"I request the Minister to state the main cause and the solutions that the Ministry and localities will implement in the coming time," the delegate questioned.

Regarding the same issue, delegate Tran Van Tien (Vinh Phuc) asked: "To limit the development of personal vehicles, reduce pressure on urban transport infrastructure and crowded areas, could the Minister please tell us what solutions the Ministry of Transport will have in the coming time?"

Responding , Minister Nguyen Van Thang said there are many causes leading to traffic congestion in Hanoi and Ho Chi Minh City.

According to him, it will take a long time to solve this situation. In fact, the experience from big cities with economic potential such as Tokyo and Beijing also took a long time to solve the problem of traffic jams.

Regarding Hanoi and Ho Chi Minh City, Mr. Nguyen Van Thang said that it is necessary to manage and tighten urban planning in line with population size. "If urban planning is not controlled, urban areas and high-rise buildings will continue to grow in the central area, and the risk of traffic jams will continue to occur," Mr. Thang said.

According to the Minister of Transport, in the process of urban planning management, although Hanoi and Ho Chi Minh City have tried very hard, they have only allocated 8-9% of their land for transportation, while the target is set at 16-26%. In particular, parking lots in the two cities are also very modest.

He emphasized that public transport is essential for large cities like Hanoi and Ho Chi Minh City. In the coming time, the Ministry of Transport will coordinate with these two cities to develop public transport, including urban railways.

“I was very surprised after 19 months of operation, Cat Linh - Ha Dong has 31,000-33,000 people traveling every day, peaking at 55,000 people/day. The train runs every 6 minutes, for the first time reporting a profit of nearly 100 billion VND,” Mr. Thang shared.

Along with developing public transport, according to the Minister, Hanoi and Ho Chi Minh City need to arrange to expand space outside, along with building Ring Roads 3 and 4 so that vehicles do not have to go into the inner city.

Will re-submit plan to handle 8 BOT projects

Debate on handling BOT projects, delegate Trinh Xuan An (full-time member of the National Defense and Security Committee) was concerned that the Commander of the Transport sector had not given a specific time for some BOT projects. He asked Minister Nguyen Van Thang to make a very specific commitment so that people, businesses and investors could feel secure.

Responding, Minister Nguyen Van Thang shared that the Ministry of Transport is also very concerned about the obstacles in BOT projects. The Minister has summarized the assessment and in the coming time will continue to advise the Government, thoroughly remove barriers and obstacles in the BOT field, from institutions, policies to specific issues.

"We must create trust for businesses and remove obstacles so that BOT businesses can confidently invest their resources," Mr. Thang emphasized.

Presenting many solutions, Mr. Thang said the Ministry has directed a review and assessment, not only of the 8 BOT projects facing difficulties but also of all BOT projects nationwide, including projects at the central and local levels, to have a complete picture, from which to propose solutions.

After synthesizing local opinions and identifying problems, the Ministry will resubmit the handling plan for the previous 8 BOT projects to the National Assembly Standing Committee and the National Assembly .
