invalids and Social Affairs or hospitals at provincial level or higher;
- Support visiting martyrs' graves and moving martyrs' remains.
- The wife or husband of a martyr who marries another person and raises the martyr's children to adulthood or takes care of the martyr's biological father or mother while they are still alive or because of revolutionary activities does not have the conditions to take care of the martyr's biological father or mother while they are still alive, shall enjoy the following preferential treatment:
+ Monthly death benefit;
+ Health insurance.
- One-time allowance for relatives at the level equal to 03 months of current monthly allowance when the subject specified in Clause 3, Article 16 of the Ordinance on preferential treatment for people with revolutionary contributions who is receiving monthly allowance dies, except for the case where the subject specified in Clause 10, Article 16 of the Ordinance on preferential treatment for people with revolutionary contributions.
- Funeral allowance for the person or organization that carries out the funeral when the subject specified in Clause 3, Article 16 of the Ordinance on preferential treatment for people with revolutionary contributions who is receiving monthly allowance dies, except in the case where the subject specified in Clause 10, Article 16 of the Ordinance on preferential treatment for people with revolutionary contributions dies.
