The Ministry of Health proposes to increase the level of health insurance support to at least 50% for students.

In 2024, the number of people participating in health insurance will be 95.52 million, reaching 94.29% of the population participating in health insurance.

The conference deployed a number of new provisions of the Law on Health Insurance according to Law No. 51/2024/QH15 dated November 27, 2024 amending and supplementing a number of articles of the Law on Health Insurance. The Law consists of 3 articles: Article 1 amends and supplements 42 articles of the current Law on Health Insurance and adds 2 new articles; Article 2 abolishes 1 clause of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level No. 30/2023/QH15; Article 3 on the effective date. The Law amending and supplementing a number of articles of the Law on Health Insurance clearly demonstrates the spirit of administrative reform, medical examination and treatment procedures, reducing paperwork, enhancing the application of information technology, maximum decentralization and delegation of power, creating convenience for people, agencies, organizations, ensuring gender equality, in accordance with international conventions to which Vietnam is a member.

The main contents of Decree No. 02/2025/ND-CP dated January 1, 2025 and Circular No. 01/2025/TT-BYT dated January 1, 2025 detailing and guiding the implementation of a number of articles of the Law on Health Insurance were also reported at the conference. Along with that, delegates listened to representatives of the Vietnam Social Security report on the implementation of decrees guiding the implementation of the Law on Health Insurance. Accordingly, in 2024, the number of people participating in health insurance was 95.52 million, reaching 94.29% of the population participating in health insurance. By 2030, the rate of health insurance participation is expected to reach over 95% of the population.

The representative of the Health Insurance Department presented and asked for opinions on the draft Decree detailing and guiding the implementation of a number of articles of the Health Insurance Law in order to complete the draft for the Government to consider and promulgate. According to the draft, the contribution level, contribution support level and responsibility for health insurance contribution continue to be regulated at 4.5% of the monthly salary, salary used as the basis for social insurance contribution, pension, and basic salary as prescribed in Decree No. 146/2018/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Health Insurance Law.

Notably, in the draft, the Ministry of Health proposed to increase the level of health insurance support from the state budget for high school students from grades 1 to 12 from 30% to a minimum of 50%.
