Ban teachers from teaching online?

Many teachers, parents, and students are accused of collecting fees for online tutoring services, violating the regulations of Circular 29/2024 of the Ministry of Education and Training.


Schools across the country have stopped tutoring activities according to Circular 29/2024 and many extracurricular tutoring facilities are also urgently completing the necessary business registration procedures to continue operating.

Ban teachers from teaching online?

In Circular 29/2024, the Ministry of Education and Training clearly states the concept of "extra teaching and learning is an additional teaching and learning activity outside the time specified in the education plan for subjects and educational activities in the general education program, continuing education program at lower secondary level, continuing education program at upper secondary level issued by the Minister of Education and Training".

The Circular does not mention which form of online tutoring is included. However, whether teaching in person or online, it is considered tutoring and must comply with regulations.

According to Article 4, Circular 29/2024, teachers who are teaching at schools can participate in extra classes outside of school, but are not allowed to teach extra classes for money to students who are teaching regular classes at school. In addition, teachers on the payroll are not allowed to organize businesses.

Therefore, teachers are only allowed to teach at licensed facilities and are not allowed to manage or organize extra teaching and learning outside of school. In addition, whether teaching directly or online, teachers are not allowed to organize extra teaching for primary school students, except in cases of training in arts, sports, and life skills.

In case teachers violate regulations on extra teaching and learning, depending on the nature and severity of the violation, they will be handled according to the provisions of law.

Responsibilities of the tutor

Article 14, Circular 29/2024 clearly stipulates the responsibilities of teachers when participating in extra teaching activities as follows:

  • Implement the regulations on extra teaching and learning in this Circular and other relevant legal regulations.
  • Manage and ensure the quality of extra teaching and learning and the rights of students and tutors; manage and use extra-learning money according to regulations.
  • Manage and keep records of extra teaching and learning organizations according to regulations.
  • Report and explain the implementation of the provisions of this Circular and relevant legal provisions to competent authorities when requested.
  • Receive and handle opinions, recommendations and wishes of students and parents about extra teaching and learning before and during the implementation process.

Along with that, the Circular increases the management responsibility of the Principal with teachers when they participate in extra-curricular teaching. Specifically, teachers when teaching extra-curricular teaching must report to the Principal about the subject, location, form, and time of participation in extra-curricular teaching.
