(NLDO) - Nguyen Van Vuong confessed that he gave Mr. Luu Binh Nhuong and Mr. Le Thanh Van 2 plots of land in Van Noi commune (Dong Anh, Hanoi) with the desire to "invite them to live together for fun".
On the morning of January 8, the Trial Panel of the People's Court of Thai Binh province entered the second working day of the trial of defendants Luu Binh Nhuong, Le Thanh Van and their accomplices.

The panel of judges questioned the defendants and those involved in the residential service project north of the cooling canal of Quang Ninh Thermal Power Plant (36ha project).
Regarding this project, defendant Nguyen Van Vuong (former specialist of the Legal Department, Office of the President) was accused of directly meeting defendants Luu Binh Nhuong and Le Thanh Van to ask for intervention from the leaders of the Provincial Party Committee, the People's Committee of Quang Ninh province, and the Deputy Prime Minister so that Ha Long Company could continue to implement the 36-hectare project.
After receiving 3.3 billion VND from Ha Long Company (investor of the 36-hectare project in Ha Long City, Quang Ninh Province) and being promised to receive 10% of the project's land, defendant Vuong intended to profit from 13,349.78 m2, worth more than 26 billion VND.
Defendant Vuong testified in court that after being asked by the enterprise to find someone to influence the continuation of the project (the project was terminated by the People's Committee of Quang Ninh province due to slow progress), Vuong met Mr. Nhuong.
Defendant Vuong said he met Mr. Nhuong as a voter, presenting the project that Vuong had bought back, the project had a clear site but because the director was sick, the progress was delayed so the People's Committee of Quang Ninh province revoked it. Defendant Vuong asked Mr. Nhuong to influence and help transfer the petition to the authorities of Quang Ninh province. After listening to Vuong's presentation, Mr. Nhuong agreed.
Responding to the panel of judges' question about why he asked Mr. Nhuong, defendant Vuong stated that because he was familiar with Mr. Nhuong, it was convenient for him to present and entrust.
When Mr. Nhuong agreed to help, Vuong asked Ha Long Company to give him 7 billion VND, and gave him 4 billion VND in advance to make connections and influence. Vu Thanh Toan (born in 1965, residing in Gia Lam district, Hanoi, the person the business owner asked to find someone to influence) gave Vuong 3.3 billion VND. Vuong said he had written a loan note for this 3.3 billion VND.
Defendant Vuong stated that before Toan gave the money, Vuong met Mr. Nhuong and proceeded to meet with relevant departments and agencies of Quang Ninh province to promote the continued implementation of the project.
After Vuong asked Mr. Nhuong, he had 2 transfer forms of Ha Long Company's petition to relevant units of Quang Ninh province. After finishing the work, Mr. Nhuong informed Vuong by taking a photo of the transfer form and sending it via phone.
Responding to the People's Court about the defendant Vuong allowing the family members of Mr. Luu Binh Nhuong and Mr. Le Thanh Van to own 2 plots of land in Van Noi commune (Dong Anh district, Hanoi), defendant Vuong said that it was "a diplomatic quota because Mr. Nhuong and Mr. Van wanted to invite them to live together for fun".

However, defendant Vuong admitted that he only texted Mr. Nhuong about giving him land without clearly stating that it was a "diplomatic quota". Explaining this, Vuong said that due to poor eyesight, he could not type the full content.
Vuong confessed in court that when he gave Mr. Nhuong the land, he did not tell the truth that the land area was illegal, in planning, and could not be traded.
Vuong also promised to give Mr. Luu Binh Nhuong and Mr. Le Thanh Van 1,000 square meters of land each if Ha Long Company was allowed to continue implementing the 36-hectare project.
When the jury asked what Vuong based his promise to give 2,000 square meters of land in Ha Long City on, Vuong replied: "I just promised to leave it there."
Defendant Vuong further stated that when urging Mr. Nhuong to let someone have his name on the land in Dong Anh district, Mr. Nhuong transferred his daughter's identity information to Vuong to complete the procedure.
After Mr. Nhuong made a petition to the Chairman of the Quang Ninh Provincial People's Committee to allow Ha Long Company to continue implementing the project, Vuong stated that he met Mr. Nhuong and confided that he would ask Mr. Le Thanh Van for help.
The first time defendant Vuong met Mr. Van was at Mr. Nhuong's office. Here, Vuong presented the problems encountered with the project and asked Mr. Van for his help, Mr. Van agreed and guided Vuong to write a petition. After sending the petition documents to the relevant units, Mr. Van took a photo and sent it to Vuong.
Defendant Vuong stated that he had asked Mr. Van for help and did not know what to thank him for, giving him money was "not worth it to you guys", Vuong said he had land in Dong Anh district and texted Mr. Van to give him a piece of land and promised to give him 1,000 square meters in the 36-hectare project in Quang Ninh.
With the land in Dong Anh district, Mr. Van sent his son's identity information to Vuong to complete the procedures.
Before defendant Vuong's testimony in court, defendant Luu Binh Nhuong affirmed that the land plot that defendant Vuong said was "for diplomacy" in Dong Anh was incorrect. According to defendant Nhuong, defendant Nhuong himself would have to pay taxes and related fees for this land plot.
"Today I thank Mr. Vuong because he told the jury that he lied to me" - defendant Nhuong said.
Regarding the 36-hectare project, defendant Nhuong said that defendant Vuong asked him to forward the petition to the authorities and "this is also my normal responsibility" but "not enthusiastic".
Defendant Luu Binh Nhuong confirmed that he had submitted two petitions related to this project.
