Transition from 3 national target programs

In 2025, the whole province will continue to complete the targets for implementing the planning of new rural communes and advanced new rural areas in the area.

Data collected from the relevant departments and branches shows that the results of mobilizing resources to implement the 3 national target programs in the province for the period 2021 - 2025 are nearly 1,962 billion VND. Of which, the National Target Program for New Rural Development (over 1,314.8 billion VND), the National Target Program for Socio-economic Development in Ethnic Minority and Mountainous Areas (over 634.8 billion VND), and the National Target Program for Sustainable Poverty Reduction (over 12.3 billion VND).

Statistics in 2024, the total disbursed capital is respectively more than 4.5 billion VND, equivalent to 100% (National Target Program for Sustainable Poverty Reduction); nearly 402 billion VND, equivalent to 95% (National Target Program for New Rural Area Construction); more than 168.4 billion VND, equivalent to 91.4% (National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas). And by the end of the first quarter of 2025, compared to the plan for the whole year of 2025, the National Target Program for Sustainable Poverty Reduction achieved the highest disbursement rate of 70.2%. The next rate is 21.3% of the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas. Finally, the rate is 10.4% of the National Target Program for New Rural Area Construction.

According to the assessment of the relevant departments and branches, in 2024, investment capital from national target programs in the province will be used effectively, key and key investment projects and works will be free of debt; unfinished projects and works will be completed and put into use. In particular, projects to develop the road system have overcome the deterioration, meeting the travel needs, connecting with the Central Highlands provinces and key economic regions in the country.

Specifically, the National Target Program on New Rural Construction in the whole province invested in 426 rural traffic works with more than 485 km and 130 bridges and culverts, raising the solidification rate to over 90%, equivalent to 6,514 km. At the same time, solidifying 444 irrigation works, reaching a rate of 74.6% (about 968 km), ensuring irrigation water for more than 69% of the area; 281 concentrated rural water supply works (223 drilled wells, pumps and 58 self-flowing water supply works); 13 water supply works for more than 97.7% of rural households. By the end of 2024, the whole province will have 100% of communes meeting the criteria on electricity, school facilities, commercial infrastructure, etc.

With the National Target Program on Sustainable Poverty Reduction, the whole province will build and repair 867 houses in 2024 with a total cost of 39.3 billion VND. The "For the Poor" Fund of the Vietnam Fatherland Front Committee of the province alone received more than 30.5 billion VND from contributions from collectives, individuals, units and enterprises, and has allocated to build and repair 636 houses for poor and near-poor households.

The National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas has achieved a rate of 100% of communes having solid roads connecting to the central area; 98% of villages and hamlets have concrete or mixed roads. The school system is solid and spacious, 100% of communes have medical stations; 99.8% of households have electricity; 96% of households use clean water. The average reduction rate is 2% - 3% of poor households/year, the average income of poor households has increased 2.5 times. In addition, combining capital from the National Target Program and other capital sources in the province has contributed to promoting the consumption of products in ethnic minority and mountainous areas through trade promotion activities, attracting investment, building linkage models, forums, festivals linking trade with tourism, training of trade human resources, communication and promotion, etc.

From the above changes, the whole province continues to promote and effectively implement solutions to complete the plan of 3 national target programs for the period 2021 - 2025. Accordingly, the whole province completes the planning targets for new rural communes and advanced new rural areas; diversifying the mobilization of resources, prioritizing areas lacking essential infrastructure to develop production and create livelihoods; solving the shortage of residential land, housing, production land, domestic water, and job conversion; developing livestock models according to the value chain; promoting start-up businesses and attracting investment in ethnic minority areas. Strive to complete the elimination of temporary and dilapidated houses for poor and near-poor households in the whole province by 2025...
