LESSON 1: IDENTIFY AND FIGHT
Over 5 years of implementing Resolution No. 35-NQ/TW, dated October 22, 2018 of the Politburo (term XXII) on "Strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation" (Resolution No. 35) in Quang Nam have achieved important results. The grasping, identification associated with solutions to fight against and refute erroneous and hostile views; false information... have been focused on and implemented effectively and proactively from the province to the grassroots level.
True and false mixed together
Entering 2023, in the same context as the whole country, Quang Nam province faces many difficulties and challenges in all fields.
In particular, public opinion, cadres, party members, and people in the province are very interested and worried about information related to the "rescue flight" during the COVID-19 pandemic or the change of key senior leadership personnel.
In addition, at the same time, other sensitive cases also occurred in the province, such as the act of "giving and receiving bribes" at the Department of Education and Training of Tay Giang district; "taking advantage of position and power while performing official duties" occurred at the Management Board of Construction Investment Projects of Dien Ban town; violations at the Quang Nam Registration Center...
Taking advantage of these events, hostile forces and political opportunists have used a number of social networking sites to fabricate distorted information, incite public opinion, and cause political instability and social disorder.
In the above context, Quang Nam Provincial Police continue to thoroughly grasp and resolutely fight and handle subjects who post fake news and untrue news on the Internet and social networks. In 2024 alone, Quang Nam Provincial Police discovered and handled 48 cases of posting bad, toxic information, fake news and untrue news. Of which, decisions were made to administratively sanction 13 cases with a total fine of more than 80 million VND; 35 cases were deterred.
From the practice of Quang Nam, according to Colonel Dinh Xuan Nghi - Head of the Internal Political Security Department (Standing Agency of the Provincial Police's Steering Committee 35), subjects took advantage of complicated and sensitive cases, loopholes and shortcomings in state management, using social networks such as Facebook, Zalo, blogs... to post and share articles distorting the Party's guidelines and policies and the State's laws. Many ignorant individuals posted and shared unverified and false information on social networks to attract and sway public opinion, negatively affecting the security and order situation.
“The dissemination of bad, distorted, and anti-Party and anti-State information, causing information confusion, confusing truth and falsehood, making it difficult for people to distinguish and determine right from wrong, has had a significant impact and influence on the ideology and social mood of cadres, party members, and people of all walks of life, especially the younger generation,” said Colonel Dinh Xuan Nghi.
Resolutely fight back
Faced with unprecedented difficulties and challenges in the recent past, as the central area of the province, the Party Committee of Tam Ky City has focused on implementing well the work of propaganda to orient public opinion, current news information on issues of interest to cadres, party members and people; effectively organizing political activities, competitions to propagate the study and follow of Uncle Ho; promoting and encouraging patriotic emulation movements in the area...
Tam Ky City Party Secretary Nguyen Thi Thu Lan shared that with such solutions, the effectiveness of state management and implementation of local laws and policies has been improved. The competent authorities focus on resolving issues promptly, thoroughly, early, from afar, right from the grassroots level in the direction of promoting democracy, respecting the viewpoint "People are the root".
“In the process of implementing many urbanization projects, the Standing Committee of Tam Ky City Party Committee has established working groups, strengthened the supervision and direction of site clearance progress, and on-site inspections. Along with that, it has directed the strengthening of dialogue and citizen reception, especially in the field of land management... Thanks to that, basically in the area there are no mass complaints, complicated cases, and no “pretexts” for forces to take advantage of the implementation of this policy to distort and incite...” - Ms. Lan said.
In recent times, Quang Nam has resolutely fought against bad, toxic information that distorts the truth and leads public opinion in a negative direction.
Mr. Nguyen Van Thi - Deputy Head of the Propaganda - Press - Publishing Department (Provincial Party Committee's Propaganda Department - Standing Agency of the Provincial Steering Committee 35) said that the departments advising on the work of protecting the Party's ideological foundation in the province have discovered, fought, refuted, and disabled hundreds of pages and personal accounts with false and malicious information. At the same time, they coordinated to propose removing links containing fake and untrue information about the political, economic, cultural and social situation in the province...
Strictly handle violations
In recent years, identifying the importance of inspection and supervision work in protecting the Party's ideological foundation, the provincial inspection committees at all levels have advised the Provincial Party Committee Standing Committee and Party committees at all levels to organize research and disseminate resolutions, regulations and conclusions of the Party Central Committee. At the same time, they have reviewed, revised, supplemented and newly issued regulations on inspection, supervision and discipline work of the Party to ensure consistency, synchronization and strictness.
In particular, with the issuance of Resolution No. 19 dated December 17, 2021 on inspection and supervision work since the re-establishment of the province, the Provincial Party Committee has demonstrated high political determination in Party building and rectification; fighting against corruption, waste, negativity, preventing political and ideological degradation, "self-evolution", and "self-transformation" within the Party.
According to Mr. Nguyen Van Viet - Member of the Provincial Party Committee's Inspection Commission, in the process of performing inspection and supervision tasks as prescribed by the Party's Charter, Party committees and Inspection Commissions at all levels have focused on inspecting areas prone to violations, with outstanding issues and concerns among the people; inspecting cadres and party members who show negative signs and degradation in political ideology, ethics and lifestyle.
Since the implementation of the 4th Central Resolution (12th tenure) on Party building and rectification, the Inspection Commissions at all levels have inspected 744 Party organizations and 2,199 Party members when there were signs of violations. Through inspections, the Inspection Commissions at all levels have handled and advised competent authorities to handle 50 Party organizations and 2,695 Party members who violated the law; of which 153 Party members who showed signs of political and ideological degradation were disciplined (92 reprimands, 19 warnings, 3 dismissals, 4 expulsions).
"The results of disciplinary action against violators have contributed to maintaining strict Party discipline, deterring, warning, and educating Party members, and preventing hostile forces from taking advantage and distorting the situation," Mr. Viet acknowledged.
Summarizing 5 years of implementing Resolution No. 35 of the Politburo, the Provincial Steering Committee 35 said that the forces in the province have discovered, fought and refuted more than 485 accounts; of which 30 subjects were reported and neutralized, more than 200 social networking sites with false and malicious content. The provincial collaborators have coordinated with the functional forces to attack and neutralize more than 245 anti-sabotage targets in cyberspace, and coordinated to propose removing 250 links containing fake and untrue information...
