Minister Nguyen Manh Hung emphasized that data infrastructure is the most important part of digital infrastructure and hopes that businesses will use Vietnam's cloud computing services.
The Ministry of Information and Communications' orientation on digital infrastructure is as follows. Vietnam's digital infrastructure includes telecommunications infrastructure, IoT infrastructure, data infrastructure, infrastructure providing technology as a service, and digital platforms with infrastructure characteristics. Vietnam's digital infrastructure must have super-large capacity, super-wide bandwidth, be universal, sustainable, green, smart, open, and secure. This infrastructure must be prioritized for investment, modernization, and be one step ahead to promote national digital transformation, develop the digital economy, and digital society.
Data infrastructure is the most important part of digital infrastructure. Telecom operators have been at the forefront of telecom infrastructure, now they must be at the forefront of data infrastructure. Investing in data centers is a new type of investment for telecom operators. Without investing in this, telecom operators will not have new growth space. Without investing in this, telecom operators will be replaced.
Every 3 years, the world's data doubles. Vietnam's data increases faster. Vietnam currently has 29 small and medium-sized commercial data centers, equivalent to 10 VNPT data centers in Hoa Lac that we inaugurated today. Thus, we must inaugurate at least 3 centers like this each year to basically meet Vietnam's data needs.
Vietnam still does not have a large data center. VNPT's data center in Hoa Lac has a capacity of 2,000 racks, which is medium-sized. A large center has at least 5,000 racks. Our network operators still do not have a large enough vision for data.
In December 2021, when Mr. To Dung Thai was appointed by the Prime Minister as Chairman of VNPT Group, I said: “Tomorrow is important for a small business. For a large business like VNPT, the next 3 - 5 - 10 years are important. We must think, prepare, and invest for the next 3 - 5 - 10 years”. VNPT is a leading corporation in digital infrastructure in Vietnam, so it must have pre-investments like VNPT IDC Hoa Lac, or even larger.
Data is the most important resource of the digital economy. The wealth of a country in the future will be measured by data. Big data and big data processing will be the biggest industry. VNPT as well as other telecommunications networks in Vietnam must have a correct vision of a country's data infrastructure.
Today, we are here to witness the launch of VNPT IDC Hoa Lac, witnessing the realization of VNPT's commitment to building a modern Vietnamese digital infrastructure that meets international standards.
The socialist-oriented market economy is a combination of the strength of the market and the strength of the State, a combination of a strong market and a strong State. And state-owned enterprises are a characteristic of the socialist-oriented market economy. They are an important material force to take the lead in implementing national strategies, an important support and pillar for the Party and State to revive the country. National strategies are often long-term, but the market is often strong in the short term, so the State must be strong in the long term. State-owned enterprises are a material force for the State to implement long-term strategies. VNPT is an important state-owned telecommunications enterprise and therefore must implement the State's strategic orientations on digital infrastructure.
IDC Hoa Lac has achieved Uptime Tier III certification for design, construction and installation and will soon be certified for operations.
On behalf of the Ministry of Information and Communications, I congratulate VNPT, and request that in the coming time, VNPT continues to build large data centers on par with international standards, becoming a digital infrastructure provider that fully meets the needs of the digital government, digital economy and digital society in our country, so that Vietnamese businesses no longer have to worry about finding a place to store and process data outside of Vietnam, as well as attract customers around the world.
The Ministry of Information and Communications calls on Vietnamese businesses to return home and use Vietnamese cloud computing services. Vietnamese businesses need to prioritize using Vietnamese goods, especially when Vietnamese goods meet the world's most stringent standards and have competitive prices.
The Ministry of Information and Communications recommends that ministries, localities, organizations and enterprises, and the State Capital Management Committee direct enterprises under the Committee to, instead of investing and operating data centers and IT systems themselves, switch to using services from professional providers. This will be more cost-effective, more optimal in performance, safer and more flexible. And more importantly, it will contribute to the development of domestic digital technology enterprises.
