Many communes were flooded, fields were affected by floodwaters, many areas of floating flats in the middle of the river were deeply flooded. It was recorded that by noon on September 10, the forces were still actively implementing plans to help the people. The functional forces approached and moved all people in areas at risk of serious flooding to shelters and supported people in moving their assets to higher ground. In areas that were deeply flooded, with specialized vehicles and equipment, the functional forces brought buoys into the alleys, supporting people to evacuate outside. At the same time, they established checkpoints in dangerous areas to prevent people from entering unsafe areas.

In Thanh Ba district, some residential areas in riverside communes such as Man Lan, Hoang Cuong, and Chi Tien have had their houses flooded. In recent days, local media and loudspeakers have continuously broadcast information and warnings about the flooding situation in the northern mountainous province and other localities in the province. The district has determined that flood and storm prevention and ensuring people's safety are top priorities. The functional forces have divided into small groups, going to each hamlet and alley to help flooded families, evacuate the elderly, children, and move livestock and poultry to higher ground in the area.

In Hoang Cuong commune, as of noon on September 10, the entire commune had evacuated more than 30 households living along the river. Since September 8, when the water level of Thao River rose rapidly, people have been worried and anxious as their houses and properties were at risk of being flooded. By the morning of September 10, the river water had flooded deeply, with some spots being over 1 meter deep at houses in Zone 3. Ms. Nguyen Thi Minh in Zone 3 said: “The river water here has not risen this high since 2008. From 3am, when the river water showed signs of flooding the yard and garden, my family and the surrounding households worked together to move the furniture in the house to a higher place. At around 8am on September 10, the water from the river began to flood into the houses, the water rushing along the alleys. In just about 30 minutes, the water was nearly 1 meter deep. Currently, my family and the surrounding households have been supported by functional forces such as the police, army, militia, etc. to move people and property to a safe place.”

The district has identified key locations, built checkpoints, stretched ropes, and put up warning signs to ensure the safety of people's lives and property; directed Man Lan, Hoang Cuong, and Thanh Ha communes, together with the District Military Command and local shock forces, to support flooded households outside Thao left dike, evacuate people and property to safe places; implement the "4 on-site" motto, be ready to build a channel to prevent water from overflowing the dike in case the river water continues to rise. In Binh Phu commune, nearly 300 households in Long Chau area had to be urgently evacuated.

According to Ms. Do Thi Ly - Head of the Front Work Committee of Long Chau area, the whole area has nearly 300 households living, on the morning of September 10, water began to flood into people's houses. The government mobilized forces to support people to raise their belongings and move them to a safe place. In particular, with the help of officers and soldiers of Special Forces Battalion 19 stationed in the commune, nearly 200 households were moved to a safe area to prevent floods. The area's organizations continued to mobilize and propagate the remaining households at high risk of flooding to evacuate to a safe place.

According to forecasts, in the coming days, the weather will continue to be complicated, and river water levels are likely to continue to rise. The authorities are actively and urgently preparing forces, materials, means, and human resources to proactively respond to natural disasters.
