Need a specialized legal framework for teachers

In the Draft Law on Teachers submitted to the Government, the policy on salary and benefits for teachers is one of the four basic policies mentioned. This policy aims to concretize the Party's policy in Resolution No. 29-NQ/TW "teachers' salaries are given the highest priority in the salary scale according to job position, title and leadership position according to Government regulations".

More motivation for teachers to work with peace of mind

In fact, teachers are paid much lower than the average salary of many other professions in our country. This is also considered a reason why many teachers have quit their jobs and changed jobs recently.

According to statistics from the Ministry of Education and Training, from August 2023 to April 2024, 7,215 teachers quit or changed jobs. Although the number of teachers quitting or changing jobs in the 2023-2024 school year decreased by about 2,000 compared to the same period last year (in the 2022-2023 school year, 9,295 teachers quit or changed jobs), it is still high.

Of the 7,215 teachers who quit their jobs, the number of teachers who quit their jobs at preschool level accounted for a high proportion (1,600 preschool teachers) and decreased gradually from low to high levels of education. According to the Ministry of Education and Training, teachers who quit their jobs were mainly concentrated in economically and socially developed regions, where teachers have many options to change careers with higher incomes.

Therefore, the salary policy in the Draft Law on Teachers is expected to help teachers feel secure in their work, contribute and develop their careers; attract, employ and give preferential treatment to talented people to become teachers; attract teachers to work and work long-term in the education sector, especially in disadvantaged areas...

With more than 10 years of teaching experience and belonging to the young generation of teachers, Mr. Nguyen Van Quang (35 years old), working at a high school in Quynh Phu district (Thai Binh province) , frankly admitted that salary is one of the key factors influencing his decision to stick with his profession.

"Like me, although I have worked in the industry for more than 10 years, my monthly salary is only enough to cover my living expenses in the countryside. In addition to class time, many other teachers can teach outside, but for a geography teacher like me, that is very difficult. Therefore, I myself have to take on extra work to earn more income.

In fact, the story of teachers' salaries has been mentioned many times. Every time we read the information, we are happy and hopeful. We hope that the Draft Law on Teachers, if passed, will completely resolve the issue of teachers' salaries," said Mr. Quang.

Sharing the same view, Ms. Nguyen Thi Quang, a teacher at Chieng Son Primary School (Moc Chau, Son La province) expressed that with the current salary, the teaching staff is not enough to cover their living expenses, especially those who have just graduated from school. From the above reality, Ms. Quang hopes that the Draft Law on Teachers will have policies and incentives to adjust the income of the teaching staff.

Propose the highest level of preferential allowances according to profession

Regarding the salary policy for teachers, the Draft Law on Teachers stipulates that the salary policy for teachers includes salary, allowances and other benefits (if any). Teachers' salaries are given the highest priority compared to the administrative career salary scale system.

Salaries and salary policies of teachers working at private educational institutions, non-public educational institutions and public educational institutions with autonomy in regular expenditures, autonomy in regular expenditures and investment expenditures are not less than the salaries and salary policies of teachers with the same training level, seniority and title in public educational institutions receiving salaries from the state budget and are not lower than the regional minimum wage as prescribed by the Government.

Teachers working in sectors and fields with special policies are entitled to enjoy those special policies if they meet the provisions of the policy. Teachers working in sectors and fields with policies that overlap with the policies for teachers but at a higher level are entitled to enjoy the highest level of policy.

Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) , said that salary policy is one of the four basic policies of the Draft Law on Teachers, including: Identification of teachers; standards and titles of teachers; recruitment, use and working regime of teachers; training, fostering, treatment and honoring of teachers; state management of teachers.

In particular, the Draft Law on Teachers stipulates that teachers are ranked with the highest salary in the administrative career salary scale system, ensuring equality between public and non-public teachers.

Regarding the concerns of many teachers about whether the new salary level (as proposed) is lower than the current salary level, Mr. Vu Minh Duc said that according to the new salary construction rules, the basic salary accounts for 70%, the preferential allowance accounts for 30%. The Education sector alone will enjoy the highest level of preferential allowance according to the profession.

"According to regulations, the new salary is not lower than the old salary. In case it is lower, teachers will be able to keep the old salary," Mr. Duc emphasized.

The Director of the Department of Teachers and Educational Managers added that the draft Law also proposes sanctions to ensure that the salaries and salary policies of teachers working at non-public, private, and autonomous educational institutions must be no less than those of teachers with the same training level, seniority, and title in public educational institutions receiving salaries from the State budget.
