Conditions and forms of incentives for staff
The Decree stipulates that the policy to encourage dynamic and creative cadres is applied when the proposed content of innovation and creativity must meet the following conditions: Being able to remove and resolve bottlenecks and bottlenecks in mechanisms and policies that have not been stipulated in legal documents of the Government, the Prime Minister, ministries, ministerial-level agencies, localities and effectively solving the proposed problem. For the common good, bringing practical value and efficiency, creating changes, contributing positively to the common development of the country, localities, agencies and units. Originating from urgent requirements and demands of practice; not affecting national defense, security, social order and safety; not affecting the development of other localities, agencies and units. Promoting decentralization and delegation of power in state management, reforming administrative procedures, applying information technology.
The Decree clearly states that cadres proposing innovation and creativity, individuals and organizations implementing innovation and creativity proposals, agencies and heads of agencies employing cadres in the above cases are encouraged in the following forms according to the provisions of relevant laws:
Commend and praise before the collective agency or unit; be rewarded according to the provisions of the law on emulation and commendation for proposals that are assessed as completed.
Used as a basis for assessment before classification, appointment, re-appointment, planning, transfer, rotation in the direction of prioritizing the arrangement and use of cadres with innovative thinking, creative working methods, and high efficiency.
Be assessed as having excellent achievements in public service activities to be considered for promotion to civil servant rank; be considered for salary increase 12 months ahead of schedule according to the provisions of law for innovative and creative proposals that are assessed as completed.
Be motivated and encouraged in other forms in accordance with Party regulations and State laws.

Conditions and measures to protect staff
At the same time, the Decree also stipulates measures to protect dynamic and creative cadres when one of the following cases occurs: Implementing innovative and creative proposals that are assessed by the agency employing the cadres as completed according to regulations. Implementing innovative and creative proposals that do not complete or only partially complete the set goals, causing damage but are considered and assessed by the agency employing the cadres as having been implemented in accordance with the policy, with pure motives, for the common good.
Regarding protection measures, the Decree stipulates that cadres who implement innovation and creativity proposals in cases where the agency employing the cadres assesses that the innovation and creativity has been completed according to regulations shall not be held responsible according to relevant laws. Cadres who implement innovation and creativity proposals but do not complete or only partially complete the set goals but are considered and assessed by the agency employing the cadres to have implemented them in accordance with the policy, have pure motives, and are for the common good shall be exempted from responsibility according to relevant laws.
The Decree takes effect from September 29.
