Security forces tightened at the headquarters of the People's Court of Thai Binh province to check people attending the trial of defendant Luu Binh Nhuong and his accomplices for the crimes of Extortion and Abuse of position and power to influence others for personal gain.

At 7:20 a.m., the authorities brought defendant Luu Binh Nhuong and his accomplices to court.

Previously, the People's Procuracy of Thai Binh province prosecuted Mr. Luu Binh Nhuong for the crimes of Extortion of property and Abusing position and power to influence others for personal gain.

In relation to the case, the People's Procuracy also prosecuted the defendants Pham Minh Cuong (freelance worker), Vu Dang Phuong (freelance worker) for the crime of Extortion of property; Nguyen Van Vuong (formerly a specialist in the Legal Department - Office of the President, was forced to resign), Le Thanh Van (before being arrested, he was a Standing Member of the National Assembly's Finance and Budget Committee, a National Assembly Delegate of the 15th term - was dismissed from the National Assembly Delegate position) for the crime of Abusing position and power to influence others for personal gain.

According to the accusation, from May 2016 to 2021, Mr. Luu Binh Nhuong was a National Assembly Delegate of the 14th term, 2016-2021, belonging to the National Assembly delegation of Ben Tre province. From July 2018 to November 2023, Mr. Nhuong held the position of Deputy Head of the People's Aspirations Committee, National Assembly Standing Committee.

In May and June 2021, defendant Pham Minh Cuong came to tell Mr. Luu Binh Nhuong that Cuong used tricks to take money from the Sao Do Company branch, and asked Mr. Nhuong to intervene to create favorable conditions for Cuong to do business.

Mr. Nhuong was sold 30 hectares of tidal flats by Cuong for about 1.2 billion VND (only 900 million VND). Mr. Nhuong then handed over this area to Cuong to manage and exploit.

To facilitate Cuong, Mr. Nhuong called the leader of Thai Binh Provincial Police to intervene.

At the same time, Mr. Nhuong also went to several other local authorities to gain influence, creating conditions for Cuong to continue extorting property.

In December 2020 and May 2021, Mr. Nhuong, as a National Assembly delegate, signed documents to the leaders of Hai Phong City People's Committee, Chief Justice, Chief Prosecutor and Director of Hai Phong City Police to intervene to resolve the case in favor of a person named Thao, benefiting from a wooden gate worth 75 million VND and a plot of land worth 160 million VND.

On March 15, 2021, Mr. Nhuong, as a National Assembly Delegate, intervened with the Government to get Manh Duc Company approved to implement the Que Vo III project in Bac Ninh province and benefited 300,000 USD.

On July 18, 2019 and October 1, 2019, Mr. Nhuong, as a National Assembly Delegate, signed two intervention documents, requesting the People's Committee of Quang Ninh province to allow Ha Long Company to continue implementing the 36-hectare project, benefiting from a plot of land in Dong Anh worth more than 1.8 billion VND and aiming to benefit from 1,000 square meters of land in this project (worth more than 1.9 billion VND).

From July to October 2023, defendant Luu Binh Nhuong (at that time, Deputy Head of the People's Petition Committee, National Assembly Standing Committee) called and signed a document to send to the leaders of Quang Ninh province to intervene so that Truong Sinh Joint Stock Company could soon be granted a license to exploit the Bac Son hill project and benefited 210 million VND.

Meanwhile, Mr. Le Thanh Van was accused of signing 4 intervention documents sent to the leaders of the Provincial Party Committee, the People's Committee of Quang Ninh province, and the Permanent Deputy Prime Minister of the Government to agree to allow Ha Long Company to continue implementing the 36-hectare project, benefiting from a plot of land in Dong Anh, Hanoi, worth more than 1.8 billion VND and benefiting from 1,000 square meters of land worth more than 1.9 billion VND.

Defendant Nguyen Van Vuong was accused of meeting Mr. Luu Binh Nhuong and Mr. Le Thanh Van to ask for intervention from the leaders of the Provincial Party Committee, the People's Committee of Quang Ninh province, and the Permanent Deputy Prime Minister of the Government so that Ha Long Company could continue to implement the 36ha project.

After receiving 3.3 billion VND from Ha Long Company and being promised 10% of the project's land area (about 15,000 m2), Vuong instructed Ha Long Company to draft a petition and urgent appeal, sending it to the Government, Quang Ninh Provincial People's Committee and Mr. Luu Binh Nhuong.

Vuong then met directly with Mr. Luu Binh Nhuong to request intervention support and gave Mr. Nhuong a 491m2 plot of land in Dong Anh district, Hanoi, worth 1.8 billion VND. At the same time, Vuong promised to give an additional 1,000m2 of land in the 36ha project after the work was resolved satisfactorily.

After two unsuccessful interventions, Mr. Nhuong introduced Vuong to Mr. Le Thanh Van, then a member of the 14th National Assembly, to ask for help. Mr. Van agreed to assist.
