On the afternoon of December 20, the Ministry of Health organized a medical information provision session at the Ministry of Health headquarters.
According to the report of the Ministry of Health, in 2024, the Ministry coordinated with ministries and branches to report to the Prime Minister to propose mechanisms and solutions to handle difficulties and problems in the investment project to build the second facility of Bach Mai Hospital and the investment project to build the second facility of Viet Duc Friendship Hospital.
In November, the Prime Minister directed that within the next 6 months, the Ministry of Health and related units must complete and hand over the project of the second facility of Bach Mai and Viet Duc Hospitals.
Responding to the press’s question about whether the two hospitals could be operational in the next six months as directed by the Prime Minister, Deputy Minister of Health Le Duc Luan said that the Ministry of Health is still working hard to resolve the problems of the two hospitals. Most recently, on December 6, the Ministry of Health submitted to the Government a plan to resolve this issue.
According to Deputy Minister Luan, difficulties and problems of the two projects have occurred and construction has been suspended since 2020. Following the Government's direction, the Viet Duc Hospital project has now resumed construction.
Mr. Luan also admitted that there were quite complicated problems related to the process of contract implementation, contract signing, and project implementation, with contents that did not comply with the regulations in the decrees and circulars.
“Therefore, through the review process, the Ministry of Health proposed to the Government, based on the difficulties, to have specific mechanisms and policies to resolve difficulties and problems.
Only by applying those mechanisms and policies can difficulties and obstacles be resolved and projects continue to be implemented," Mr. Luan emphasized.
Also according to Mr. Luan, most recently on December 6, the Ministry of Health submitted to the Government a project to resolve and remove obstacles for the two hospitals.
The Ministry of Health is also coordinating with other ministries and branches to finalize the content related to the Government's resolution to handle this issue. After resolving these difficulties and problems, the construction progress of the projects will be accelerated.
Currently, in terms of construction, Bach Mai Hospital's second facility is 97% complete, with 3% remaining, and Viet Duc Hospital's second facility is 85% complete, with only 15% remaining.
"Regarding the construction part with the 6-month part as requested by the Prime Minister before, there should be no difficulty," said Mr. Luan.
Mr. Luan added that regarding medical equipment approved from 2014-2015, the Ministry of Health will review to compare implementation practices and organize the procurement of medical equipment, each project worth nearly 1,000 billion VND.
“The goal is that if the difficulties and obstacles are accepted by the competent authorities, we will complete the construction in 2025,” said Mr. Luan.
Previously in 2023, the Prime Minister decided to establish a working group including the Ministry of Health, Ministry of Construction, Ministry of Finance, Ministry of Justice... to review related difficulties and problems to propose solutions to help the project continue to be completed and put into use to serve the people.
Hospital built 10 years ago but not yet operational
At the end of 2014, the second facility of Bach Mai and Viet Duc Hospitals in Phu Ly City (Ha Nam) began construction and is expected to be the two largest modern hospitals ever built. This is also the first time our country has a hospital built and operated according to international standards.
In October 2018, the examination areas of both facilities were officially inaugurated.
However, after that, only the examination area of Bach Mai Hospital was put into use for a period of time from March 2019 to March 2020, then announced a temporary suspension of operations. Meanwhile, Viet Duc Hospital, branch 2, also only stopped at the ribbon cutting ceremony and never received patients.
The two hospitals have a scale of 1,000 beds/hospital; floor area of 100,000m²/hospital. Total investment is nearly 5,000 billion VND/hospital.
