Attending the Congress on the Central side were comrade Nguyen Lam Thanh, Vice Chairman of the National Assembly's Ethnic Council; leaders of a number of departments and units under the Ethnic Committee, the Central Committee for Mass Mobilization; and delegates from Military Region I. Also attending the Congress were leaders of the Ethnic Committees of a number of northern mountainous provinces.
On the side of Thai Nguyen province, there were comrades: Trinh Viet Hung, Alternate Member of the Party Central Committee, Secretary of the Provincial Party Committee; Pham Hoang Son, Permanent Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Huy Dung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; leaders of Thai Nguyen province through the years; members and former members of the Standing Committee of the Thai Nguyen Provincial Party Committee; leaders of departments, branches, sectors, unions, and districts of the province. Notably, there were 250 outstanding delegates representing more than 380,000 ethnic minorities attending the Congress.
Thai Nguyen province is identified by the Central Government as the center of the Northern midland and mountainous region; at the same time, it is the gateway for economic and cultural exchange between the midland and mountainous region and the Northern Delta region. Thai Nguyen is also the convergence of the cultures of the ethnic groups in the Northern mountainous region, one of the major training centers of the country, contributing significantly to the training, fostering, and providing a team of intellectuals, scientific and technical staff, and skilled workers for the Northern region.
After 5 years of implementing the Resolution of the 3rd Congress of Ethnic Minorities in Thai Nguyen Province in 2019, the Party Committee, government and people of all ethnic groups in Thai Nguyen Province, with the spirit of solidarity and unity, have strived to successfully implement the set goals and tasks. Ethnic work and implementation of ethnic policies have achieved many positive results. The ethnic policies approved by the 3rd Congress of Ethnic Minorities in 2019 have all achieved and exceeded the set goals. The socio-economic situation of ethnic minority and mountainous areas has developed.
Up to now, 100% of communes and over 99% of hamlets in ethnic minority and mountainous areas of the province have hardened car roads to the center; 100% of hamlets have national grid electricity; over 96% of households in ethnic minority and mountainous areas have access to clean water; 100% of communes in ethnic minority and mountainous areas have solid schools, public houses for teachers, and student housing where necessary; 100% of communes have solidly built health stations, of which over 90% of commune health stations have doctors; 100% of communes are covered by radio, television, and modern communication connections; the poverty rate in ethnic minority and mountainous areas has decreased by 5.1%; the number of extremely disadvantaged communes in the province has decreased by 8.
The 4th Congress of Ethnic Minorities in Thai Nguyen Province in 2024 is an important political event, aiming to summarize and evaluate ethnic work and ethnic policy implementation of Party committees and authorities in the province in the period of 2019 - 2024; continuing to affirm the attention of the Party and State to ethnic minority and mountainous areas. This Congress also sets out goals, tasks and solutions for ethnic work and ethnic policy implementation in the next period.
The Congress also acknowledged and commended the great contributions of ethnic minorities in the work of hunger eradication and poverty reduction, new rural construction, infrastructure development, and implementation of ethnic policies; and at the same time, practically welcomed the Party Congresses at all levels for the 2025-2030 term.
Thai Nguyen is a province in the Northern Midlands and Mountains region with 09 district-level administrative units; 177 communes, wards and towns, of which 110 communes and towns are in ethnic minority and mountainous areas. The natural area is 3,526 km2, the population is over 1.28 million people with 51 ethnic groups living together, of which there are 50 ethnic minorities with more than 380,000 people, accounting for 29.87% of the province's population; there are 8 ethnic groups with the majority: Kinh, Tay, Nung, San Diu, Mong, Dao, San Chay and Hoa.
