The "death" trips on the border

In the early morning of May 9, 2024, when everything was still immersed in the morning mist around the Cau Treo international border gate, in Ha Trai village, Son Kim 1 commune, Huong Son district (Ha Tinh), hundreds of anti-drug officers and soldiers from the police, border guards, and Ha Tinh Customs forces followed their assigned positions, quietly intercepting and arresting drug traffickers.

From the reconnaissance work on the border, by special professional measures through the implementation of the plan to fight the special project many months before, signs of a large drug trafficking and transportation ring from Laos across the Ha Tinh border were discovered. The subjects in the ring, including both Lao and Vietnamese, were closely linked, operating cunningly and sophisticatedly, so they coordinated to establish a special project to fight and eradicate it.

Subjects and evidence in the case of transporting 30 heroin cakes, 41 kg of drugs and 45,000 synthetic drug pills across the border.

After many hours of patient waiting, at around 9am, the task force discovered suspicious signs when a car with a Lao license plate was doing immigration procedures at the Cau Treo international border gate. The task force skillfully coordinated with the working group on duty at the border gate area, conducted an administrative inspection and discovered 30 rectangular cakes hidden under the reinforced chassis of the car. Upon inspection, the authorities discovered 45,000 synthetic drug pills, 30 heroin cakes, 21 kg of ketamine and 20 kg of crystal meth.

Immediately, two subjects traveling in the car, Xeng (born in 1988) and Sisavanh Yongyaerlor (born in 1988), both residing in Kham Cot district, Bo-ly-kham-xay province (Laos) were detained to serve the investigation. These two subjects confessed that the entire amount of goods were drugs hired by a Laotian named Vang Pao Vang (born in 1987, residing in Nam Thi village, Kham Cot district, Bo-ly-kham-xay province) to transport from Laos to Vietnam for a fee of 28,000 USD. While doing procedures at the Cau Treo international border gate, they were discovered and arrested.

The arrest of two Laotians and the above-mentioned "huge" amount of drugs was not accidental, but the result of a long-term, persistent struggle by the Vietnamese anti-drug force in an effort to prevent white goods from flooding into the country over the past years, especially in the first half of this year. Through the work of grasping the situation, the anti-drug reconnaissance force of the border guards discovered a number of drug lines in the provinces of Laos bordering Vietnam such as Phong-sa-ly, Bo-likham-xay, Hua-phan, and Savan-na-khet that still existed and were operating secretly.

These lines showed signs of being very active in early 2024, colluding with domestic drug lines, transporting large quantities of drugs from Laos to Vietnam for consumption or to third countries. The leaders are very young "bosses" and "bosses" so their activities are very reckless, with the amount of white goods transported reaching hundreds of kilograms.

The subject and 100 kg of drugs were arrested in Quang Tri.

In the past, drug criminals often transported drugs in small quantities, through forests, across streams, and mainly gathered and transported through small roads. Now, they transport them in extremely large quantities and in groups, directly carried out by Lao people. To prevent the white death from flooding into Vietnam, from the beginning of the year, the anti-drug forces of the Police, Border Guard and Customs of Vietnam have cooperated with the functional agencies of Laos, in which the main force is the Border Guard's special forces, to develop a plan to coordinate with the border provinces of Vietnam - Laos to establish special projects to fight, eradicate, and determined to hunt and prevent "white wolves" right at the border so that drugs do not have the opportunity to be smuggled into the country.

The law of change

In February 2024, a large drug trafficking and transportation ring from Laos across the Ha Tinh border, consisting of both Lao and Vietnamese people, was discovered to be very closely linked, operating cunningly and sophisticatedly, so a special case was established. After more than 2 months of persistently following clues and traces of the subject, in early April, a source said that the subjects in the ring had prepared a huge shipment to transport to Vietnam, so the special case team decided to spread a net to intercept and arrest them right at the Cau Treo border gate area.

At around 11:30 a.m. the same day, when the car with Lao license plate UN 2224 was moving to Km85 of National Highway 8A in Ha Trai village, Son Kim 1 commune, Huong Son district, the authorities arrested it. After checking and searching the vehicle, the authorities seized 44 heroin cakes, 60,000 pink pills, 10 kg of crystal meth, and 10 kg of Ketamine hidden under the floor of the car.

Of the four people in the car, the authorities identified two people transporting drugs as Keo Song (born in 1999) and Yia Song (born in 1993); the remaining two people were Yia Song's wife and daughter, Bria Vang and Ty, all from Thoong Pe village, Kham Cot district, Bo-ly-kham-xay province (Laos). Yia Song confessed that the above drugs were hired by a subject to be transported from Kham Cot district to Vinh city (Nghe An) for a person of unknown origin for a fee of 12,000 USD.

Drugs were cleverly hidden under the car floor and in the doors.

Statistics show that in April and the first half of May 2024 alone, the authorities at Cau Treo international border gate discovered and arrested 5 cases involving 16 subjects illegally transporting drugs, with evidence amounting to hundreds of heroin cakes and hundreds of kilograms of drugs. For example, implementing the fight plan, at 10:00 a.m. on May 6, at Cau Treo border gate, the authorities caught 6 Lao nationals (3 men, 3 women) illegally transporting 121 kg of synthetic drugs from Laos to Vietnam in a car with a Lao license plate.

Then, at around 3:30 p.m. on May 7, at the Cau Treo international border gate, the authorities inspected a passenger car with a Lao license plate and discovered that Le Quyen Anh (born in 2000) and Tran Thanh Lam (born in 1995), both residing in Nghi Loc district (Nghe An), were hiding 12,000 synthetic drug pills under the car seat, so they arrested them. At the authorities, the subjects confessed that they had gone to Vientiane (Laos) together to buy the above drugs and then transported them to Vietnam for consumption.

The situation of drug crimes across the Vietnam - Laos border remains complicated.

Previously, in an effort to prevent drug smuggling across the Vietnam - Laos border, at the Lao Bao international border gate (Quang Tri), the authorities made an outstanding achievement when they discovered and eliminated a huge drug ring. At 5:30 p.m. on March 30, 2024, at Km73+200 National Highway 9, in Lang Vay area, Tan Long commune, Huong Hoa district (Quang Tri), the Central Drug and Crime Prevention Task Force, Border Guard, Customs force and Quang Tri Provincial Police discovered and arrested 5 subjects for illegally transporting drugs.

The suspects are identified as: Tik Xay Ya Sa Ne (born in 1997), Lem Bi King Van Nou Vong (born in 1999), Seng Phet Keo Se Van (born in 1998), Si Sa Mout Si Som Boun (born in 1998) and Seng Phet Keo Nou Vong (born in 1988), all residing in Bolikhamxay province (Laos). The seized evidence includes 100 kg of crystal methamphetamine and a Toyota car with Lao license plate 6689.

Through investigation, the subjects confessed that the above drugs were hired by a Lao man residing in Vientiane to be transported into Vietnam to be delivered to a Vietnamese subject in Dong Ha City (Quang Tri), with a transportation fee of 30 million Lao Kip. Expanding the investigation, the authorities arrested 4 more female subjects hiding in Khe Sanh town, Huong Hoa district.

Many drug traffickers and transporters were arrested.

According to the assessment of the authorities, the buying, selling and transporting of drugs by criminals across the Vietnam - Laos border area is increasing with open and reckless methods and tricks. The business rules of transnational drug rings today are also different when carried out in large quantities, unlimited in quantity, quality, and full of types such as heroin, pink pills, or crystal meth... with an increasing tendency of complexity. Therefore, in the coming time, the authorities will continue to strengthen professional measures to prevent drugs right at the border.
