In recent years, the work of war invalids, martyrs, people with meritorious services and the movement "Repaying gratitude" has been focused on by the Provincial Party Committee, People's Council, People's Committee, all levels, sectors and organizations of the province, invested resources to implement and has achieved many important results, contributing to the socio-economic development of the province.
Over 80 years old, war invalid Nguyen Xuan Huong in Phu An village, Khanh Phu commune (Yen Khanh) is still quite agile. Visiting his family on the occasion of the War Invalids and Martyrs Day, July 27, Mr. Huong shared his joy with us when he and his wife were able to live in a new house full of affection. Mr. Huong said: This spacious house was inaugurated on July 27 last year. This is a special gift from the Steering Committee for coordinating mass mobilization activities to build and protect the Fatherland in Yen Khanh district and the Provincial Investment and Development Fund with a support of 70 million VND. At my age, my health is poor due to disability and illness, so living in a beautiful house like this, for me, is the sweetest and happiest dream.
In particular, along with the increase in basic salary, on July 1, 2024, the Government issued Decree No. 77/2024/NDCP on increasing the standard level of preferential allowance for meritorious people from VND 2,055 million to VND 2,789 million. Receiving this joy, the family of war invalid Nguyen Xuan Huong was very excited. "Leaving the battlefield and returning to their homeland with disabilities, many families of policy beneficiaries and meritorious people still face difficulties. Many people are often sick and have to worry about additional costs for medicine and treatment. Therefore, the increased monthly allowance contributes to partly supporting the settlement of living expenses, further improving the quality of life for meritorious people. More importantly, it is a source of spiritual encouragement for me and many meritorious people to have more health and joy in life" - Mr. Huong excitedly said.
According to information from the Ministry of Labor, War Invalids and Social Affairs, this is the highest increase in the adjustment of the preferential allowance standards for people with revolutionary contributions in the past 20 years. This demonstrates the special treatment of the Party and State to better care for people with revolutionary contributions and contribute to ensuring social security.
During the resistance wars of the nation, our province had over 235 thousand cadres and soldiers participating in the battles and serving in the battles on all fronts. Through the battles, over 16,900 heroic and outstanding children sacrificed their lives and were recognized as martyrs; 1,275 mothers were awarded or posthumously awarded the title of Heroic Vietnamese Mother; over 13,000 wounded soldiers left part of their blood and bones on the battlefield; over 8,000 people were sick soldiers; over 8,900 resistance fighters and their children were infected with toxic chemicals and suffered from diseases for the rest of their lives...
In recent years, with the support of the Party and State's policies, our province has also issued many resolutions, programs, plans, and documents guiding thematic guidance on the work of people with meritorious services or integrated with socio-economic plans and programs. Notably, Resolution No. 03-NQ/BCSĐ dated January 8, 2019 of the Party Committee of the Provincial People's Committee on innovation, strengthening leadership and direction for the work of people with meritorious services and sustainable poverty reduction in the province; Resolution of the Provincial People's Council on promulgating a policy to support concentrated health care for people with meritorious services to the revolution and relatives of martyrs in the province and especially Resolution No. 23/2020/NQ-HDND dated May 27, 2020 of the Provincial People's Council on policies to support poor households with members who have meritorious services to the revolution in the province, with a support level of 1.6 million - 2.1 million VND/person/month. This is a humane policy, unique to Ninh Binh province for people with meritorious services.
Up to now, the policies are still being fully and promptly implemented, contributing significantly to improving and enhancing the quality of life for people with meritorious services. In 2023, our province has 347 poor households with 521 people (accounting for 3.96%) whose members are people with meritorious services to the revolution, supported with a total amount of over 7.84 billion VND according to Resolution No. 23/NQ-HDND dated May 27, 2020 of the Provincial People's Council with a support level of 1.6 million to 2.1 million VND/person/month. Up to now, 100% of poor households with members who are people with meritorious services to the revolution have escaped poverty.
In addition to managing and implementing preferential regimes according to State regulations, many other policies have also been implemented by Party committees and authorities from the province to the grassroots level, such as: Tax exemption and reduction policies, priority in land and water surface allocation, loans for production development, priority and facilitation for children of meritorious people in education, training, vocational training, employment... Particularly, vocational training and job creation for children of martyrs, wounded and seriously ill soldiers according to Directive No. 31/CT-TTg dated November 28, 2012 of the Prime Minister, from 2012 to present, training has been provided for over 230 people, after vocational training, job placement has reached over 80%.
In particular, the "Repaying gratitude" movement has spread widely, thereby creating great resources to carry out typical activities such as: Taking care of wounded soldiers, martyrs' families, vocational training, job creation; welcoming seriously wounded soldiers to recuperate at home; building and repairing gratitude houses, giving savings books, gratitude household appliances; gratitude gardens, gratitude fish ponds... Implementing Decision No. 22/2013/QD-TTg of the Prime Minister on supporting people with meritorious services to the revolution in housing, in 2014, the Provincial People's Committee issued Decision No. 53/QD-UBND dated January 21, 2014 approving the Project to support people with meritorious services to the revolution in housing in the province, up to now, housing support has been provided to 2,096 households with a total cost of 62.3 billion VND (of which 15.4 billion VND is taken from the "Repaying gratitude, social security" Fund of the province).
In addition, from socialized sources, our province has built and repaired hundreds of houses of gratitude, and given gold savings books of gratitude to people with meritorious services. Every year, on holidays and Tet, from the province to the grassroots, the practice of visiting and giving gifts to people with meritorious services to the revolution and families of martyrs is maintained well.
In 2023, our province visited and presented gifts to people with revolutionary contributions on the occasion of holidays and Tet with 172.8 thousand gifts worth over 50.1 billion VND to policy households and people with revolutionary contributions, of which: On the occasion of the Lunar New Year of Quy Mao, the whole province received and presented over 77.4 thousand gifts, worth over 24.6 billion VND; on the occasion of the 76th anniversary of War Invalids and Martyrs Day, over 95.3 thousand gifts were received and presented, worth over 25.4 billion VND; on the occasion of the 78th anniversary of National Day September 2, 46 gifts were presented, worth 70 million VND.
Also in 2023, mobilize units and philanthropists to support the construction of new gratitude houses for 11 policy households with an amount of over 1,021 billion VND; mobilize a number of hospitals such as Military Hospital 5, Provincial General Hospital, Provincial Obstetrics and Pediatrics Hospital to organize medical examinations and provide free medicine worth hundreds of millions of VND for more than 900 meritorious people in Nho Quan, Gia Vien and Hoa Lu districts.
Our province has also promptly assigned agencies and units in the province to take care of the Vietnamese Heroic Mothers. Currently, 100% of the Vietnamese Heroic Mothers still living in the province are being taken care of by agencies and units until the end of their lives. In particular, our province has mobilized and contributed to the construction of the "Repaying gratitude and social security" Fund at all levels, reaching tens of billions of VND. The use of the Fund at all levels is guaranteed to be for the right purpose and in accordance with regulations, mainly for subsidizing hardship, supporting the construction and repair of houses for policy beneficiaries; building and renovating martyrs' cemeteries, houses with martyrs' names...
Mr. Duong Viet Yen, Deputy Director of the Department of Labor, War Invalids and Social Affairs, said: In the coming time, the Department of Labor, War Invalids and Social Affairs will proactively advise and organize the implementation of the work of war invalids, martyrs, people with meritorious services and the "Repaying gratitude" movement in the province; coordinate with localities and units to regularly propagate and disseminate the Party and State's policies and guidelines for people with meritorious services. Thereby mobilizing and promoting the strength of the entire political system and the whole society to implement the "Repaying gratitude" movement, taking care of the material and spiritual life of people with meritorious services; organizing the payment of subsidies, allowances and implementing other preferential policies for people with meritorious services to ensure that they are correct, sufficient and timely; maintaining 100% of policy households with a living standard higher than or equal to the average living standard of local residents...
