The planned airport area is located entirely on a mountainous area, with an expected area of about 350 hectares. The planned capacity by 2030 is expected to be about 1.0 million passengers/year.
On November 29, Kon Tum Department of Transport said that the Ministry of Transport has submitted to the Government a document approving the Project to study the possibility of establishing Mang Den Airport.
Mang Den Airport is centrally located, connecting with airports in neighboring provinces.
Accordingly, the proposed airport location is in Mang Den town, Kon Plong district, Kon Tum province, about 45km northeast of Kon Tum city center, about 73km northeast of Pleiku airport, about 105km northwest of Phu Cat airport, and about 93km southwest of Chu Lai airport.
The planned airport area is located entirely on mountainous areas.
The planned area is about 350ha. The planned capacity by 2030 is about 1.0 million passengers/year (oriented to renovate the chain to exploit beyond capacity for the period after 2030); airport level 4C (according to the classification of the International Civil Aviation Organization - ICAO).
The preliminary total investment for the construction of Mang Den Airport in the first phase is approximately 5 trillion VND. The expected investment capital mobilized from the state budget for site clearance is approximately 327 billion VND (accounting for 6.6%); the capital of the investor implementing the project under the public-private partnership (PPP) method is approximately 4,605 billion VND (accounting for approximately 93.4%). The expected payback period is approximately 48.4 years.
The report of the Ministry of Transport clearly stated that the Kon Tum Provincial People's Committee's organization of the Project to study the possibility of establishing Mang Den Airport is consistent with the orientation in the National Sectoral Planning, Provincial Planning, and Functional Area Construction Planning (General Planning for the Construction of Mang Den Tourist Area) approved by the Prime Minister.
The establishment of Mang Den Airport with the main objective of serving the development orientation of Mang Den Tourist Area; plays an important role in promoting the socio-economic development of the region and locality, especially the tourism and service sectors; in line with the orientation in Decision No. 648/QD-TTg which is "assessing the possibility of planning to become an airport for a number of locations with potential for tourism and service development".
With the demand for air transport determined to mainly arise from tourists traveling to/from Mang Den Tourist Area, according to the assessment of the agency planning the airport system (Civil Aviation Administration of Vietnam), the method, analysis method and forecast data in the Project are well-founded. Thus, if Mang Den Tourist Area is invested in construction and development in accordance with the planning and plan to create a complete ecosystem of tourism products, the demand for air transport can reach the expected capacity of about 1.0 million passengers/year.
The Ministry of Transport agrees with the assessment of the socio-economic development needs, the role of ensuring national defense - security, and emergency relief according to the analysis in the Project; consistent with the direction in Decision No. 648/QD-TTg to "assess the possibility of planning to become an airport for a number of important locations in terms of national defense, security, and emergency relief".
During the process of developing the Project, specialized agencies of the Ministry of Transport coordinated and supported the Kon Tum Provincial People's Committee and provided advice on research contents on natural and technical conditions (such as evaluating proposed locations, expected planning configurations, organizing airspace, building flight methods, etc.).
The preliminary assessment results of natural conditions show that the establishment of an airport at the proposed research location is feasible. The content and results of the study are based on survey data provided by the consultant, so they are only preliminary assessments (Kon Tum Provincial People's Committee and the consultant are responsible for the accuracy of the information and data provided); therefore, in the next steps, it is necessary to continue surveying and supplementing data to be able to more thoroughly assess the impact of earthquakes on airport infrastructure; visibility conditions for aircraft take-off and landing operations; airspace organization, flight methods and other technical factors as required to provide appropriate technical solutions, of economic and technical nature, ensuring absolute security and safety in aviation operations.
Previously, Mr. Le Ngoc Tuan, Chairman of Kon Tum Provincial People's Committee, directed relevant units to complete the Project to study the possibility of establishing Mang Den Airport. The Provincial People's Committee has submitted the proposal of Kon Tum Provincial People's Committee to the Ministry of Transport for consideration.
Kon Tum province recommends that the Ministry of Transport pay attention to submitting to the Prime Minister for approval soon, as a basis for investment in completing the infrastructure system, developing Kon Tum quickly and sustainably in accordance with the direction of the Prime Minister.
"Mang Den Airport is an important driving force project, playing a very important role in promoting the socio-economic development of the province; connecting Kon Tum province and other provinces in the region with the centers and key economic regions of the country as well as countries in the region and the world; contributing to ensuring national defense and security in patrolling and controlling border areas; serving rescue work; and at the same time, it is an important driving force project of Kon Tum province that needs investment", said Mr. Le Ngoc Tuan.
