Need special mechanism to build Tran De port

According to the Master Plan for the development of Vietnam's seaport system for the period 2021-2030, with a vision to 2050 approved by the Prime Minister, Soc Trang seaport is classified as a type III seaport, belonging to group 5 seaports, with the potential to become a special seaport when forming a gateway port for the Mekong Delta region at Tran De.

Prime Minister Pham Minh Chinh and the Government delegation and leaders of Soc Trang province surveyed the Tran De estuary area at the end of April 2022.

On July 24, 2023, the Prime Minister signed Decision No. 886/QD-TTg approving the plan, policies, solutions and resources to implement the Master Plan for the development of Vietnam's seaport system for the 2021-2030 period, with a vision to 2050.

In particular, one of the tasks of developing maritime infrastructure is to call for investment in Tran De port area, the initial phase with capital demand of up to 50,000 billion VND.

At the conference "Approval of the pre-feasibility study report on investment in the construction of Tran De port in Soc Trang seaport (mid-term)" recently held in Soc Trang province, a representative of Maritime Traffic Construction Consulting Joint Stock Company (CMB) said that when Tran De port is built, an attractive area directly to the port will be formed with 8 localities, including: Tra Vinh, An Giang, Kien Giang, Can Tho, Hau Giang, Soc Trang, Bac Lieu and Ca Mau.

By 2030, the total volume of goods transported to seaport group No. 4 as well as exported directly through ports in the Mekong Delta (seaport group No. 5) will reach about 42 million tons.

With this volume of goods, the attractive area of ​​Tran De port can meet about 75%, which will reach about 31.5 million tons.

In the start-up phase (from 2024-2028), the investment scale of Tran De port includes an offshore wharf area of ​​about 81.6 hectares, a 17.8km long sea-crossing bridge with two lanes, a port area of ​​about 77.5 hectares, capable of receiving 100,000-ton ships.

In addition, there is a 4.4km long navigation channel for turning ships and two buoy berths for bulk cargo ships up to 160,000 tons.

In addition, the onshore logistics service area is planned to have an investment scale of more than 4,000 hectares. Of which, the investment start-up phase has a scale of about 1,000 hectares; The connecting road after the port is 6.3 km long, connecting to the Chau Doc - Can Tho - Soc Trang expressway.

To attract investors to Tran De seaport, Mr. Tran Van Lau, Chairman of Soc Trang Provincial People's Committee, proposed that there should be preferential investment policies, tax incentives... to increase the attractiveness of the project.

Requiring the consulting unit to prepare a pre-feasibility report, it is necessary to focus on clarifying the necessity, role, and special significance of Tran De port. Mr. Lau also said that when the port is built along with other transport infrastructure projects, localities in the area will form service areas and clusters. Thereby, each locality will create jobs, stabilize people's lives, and reduce pressure on the Ho Chi Minh City area.

"Currently, the province is waiting for approval of the land and water planning for Tran De seaport. After the planning is available, the province will call for investors," Mr. Lau added.

At the workshop "Tran De Seaport Development Planning" held in Soc Trang province in August 2023, many experts said that without Tran De port, it would be difficult for the Mekong Delta to make a breakthrough.

Mr. Le Tan Dat, Deputy General Director of Maritime Construction Consulting Joint Stock Company, said that the location of Tran De port is at the mouth of Hau River and the Mekong River waterway, which will attract transit goods from Cambodia (Mekong River waterway); Combined with the transit of imported coal for the Mekong Delta power centers, initially serving Long Phu and Song Hau power centers.

"The construction of Tran De port has the advantage of being convenient in exploiting and unloading goods compared to the offshore areas of Duyen Hai and Go Gia (transit area, buoy wharf).

Especially near the power centers of the Mekong Delta region, such as Long Phu, Song Hau (about 160km shorter than Go Gia), convenient for transporting and exploiting goods," Mr. Dat emphasized.

According to the pre-feasibility study report (first mid-term report) expected in March 2024, the pre-feasibility study report on investment in construction of Tran De port will be reported to the People's Committee of Soc Trang province for consideration and submission to competent authorities.

According to the master plan of Tran De seaport, the onshore logistics service area has an area of ​​over 4,000 hectares and the offshore port area has an area of ​​over 3,281 hectares (including the port planning area of ​​over 417 hectares; Breakwater area of ​​nearly 43 hectares; Oversea bridge of over 53 hectares; Water area in front of the wharf of over 102 hectares; Pilot pick-up and drop-off area of ​​over 2,424 hectares...).

Tran De Seaport is divided into 6 investment phases, including the start-up phase from 2024-2028; Phase 1 from 2029-2030; Phase 2 from 2031-2035; Phase 3 from 2036-2040; Phase 4 from 2041-2045 and Phase 5 (completion phase) from 2046-2050.

Total investment is expected to be about 162,700 billion VND (of which, the start-up phase is about 44,696 billion VND).
