Although the Central Propaganda Department has issued guidelines for implementing the Secretariat's Regulations on the flag of the Communist Party of Vietnam and the use of the Party flag, many images of the Party flag in violation of regulations still appear in Ha Tinh.
Details of the shape and size of the flag and the Hammer and Sickle symbol follow the instructions of the Central Propaganda Department.
On May 29, 2023, the Central Propaganda Department issued Instruction No. 105-HD/BTGTW on implementing the Secretariat's Regulations on the flag of the Communist Party of Vietnam and the use of the Party flag.
Accordingly, the Central Propaganda Department guides the implementation of the contents of Regulation No. 99-QD/TW dated February 27, 2023 of the Central Party Secretariat on the specifications of the Party flag; decoration of halls, meeting rooms, reception rooms, traditional rooms and premises of agencies and units; when organizing Party activities and events; on stages and podiums to celebrate major holidays, historical, political and social events outdoors; on streets, squares, central areas; on the desks of leading officials and civil servants in agencies of the political system at all levels; at temples, memorial areas, memorial houses of President Ho Chi Minh and other leaders of the Party and State; revolutionary historical relics; martyrs' cemeteries and martyrs' memorial works...

The guidelines also clearly state prohibited acts including: acts of insulting or destroying the Party flag in any form, including: writing, drawing, tearing, piercing, trampling, or crushing the Party flag; acts of mocking or destroying the Party flag or other means of deforming the Party flag...;

Acts of using the Party flag for the wrong purpose, specifications, and methods include: using the Party flag not in accordance with regulations on size, shape, and color; using torn, punctured, patched, dirty, or wrinkled Party flags; using mixed ropes or ropes of inappropriate colors to tie to the flagpole or flagstaff; letting the Party flag touch the ground when hanging indoors or on stage; hanging the Party flag upside down; hanging the Party flag and the national flag together but not of uniform size;
Hanging the Party flag in hidden, dark places that do not ensure aesthetics, hanging it on motorbike taxis (except for motorbike taxis parading for propaganda and agitation work); acts of printing the Party flag in sensitive, unceremonious locations, including: printing on dirty walls, masks, red envelopes, license plates, documents, objects with inappropriate content...

Implementing the instructions of the Central Propaganda Department, on June 22, 2023, the Propaganda Department of Ha Tinh Provincial Party Committee issued Official Dispatch No. 1450 - CV/BTGTU to continue effectively implementing the contents of Regulation No. 99-QD/TW of the Secretariat and Instruction No. 105-HD/BTGTW of the Central Propaganda Department.
Although official dispatches and instructions have been issued and localities and units have thoroughly grasped and implemented the instructions, the situation of hanging Party flags in the wrong way still occurs in many localities across the province.

From the hammer and sickle symbol in the hall, meeting room to the office campus or on the streets, village roads... it is easy to see images of improper standards that should not be there. Even in many provincial agencies and units, the hanging of the Party flag does not follow the size and symbol guidelines of the Party flag of Vietnam...
The Hammer and Sickle symbol was the wrong size at a convention held in July 2023.
Mr. Tran Sy Thoai, a 64-year Party member in Tan Loc commune (Loc Ha) shared: "Hanging the Party flag seems like a small thing but it is not small at all, because it shows respect for one's Party organization. On the upcoming National Day, September 2, the Party flag and the national flag will be hung solemnly by many agencies, units and families. Hopefully, when the Central Committee has specific regulations and instructions, each individual and collective will be more aware and responsible to follow the regulations, contributing to educating the proud tradition of our Party, so that each person can better understand the meaning of the flag's colors and symbols on the flag."
The Hammer and Sickle symbol in a hall is completely different from the image of the flag symbol of the Communist Party of Vietnam.
The Party flag is a sacred and noble symbol of the Communist Party of Vietnam. Agencies, units, especially leaders, need to be more responsible and take this matter more seriously. From there, strictly implement the regulations and instructions of the Central and the province on hanging and using the Party flag.
Relevant authorities also need to thoroughly understand and have more drastic solutions, boldly punish cases of violating regulations; remind and thoroughly educate advertising and printing units of Party flags about the specifications and sizes of Party flags...
It is known that in the fourth quarter of 2023, the Provincial Party Committee's Propaganda Department will coordinate with agencies and units to inspect and urge the implementation of Regulation No. 99-QD/TW of the Secretariat and Instruction No. 105-HD/BTGTW of the Central Propaganda Department. The implementation of this content is considered one of the criteria for evaluating emulation and reward work for localities and units in the field of propaganda in 2023.
