Provincial Party Committee gives comments on the preliminary outline of the Political Report of the 16th Provincial Party Congress

On September 25, the Provincial Party Standing Committee held a conference to listen to and give opinions on the preliminary outline of the Political Report of the Provincial Party Executive Committee, term XV, to be submitted to the 16th Provincial Party Congress, term 2025-2030, along with many other important contents. Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, chaired the conference.

The draft outline of the Political Report of the 15th Provincial Party Executive Committee submitted to the 16th Provincial Party Congress for the 2025-2030 term consists of 2 parts: The first part evaluates the results of the implementation of the Resolution of the 15th Provincial Party Congress for the 2020-2025 term; the second part provides directions, goals, tasks, and main solutions for the 2025-2030 term. Many options have been developed for the congress's theme to solicit opinions.

At the conference, delegates focused on discussing and giving opinions on the congress theme, motto, and structure of the Political Report; and discussed the directions, goals, and breakthroughs in the coming term. Opinions were unanimous that the determination of tasks, solutions, and breakthroughs must ensure full coverage and concretization of the guiding viewpoints, tasks, and solutions set forth in the resolutions of the Central Executive Committee and the Politburo; at the same time, ensuring feasibility, suitability with the practical requirements of the province, and overcoming the limitations pointed out.

In particular, the Provincial Party Standing Committee unanimously selected the Congress theme as: "Proud and confident under the glorious flag of the Party, joining hands and unanimity to successfully implement development goals by 2030, practically celebrating the 100th anniversary of the Party's founding; determined to build Quang Ninh province into a typical, prosperous, civilized, modern, happy province, one of the dynamic and comprehensive development centers of the whole country". The Congress motto is: Solidarity, democracy, discipline, creativity, development.

Regarding the breakthrough, we agreed to focus on 3 breakthroughs: Continuing to perfect the synchronous and modern socio-economic infrastructure, making strong breakthroughs in developing the marine economy and economy; focusing on improving the quality of cadres at all levels, especially the province's strategic cadres and key grassroots cadres; focusing on attracting and promoting talents, encouraging, protecting and honoring those who dare to think, dare to do, dare to make breakthroughs in development for the benefit of the people and the country; developing a culture rich in Quang Ninh identity associated with building and developing cultural industry...

Concluding this content, Comrade Trinh Thi Minh Thanh, Standing Deputy Secretary of the Provincial Party Committee, highly appreciated the Preliminary Outline which was carefully and meticulously prepared, ensuring quality and requirements. She also requested the Document Subcommittee and the Editorial Team to absorb the comments of the delegates at the conference to supplement the contents of the preliminary outline. On that basis, build a detailed Outline to report to the Provincial Party Executive Committee.

Listening to and commenting on the report summarizing 5 years of implementing Resolution No. 15-NQ/TU dated April 23, 2019 of the Provincial Party Committee on developing seaports and seaport services in the province until 2025, with a vision to 2030, the Standing Deputy Secretary of the Provincial Party Committee assigned the Party Committee of the Provincial People's Committee to direct specialized agencies to continue perfecting the content of the draft summary report and the draft new Resolution to report to the Provincial Party Committee. Note that the content of the new resolution must closely follow the provincial planning, sectoral planning and orientations of the central government and the province. At the same time, mechanisms and policies must ensure the maximum promotion of the potential and comprehensive advantages in developing the province's marine economy.

On the same day, the Provincial Party Standing Committee also listened to and commented on the report on the results of supervision of the Party Committee of the Provincial People's Committee in the leadership, direction and organization of the implementation of Resolution No. 10-NQ/TU dated September 26, 2022 of the Provincial Party Committee on strengthening the Party's leadership in resource management, environmental protection, disaster prevention and mitigation, response to climate change, ensuring water security and many other important contents.
