Institutional reform with appropriate regulations is considered an important solution to promote the fight against waste and practice effective thrift.
Practicing thrift and fighting waste is a major policy of the Party, however this is a broad and very difficult field, so what is the solution to practicing against waste?
Sharing his views on this issue, on the sidelines of the Forum "Ministry of Industry and Trade: Combating waste, unleashing development resources", held on the morning of December 23, Dr. Phan Duc Hieu - Standing Member of the National Assembly's Economic Committee, said that, first of all, it must be emphasized why combating waste is important in socio-economic development.
“ Let’s imagine, if we can prevent or reduce waste, we will gain resources from the savings caused by waste. Those savings may be small, but they are all resources to reinvest in other activities, ” said Dr. Phan Duc Hieu.

Furthermore, preventing waste behind that is to increase the opportunities, value and efficiency of socio-economic activities. For example, projects with the right purpose, right meaning, right function and meeting the right requirements that are deployed early will save resources. “ The 500kV transmission line put into operation earlier has brought great benefits in terms of both economy and opportunities for production and business development. This is a prominent mark of the Industry and Trade sector not only in expertise but also in waste prevention work ”, Dr. Phan Duc Hieu gave an example. At the same time, he added that a factory, if put into operation early, immediately creates products, economic value and jobs for workers.
Thus, it can be seen that the role of waste prevention not only saves resources from waste prevention but also increases and enhances opportunities to create production and business efficiency, contributing greatly to socio-economic growth.
Returning to the solution to increase the effectiveness of anti-waste and thrift work, Dr. Phan Duc Hieu emphasized that the Party has oriented the solutions. However, at this time, the quality of institutions and legal regulations is the most important because all economic and social activities and behaviors are subject to the law. Poor quality laws will increase waste and lose business opportunities, so it is still necessary to improve the quality of regulations.
So how to improve? The policy has been set by the Party, but Dr. Phan Duc Hieu said that is not enough. Regulations themselves can create fees and charges, so there needs to be specific levels to cut compliance costs, or the investment fund limit is too high, causing "stiffness" in the cash flow of businesses.
Along with that, unclear regulations cause businesses to lose business opportunities. For example, general regulations, assessing the project's suitability with planning but not clearly stating which planning and what is suitable, lead to a prolonged project settlement process, losing business opportunities.
" Thus, the key solution to effectively combat waste and practice thrift is still institutional reform and focusing more on cutting administrative procedures and unreasonable regulations that excessively increase the cost burden on businesses and the time to implement socio-economic activities," Dr. Phan Duc Hieu once again emphasized.
