Sharing about the " National target program on cultural development and building Vietnamese people in the period of 2025 - 2035 ", Mr. Nguyen Van Hung stated that the Ministry of Culture, Sports and Tourism was assigned by the Party and State to be the agency in charge of building it.

Accordingly, after the resolution from the Party Central Committee and the resolution of the National Assembly, the Minister of Culture, Sports and Tourism organized two workshops with the participation of 63 localities, ministries, experts and scientists, chaired by Deputy Prime Minister Tran Hong Ha.

Regarding the total investment for the program of 350,000 billion VND, Minister Nguyen Van Hung said that this is a figure compiled from localities for presentation and is general in nature, and must be specifically quantified in the budget for each stage for calculation.

" Sometimes, without understanding and without full information, people think that the Ministry of Culture, Sports and Tourism needs 350,000 billion VND for what, when the country is still facing difficulties, where can we get it? Taking it like that is not taking it for the Ministry ," the Minister emphasized.

Mr. Nguyen Van Hung gave an example of building a team of teachers to teach art subjects. This issue is related to culture, so the Ministry of Culture, Sports and Tourism will be responsible, not just the Ministry of Education and Training. The Minister raised the question: if there is no room for music teachers, what will they use to teach?

" Should we draw 7 musical notes for the teacher to read? There must be at least 1 piano. Only then can children in the localities be nurtured in their talents, " the Minister stated the reality.

Minister Nguyen Van Hung said that if we only hear about the program's budget and are startled without learning about the project, it will be very difficult.

" We have tried our best. The Ministry will seriously and receptively accept all reasonable opinions for the program, including those that are difficult to hear or misunderstood, because only those who love us will give opinions, " said Mr. Nguyen Van Hung.

According to the Minister, the national target program on cultural development and building Vietnamese people will have general goals and specific goals. In line with the specific goals, there are 9 groups of issues that need to be discussed, linked to component projects, implemented nationwide from commune to district and provincial levels.

Mr. Nguyen Van Hung informed that in those 9 groups of issues, we must overcome the bottlenecks. For example, the first group of issues is how to promote the good qualities of Vietnamese people. To do this, we must focus on education and building a cultural environment.

Another group of issues raised by Minister Nguyen Van Hung is to preserve and promote heritages, thereby creating a place to promote culture, including resources from the State and society, domestic and foreign resources.

The country currently has 128 special national relics, but many of them are degraded and lost because local resources are very limited. These relics need to be taken care of and they are revolutionary historical relics, so they need to be included in the national target program.

Another group of issues mentioned by Mr. Hung is preserving traditional cultural and artistic forms of the nation such as tuong, cheo, cai luong, etc. In addition, it is necessary to cooperate internationally and bring Vietnamese culture abroad.

According to the Minister, many countries in the world have cultural centers abroad that have great influence, but Vietnam has only established two centers in Laos and France.

With the current need to expand cultural diplomacy, the Ministry of Culture, Sports and Tourism has localized and selected areas and regions with the largest number of overseas Vietnamese living in order to propose to the Government and the National Assembly to allow the establishment of a number of centers.

" Overseas Vietnamese are a part of the Vietnamese people according to the Party's viewpoint. They must enjoy culture and in return they are cultural ambassadors of Vietnam ," said Mr. Nguyen Van Hung.

Minister Nguyen Van Hung expressed that when the program is approved with specific goals, he hopes that National Assembly delegates will contribute their opinions so that the ministry can continue to perfect this program.
